Field Manager - Lebanon



NRC opened its office in Lebanon in 2006, where it first began humanitarian operations with provision of shelter for the displaced Lebanese population in Southern Lebanon. Since, NRC has rapidly responded to needs and increased project activities to include shelter support to Palestinian refugee communities, non-formal education provision to refugees from Iraq, teacher training for school personnel in UNRWA supported schools and ICLA. Current project areas include:, Southern and North Lebanon and the Bekaa valley. With a well established programme for Palestinian in Camps and gatherings in the South and North of the country, NRC has since June 2011 also emerged as one of the main actors within the response to the Syrian refugees in Lebanon. We are now seeking two Field Managers, one for each of the respective field offices in Qubayat and Bekaa

Job description Project Development ■Development of strategies, concept papers, situation analysis etc ■Develop and maintain close cooperation with the target group and local authorities ■Planning/supporting of programme/project assessments and evaluations ■Participate in overall planning and development

Project Management ■Ensure quality implementation of projects ■Ensure optimal use of financial resources ■Ensure that all NRC systems for programme administration and financial management are implemented and adhered to at field level ■Project follow ups in the field ■Ensure that systems for monitoring project activities are applied ■Preparation and quality control of reports

Personnel Management ■Management of staff who is reporting directly to the Field Manager ■Daily supervision of NRC project field staff ■Contribute to the decision making process for employment of local staff ■Ensure optimal use of human resources, incl. promotion of team work and team spirit, securing adequate training of staff and promotion of talented staff ■Represent NRC in various forums at field level

Security ■Ensure that a Security Plan for the area is updated regularly ■Ensure that NRC staff adheres to NRC´s security rules and guidelines ■Cooperate with UN and other relevant/appropriate agencies for updates on security issues in the area

Qualifications ■Relevant education, preferably in management, political science or international development ■Minimum 5 years of experience in similar positions ■Proven management and project development experience ■Experience in administration and personnel management ■Experience of development of proposals and budgets ■Experience from working in complex emergencies, including coordination with local authorities and UN agencies ■Experience working with refugee/IDP related emergencies ■Political and cultural awareness ■Communication, interpersonal, representation, negotiation and leadership skills ■Team building capacities ■Fluency in English, Arabic an advantage ■A thorough understanding of protection issues and experience with implementation of protection based projects ■Skills and experience in report writing

We offer ■Commencement: January 2013 ■Contract period: 12 months ■Salary/benefits: According to NRC’s general directions, and free housing of moderate standard. Please note that tax fees may occur for some countries ■Duty station: One position is based is Qubayat, the other one in Bekaa. This is a non-family duty station, with basic living condition.
