Field of activity

Within the framework of EUNIDA, a grouping of EU Member State implementing agencies, GIZ International Services is preparing for implementation of the
EU Libya Health Systems Strengthening Programme.

The overall objective of the action is to improve efficiency, effectiveness and quality of health service delivery in Libya. In particular the aim is to strengthen strategic planning, financing as well as management and quality of health service delivery through targeted reforms and pilot interventions

Results to be achieved include the following areas:

Strategic Planning, Health Financing and Capacity
Development of a National health strategy, related policies and action plans; identification of health financing options; review of provider payment mechanisms; strengthening the capacity of the Ministry of Health and Health Professionals Associations at all levels.

Health Service Delivery and Quality of Health Care
Roll out of Health Service Package in pilot areas; identification of options for public private partnerships; development of quality of outcomes framework and accreditation standards.

Workforce Planning, Development and Management
Recruitment and retention targets in place; Pre-service and in-service training needs assessment; targeted training and partnerships with training institutions; curricula upgrade and standardisation; development and roll out of licensing standards and management tools.

Results will be delivered through the mobilisation of long term and short-term technical assistance, coaching and mentoring processes, targeted trainings, forums for multi-stakeholder dialogue, and through pilot interventions, which will test innovative approaches and inform the reform process whilst delivering quick-impact results.
Your tasks

The Team Leader will coordinate and ensure coherence across all EU-Libya Health Systems Strengthening Programme inputs including those of relevant LTEs and STEs, technical working groups and task forces.

He/she will develop and monitor the implementation of health policies, strategies, the Health Service Package and a roll out plan ensuring that these outputs are robust, coherent, comprehensive and realistic, with strong links between national and operational levels. He/she will also formulate evidence-based health financing and payment reform strategies to improve efficiency, achieve better quality and slow cost growth, based on the analysis and review of existing policies and the National Health Sector Strategy. He/she will support integrated approaches to service delivery and referral for optimal use of shared system resources. As required, he/she will facilitate the drafting of specific sub-sector policies and strategies and identify options for multi-sectoral collaboration. The Team Leader will lead a review of the Ministry of Health assets and needs, functions and structure at central and regional level and mobilise support for the establishment and strengthening of forums for dialogue with frontline workers, health professionals associations, health consumers’ organisations and the public guiding targeted interventions to build the capacity of health professionals’ associations as required.

The "Team Leader" will monitor the design and roll out of a comprehensive Communication Strategy to creatively raise awareness and foster dialogue about health sector reforms. He/she will inform the development of specific indicators to measure improvements in terms of access and quality of health service delivery directly linked to the testing of tools, benchmarks, targeted reforms and bottom up approaches. He/she will support action-oriented research to collect and disseminate evidence on the impact of sentinel health service delivery points and health sector reforms at large.

The "Team Leader" will operationalise key payment reform recommendations, monitor risks of opportunistic behaviour and develop practical methods to evaluate the impact of provider payment reforms on intermediate outcomes (such as health care provider organisation) and on final outcomes (such as health outcomes, expenditures, utilisation, and quality). Payment reform strategies may include bundling payments to cover care over a specified period, revising fees to improve the output of primary care, offering providers financial incentives for value-based or patient-centred care, and/or devising financial inducements to encourage more collaboration among providers, accountability for patient outcomes and efficient use of resources.

He/she will promote the use of economic principles to improve health system performance and use analytical tools to identify concrete opportunities for efficiency gains. He/she will oversee, promote and/or develop health economics tools such as costing, cost analysis and simulation methods to guide the projection of short-term and long-term health care costs and cost the set of services defined in the health care package. He/she will also lead the review of health financing options and its contextualisation.

The Team Leader will collaborate closely with the Health Service Delivery LTE in order to support expanded coverage of priority services through the private sector. If suitable, he/she will devise optimal design provider payment methods for public private partnerships. He/she will also liaise with the World Bank on PFM reform priorities and with the International Finance Corporation (IFC) on public private partnerships.
Your profile
Qualifications and Skills

• Advanced clinical degree in health and advanced degree in Health Economics; Doctoral degree in Health Economics desirable;
• Solid knowledge of econometrics and/or other quantitative tools for economic analysis;
• Ability to develop, sequence, cost and monitor realistic plans and proposals;
• Solid knowledge of macroeconomics, including in fiscal and monetary policies and budget strategies;
• Knowledge of health systems in disrupted environments;
• Result orientation and ability to adapt and move forward in a changing environment;
• Ability to communicate complex ideas, options and technical analysis effectively to diverse technical and non-technical audiences;
• Ability to coach action-oriented research and disclose findings to the general public;
• Actively listens to the thoughts of others and seeks to take them into account in own thought process and analysis;
• Ability to foster integration and teamwork, build and promote partnerships across different organisations, institutions and stakeholders;

• Knowledge of the Libyan health care landscape at national and local level desirable;
• Written and spoken fluency in English; working knowledge of Arabic desirable; and
• Microsoft office and staistical software (STATA, SPSS) desirable.

General Professional Experience
• A minimum of 10 years progressively responsible professional work experience on health systems strengthening and a minimum of 7 years international experience in the field of health economics, health financing, Cost Effectiveness Analysis (CEA), costing and / or modelling is essential.

Specific Professional Experience
• Proven experience in leading the implementation of integrated health systems strengthening support;
• Proven experience with health systems strengthening in disrupted environments and health systems strengthening initiatives;
• Proven experience with national health policies, strategies and plans, and health sector coordination mechanisms and partnerships and complex reform agendas;
• Proven experience in designing provider payment reforms;
• Proven experience in costing and/or modelling to assess potential for improved efficiency and effectiveness of health sector interventions.
• Proven experience in modelling service delivery costs and future trends and/or in the design and implementation of long-term financial sustainability plans desirable;
• Solid experience in policy-oriented health economics research, ideally in the area of provider payment reforms, as evidenced by relevant publications desirable;
• Work experience in a programme delivery/advisory/management capacity designing and implementing public private partnerships for health with a pro-poor orientation desirable;
• Well-versed with approaches and programmes on social marketing, social franchising, private sector engagement, and Public Private Partnerships (PPPs) for health desirable;
• First hand knowledge of key actors in health market systems and on how they can be leveraged desirable;
• Solid understanding of the functioning of private service delivery and markets, the private sector’s role in the health sector and regulatory policies desirable;
• Thorough understanding of the critical factors and reforms that can provide an enabling environment for private service delivery and of how government and the private sector can improve the effectiveness and efficiency of factor, product and service markets without creating negative incentive structures desirable;
• Skilled at fostering public/private dialogue desirable;
• Ability to draw on international best practices desirable.
Assignment period

The intended commencement date is February / March 2013 and the period of implementation of the contract will be 48 months from this date.
