Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its Horn of Africa regional programme to Kenya in 2006 and to Ethiopia in 2011.
Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab and Molo) and Ethiopia (Addis Abeba and Dolo Ado).
Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution. Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through durable solutions. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region and in particular in Somalia.

The Programme Director for Somalia reports directly to the NRC Horn of Africa Regional Director.

Job description
* The main focus of the Programme Director is programme management and development.
* The Programme Director will assist the Regional Director with ensuring that:
* the Regional Programme in Somalia is managed and developed in line with NRC’s mandate, policies and country specific strategies
* the interests of the beneficiaries/target groups are safeguarded
* that the regional programme is managed in accordance with NRC´s personnel policies and guidelines
* programme activities are coordinated with the plans of national authorities and other organisations/agencies
* the programme contributes to NRC´s advocacy efforts, nationally, regionally and internationally, and;
* that NRC staff in Somalia are safe and secure

Specific Responsibilities
* Contribute actively in strategic planning processes, including the development of regional programme strategies
* Contribute to the analysis of the political and humanitarian context in Somalia.
* Ensure quality implementation of programme/projects within specified time frames
* Quality control of proposals, budgets and reports to donors
* Active participation in resource mobilisation for the programme, including donor contact
* Ensuring a conscious programme approach in line with the “do-no-harm” principles
* Keeping the Regional Director and Regional Management Team informed about all programmatic issues of relevance to the overall management and coordination of the country programme.
* Ensuring quality monitoring and documentation of programme/project activities
* Preparation and quality control of required reports to the Regional Director, NRC HQ (incl. monthly, quarterly and annual programme reports) and donors.
* Strengthens the common NRC identity amongst staff by encouraging, planning for and facilitating relevant exchange between project staff across the programme (physical exchanges, info sharing, etc.)
* Line management of the three NRC Area Managers in Somalia
* Ensuring optimal use of human resources in the programme, incl. promotion of team work and team spirit, and securing adequate training of staff
* Developing and monitoring the annual calendar of deadlines for reporting on projects/submission of project proposals covering the country programme and communicates these to field staff.
* Regular project follow ups in all geographical areas where the programme is implemented

We offer

    Commencement: February 2012.
    Contract period: 2 years months with possible extension
    Salary/benefits: According to NRC’s general directions, approximately NOK 45900,- (€ 4900,-) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

Duty station is Nairobi with frequent travels within Somalia. International staff for NRC live in modest accommodation.

Qualifications

* Minimum 5 years management experience in humanitarian/recovery/development context
* Experience from working in complex emergencies is seen as important
* Relevant university degree or higher education, preferably in management, social sciences or international development
* Proven ability to lead and inspire others
* Proven communication and interpersonal skills
* Documented skills in formulation of programme/project proposals, budgets and reports
* Proven ability to analyse political and humanitarian crisis contexts
* Proven ability to represent an organisation at different levels
* Understanding of gender issues
* Ability to use Logical Framework Approach as a tool in project/programme design and follow-up
* Fluency in English, both written and verbal
* Result oriented and problem solving
* Coping with a changing environment, both on a professional and a personal level
* Ability to work under pressure, independently and with limited supervision
* Culturally sensitive
* Flexible – and it helps if you have a sense of humour
