To date and in Asia, Tdh is operationally present in 4 countries (Nepal, India, Bangladesh, and Myanmar), working in close coordination with regional and national partners.


About the Position:


The Children and Youth in Migration (CYM) Regional Program Coordinator (hereinafter RPC) is responsible for the development and steering of the CYM program at the regional level (regional, sub-regional, national, and local levels), in close coordination with the transversal expertise (child protection, WASH and innovation) and collaboration with Tdh Health and Access to Justice programs.


More specifically, s/he leads a business line and supervises the CYM program at the regional level, guarantees its contextualization and coordinates its integration into the matrix organization of the region. S/he ensures the deployment and management of the regional strategy of the CYM program, respecting the principles of programmatic alignment, as well as supporting adequate geographic contextualization and high-quality project implementation, as well as the securing of the necessary resources (financial and human) in this region. S/he also contributes to the steering of the program through the implementation and monitoring of programmatic indicators linked to the Theory of Change of the global CYM program (which integrates cross-cutting themes). By doing this, s/he follows a logic of integration, programmatic focalization and alignment, and contextualization. S/he can represent Tdh migration work in the region and in related forums.


The position is based in Tdh’s Asia countries of presence (Nepal (Kathmandu), Bangladesh (Dhaka) or India (Kolkata)), at work from home or in one of the Tdh Country Offices, with frequent travels to the respective delegations as per the requirement.


Reporting: Reports to Head of Children and Youth in Migration Program


Duration of assignment: Initially for 1 year (Renewable based on the performance and organization’s requirement). Probation period is 3 months from date of joining.


Starting date: 1st November 2022, preferred


Main Responsibilities


Strategic and steering :


The RPC must ensure the most effective, efficient, and sustainable deployment of the Program in the Asia region to contribute to the achievement of the ambitions of impact set out in Vision 2030 and reflected in the 2021-2024 strategy.

S/he coordinates the development and the steering/adjustment of the CYM strategy in Asia in line with the global strategy and according to regional and national contexts and special features and building on Tdh’s transversal expertise in the region.

S/he frames, orients, guides, and supervises the implementation of the regional CYM strategy, guarantees the relevance and consistency of Tdh's advocacy and representation on migration and forced displacement in Asia, as well as supporting the implementation of the quality assurance and control system for projects linked to the CYM Program.

S/he ensures the development and promotion of innovation and guarantee the management and sharing of knowledge within the program in the region.

S/he animates and develops strategic partnerships.

S/he organizes the structuring of the program and support its operations at the regional level and that of the country or multi-country delegations, in close collaboration with the Asia Region.

S/he works in a team with the regional and national program or projects managers, and with the cross-cutting thematic advisors.

S/he supports the development of the country offices or multi-country delegations’ strategies in migration and forced displacement, in alignment with the regional strategic framework.

S/he contributes to the global strategy and dynamics of the CYM Program by working closely with the members of the program team outside the regional scope (HQ, other regions) and by promoting interregional collaborations and ensuring the lead of cross-functional projects.

Program development – including support to business development, and coordination:


S/he leads the creation and coordination of a network of migration focal points within Asia delegation teams.

S/he leads discussions with delegations/portfolio, programs and transversal expertise for gradual strategic alignment of future CYM projects (or new cycles of current projects) to the Theory of change and the global / regional strategies on migration (2021-2024).

S/he supervises the implementation/monitoring-evaluation and capitalization and the evaluation/capitalization of CYM projects.

S/he is responsible for the annual activity report of the migration program in Asia zone and contributes to the production of narrative reports to be submitted to donors financing the projects and actions of the program in the region.

S/he co-leads (with Program and Portfolio managers) the funding strategy in migration, ensures optimal financial coverage (in coordination with the Delegates in Asia and the fundraising departments) and supports the development of funding requests/proposals for all scales of intervention (regional, transnational, national, local), contributing to ensure that they match the programmatic vision.

Quality Assurance:


S/he controls the quality and alignment of migration interventions in Asia, in collaboration with the Q&A regional technical advisor for Asia

S/he delivers – within his/her resources -, technical support to migration related interventions within the region, in close coordination with migration focal points and Q&A at delegations and at regional level.

S/he leads, conducts, or facilitates migration related capacity development activities in the region, including through blended approaches of face-to-face training and coaching, online learning and exchanges, etc.

Knowledge management and regional expertise development:


S/he coordinates the production, management and sharing of knowledge related to her/his field of activity in Asia, ensuring accessibility and dissemination of institutional and personal knowledges internally and externally.

S/he contributes to the development of migration programming specific and contextualized analysis, studies, guidance, methodologies, and tools in close coordination with the global CYM team and regional focal points

S/he builds the general expertise and evidence-based knowledge on migration within the Asia delegations, with a specific focus on promoting the research of the impact of climate change on displacements, empowerment, rehabilitation, and durable solutions for targeted beneficiaries

In close collaboration with the Head of the CYM Program, the Deputy Program Manager, the Transversal expertise and Q&A regional advisors and in coordination with the ICT4Ds s/he supports the development and implementation of a research and innovation strategy (data collection, construction of evidence, organization and conduct of pilot and research projects action, university partnerships, publications) and provides technical support in designing, implementing, testing, and replicating innovative pilot projects, initiatives, and solutions.

Partnerships, representation & advocacy:


Within the scope of her/his responsibilities, s/he represents the CYM program within the regional and national Tdh teams, as well as within the framework of partnerships and during contacts/collaboration with various networks or external actors. Upholds the good reputation of Tdh as a leading organization on migration in the region, recognized and sought by all stakeholders for its technical expertise.

S/he supports the implementation of the CYM advocacy priorities (in coordination with Tdh International Federation, Destination Unknown, Initiative on Child rights in the Global Compacts), a learning & development strategy and a coherent and integrated partnership strategy at international, regional, sub-regional and national levels.

S/he builds partnerships and relations with donors focus on intervention to support migrants and refugees/IDPs, both in development and emergency contexts

Human Resources:


S/he contributes to the recruitment of collaborators within CYM projects

S/he ensures good management practices that respect Tdh values

S/he ensures the proper matrix functioning with the various departments in the regional context (programs, operations, technical resources, administration-finance, human resources, fundraising and communication), in close collaboration with their representatives at the regional level or at HQ

Qualifications


Minimum Master’s degree in a relevant field (e.g. Migration studies, political sciences, etc.) from an accredited educational institution;

Excellent communication skills

High-level representational skills; Experience in advocacy for public policy change a strong asset

Self-motivated, with skills to support and advise others;

Experience


5+ years of experience in child protection and/or migration

Solid understanding and experience in child protection and migration, with a particular emphasis on migration dynamics in Europe

Good knowledge of networks active in the field of migration and development, child protection, combating the exploitation of children and combating trafficking in children

Experience in programme steering and expertise development, including the development, operational implementation, coordination, monitoring / evaluation and capitalization / knowledge management

Experience in proposal development and donor engagement

Deep knowledge of European migration context, european and national legislations

Ideally, the candidate will have already carried out similar work in an NGO or in an organisation working at an international level
