POSITION SUMMARY Qualified and committed individual to join the Horn Relief team as a Project Manager for the Bakool Entrepreneurship and Skills Support Action (BESSA has been transferred to Galkacyo region), the Project Manager will be a full-time member of the Horn Relief team and will play a crucial role in the management of the BESSA project in the region. The Project Manager will report to the Area Coordinator and the Head of Programs
Description:     PRIMARY RESPONSIBILITIES • Organize and facilitate training for all staff and partners on technical components of the project • Oversee community sensitization and the selection of beneficiaries. • Manage the project staff, including project officers, project assistant and finance and admin officer and other local staff. • Oversee project budget and ensure budget is strictly adhered to and all supporting documentation for expenses are properly completed and sent to Nairobi per required donor guidelines and schedule ; • Manage the procurement and distribution of materials and supplies to the necessary sites. • Oversee and troubleshoot at each of the sites during the implementation of the projects and inform Nairobi office in a timely manner of any changes in project plans; • Ensure that project remains on-budget and that any changes in budget plans are cleared with Nairobi according to agreed procedures. • Provide weekly and monthly reports to Nairobi on security and program progress against workplan and program activities. • Liaise and coordinate with other agencies operational in Galkayo region. • Ensure timely ordering and delivery of materials and supplies required to complete projects. • Interim and Final narrative donor reports with complete and accurate financial documentation provided to Nairobi. • Any other duties as required.
Requirements:     QUALIFICATIONS A Person who is committed to Horn Relief’s mission and vision • University degree in Agriculture or related food security/livelihoods field. • Experience in alternative livelihoods and/or economic recovery. • Minimum 4 yrs relevant overseas experience in humanitarian context or complex emergency. • Strong project management experience is essential, including experience in proposal writing and donor reporting • Experience of Human Resource management at a field level. • Strong Monitoring and Evaluation skills required, in particular for the development and analysis of baseline information and monitoring tools. • Strong knowledge of and experience with humanitarian guidelines and principles. • Experience in budget management and knowledge of financial procedures required. • Specific experience in Livelihoods and Skills programming. • Ability to multi-task and effectively handle stressful situations. • Excellent verbal and written communication skills. Fluency in both English and Somali required. • Strong interpersonal skills and ability to establish and maintain effective working relations with a team. • Proficiency in computer applications such as word processing, spreadsheets, power point, etc. • Ability to live and work in an isolated area in conditions of limited comfort Application Process The selection committee will review all applications as they are received.
