JOB CONTEXT: Since September 2011, the merging between Handicap International Belgique and Handicap International Federation (2 separate offices running different activities in Cambodia) was decided. The merging process started at the beginning of 2012. The official date of merging has been set on 01/07/2013. Starting this date, only one entity will remain under a single direction with the two teams merged in the same office. The program monitoring will be ensured from HI Fed Lyon. The merging is an important operational & organizational challenge. At the operational level, beside the concrete merging of the current activities, the merging is a financial challenge.

JOB DESCRIPTION: In order to give the merged program the maximum chance to reach an acceptable financial situation (i.e. a situation which does not jeopardize the activities) it was decided to recruit a fundraising manager.

Your objective will be to secure Handicap International (HI) Cambodia & Thailand (CAT) Program funding and enable the program teams to implement planned activities. You will be able to analyze and strengthen team capacities in terms of fundraising.

Your main responsibilities are as follow: • You coordinate institutional fundraising for our current programs and our post merging program • You develop concept papers/notes and proposals • You make sure of the global quality of documents submitted to donors (Budget and narrative proposals, reporting etc…) • You support on donors’ contracts management, in accordance with our procedures and in close links with our Headquarters • You increase teams capacity on report writing and developing proposals as well as logical frameworks, identification of indicators etc.

CANDIDATE PROFILE: As the successful candidate you will have: • Proven track record of successful fundraising and donor-compliant implementation of programs. • Significant experience in managing donor contracts and fundraising activities, in particular from institutional donors, such as, EU, DFID, AusAID, USAID • Strong financial skills, particularly in developing budgets

REQUIRED LANGUAGE SKILLS: Excellent English written skills with proven ability to develop and write proposals and donor reports

JOB ENVIRONMENT: Cambodia population’s in 2012 is estimated at 15.3 million. Except heavy and dangerous traffic, the living conditions are good in Phnom Penh even if it is recommended to be cautious at night-time as there is an increase of burglary in the capital. A variety of options for entertainment can be found in or around Phnom Penh city.

EMPLOYMENT CONDITIONS: Salary: 2100-2400 € gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
