Chemonics International, UK Division seeks a Senior Programme Manager, for the anticipated Somalia Stability Fund Phase 3 (SSF3) programme funded by the Foreign Commonwealth & Development Office (FCDO). SSF3 is part of the Conflict Security and Stability Fund (CSSF) Framework, a multi-donor fund that will run for 6 years, starting in late 2023. It seeks to support more inclusive political agreements at multiple levels of government, addressing grievances that have historically undermined trust between elites and communities. Further, it will: support democratic process establishment at the sub-national level, build more representative and effective local governance structures, and invest in efforts to strengthen the citizen-state social contract to ensure that new institutions are more accountable. The fund’s programmatic activity will be led by in-depth, long term research.
The Senior Programme Manager is responsible for managing the programmatic aspects of SSF3, working with staff and partners to develop, implement, and monitor and evaluate activities. They maintain strategic awareness of the challenges and opportunities for SSF3 activities, and continuously refines processes to ensure effective program implementation.***Please be advised that this role is contingent on award***
Responsibilities:
As part of the management team, ensures effective implementation of contract in accordance with FCDO and Chemonics rules and regulations
Ensures that program implementation is in accordance with regulations and procedures and the specifications determined in the contract
Conducts routine internal compliance reviews of all procurement, HR, finance, and award files, working with the field accounting team as needed
Maintains Level Of Effort (LOE) trackers for all Short Term Technical Assistance (STTA) ensuring that LOE remains within approved budgets; reviews allocation of STTA LOE to appropriate billing codes; provides updates to FCDO on STTA LOE balances
Reviews all invoices of named Monitoring, Evaluation, Research and Learning partner and any additional invoices from international awardees or subcontractors
Undertakes other duties as assigned by the Team Lead
Location of Position: Nairobi, Kenya with some potential occasional travel to Mogadishu
Qualifications :
Demonstrable relevant experience including experience with a donor, contractor or international NGO, FCDO experience required
Financial management experience, including budgeting, financial management (forecasting, tracking, reporting and accounting)on UK-funded projects, including the development and modification of proformas, is a requirement
Demonstrable supervisory experience, preferably working with culturally and socially diverse staff
Experience with invoicing
Experiencing compliance reviews of field office files
Experience working in developing countries is required, and working in complex, high-speed and challenging field operations is highly desired, but not required
Demonstrated working proficiency in written and oral English is required
Ability to legally work in Kenya without sponsorship required
