 Chief of Party, Local Governance and Decentralization Project

Project / Proposal Summary:

MSI is looking for a Chief of Party for an upcoming United States Agency for International Development (USAID) funded decentralization program in Kenya.

The project will assist in implementing a recently adopted decentralization process.

Position Summary:

The Chief of Party is a multi-year, executive-level position that will be based in Nairobi, Kenya with required in-country travel to target locations.

The selected individual will manage a diverse project team, ensuring that project activities align with goals of USAID and the Government of Kenya.

S/he will provide technical and administrative leadership for the entire program, ensuring that all objectives are achieved.

Responsibilities:

    Provide overall leadership, management oversight, and technical direction to the project in consultation with the MSI home office technical director;
    Serve as the primary project interface with USAID, the Government of Kenya, USG counterparts in-country, and other stakeholders;
    Collaboratively design a strategic, long-term programmatic vision that is in line with USAID and Government of Kenya objectives;
    Contribute to preparing work plans, monitoring and evaluation plans, and technical and administrative reports;
    Responsible for achieving intended program results;
    Supervise and coordinate the work of subcontractors, consultants and grantees: review work plans, monthly and quarterly status and annual reports, financial reports, and deliverables;
    Ensure compliance with USAID, Government of Kenya, and MSI standards of quality and regulations in all project activities;
    Coordinate program activities with other relevant donor-funded projects to achieve maximum impact.

Qualifications:

    Advanced degree in international development, public administration, economics, political science or another relevant field preferred;
    10+ years of experience as Chief of Party, or equivalent leadership role, on donor-funded activities in Kenya is desired. USAID experience is a plus;
    Ability to lead teams, mentor staff and counterparts, and build capacity;
    Technical knowledge of local governance in one or more of the following areas:

    Municipal, elected official, and/or civil society capacity building
    Community engagement
    Policy reform related to decentralization
    Public financial management
    Participatory planning

    Ability to travel within Kenya;

Deputy Chief of Party, Devolution and Local Government

MSI is looking for a Deputy Chief of Party for an upcoming United States Agency for International Development (USAID) funded devolution program focused on the new county level of government in Kenya.

Position Summary:

This full-time, multi-year position will be based in Nairobi, Kenya with required in-country travel to target locations.

The selected Deputy Chief of Party will report to the Chief of Party and be responsible for management of a diverse project team and ensuring that administrative and financial procedures comply with USAID, Government of Kenya, and MSI requirements.

Responsibilities:

    Management and oversight of project finance and administration in compliance with USAID and MSI requirements;
    Ensure appropriate design, monitoring, implementation, and reporting of grantees’, subcontractors’, and short term consultants’ activities;
    Assist with start-up and initial work planning;
    Review work plans, monthly and quarterly status and annual reports, financial reports, and deliverables;
    Assist with technical implementation as needed;
    Build capacity of local staff to more effectively carry out their work;

Grants Manager, Local Governance and Decentralization Project

Project / Proposal Summary:

MSI is looking for a Grants Manager for an upcoming United States Agency for International Development (USAID) funded devolution program focused on the new county level of government in Kenya.

Position Summary:

The Grants Manager will provide guidance and training, as necessary, to all potential sub-grantees on the requirements of the proposal preparation and submission process, financial management requirements, and administrative requirements pertinent to working with a USAID-financed activity.

The grants manager will work closely with technical component leads to ensure that sub-grants align with overall project goals.

This is a full-time, multi-year position.

Responsibilities:

    Responsible for the day to day management of USAID grants programs including: design and development of calls for proposals, evaluating proposals, supporting and monitoring sub-grantee implementation, and close out;
    Ensure proper negotiation of the terms and conditions for sub-grants;
    Administer and monitor grants in compliance with established USAID and MSI management policies, procedures, and practices;
    Train sub-grantees on proper management procedures and provide technical assistance as necessary;
    Review and analyze budget estimates consistent with USAID grant and program requirements.

Qualifications:

    At least 3 years of experience managing sub-grants on donor-funded projects;
    Strong interpersonal skills and the ability to develop excellent relations with Kenyan counterparts;
    Experience training local organizations to properly manage sub-grant funds;
    USAID experience is a plus;
    Knowledge of local governance issues is desired;
    A university degree in a social science field is preferred;
    Ability to travel within Kenya;
    Must be fluent in English.


Civil Society Advisor, Local Governance and Decentralization

MSI is looking for a Civil Society Advisor for an upcoming United States Agency for International Development (USAID) funded decentralization program in Kenya.

The project will assist in implementing a recently adopted decentralization process.

Position Summary:

The Civil Society Advisor is a multi-year, executive-level position that will be based in Nairobi, Kenya with required in-country travel to target locations.

The selected individual will be responsible for providing technical expertise in increasing civil society participation in county and local governance and fostering greater accountability and transparency at the local government level.

Responsibilities:

    Provide technical input on the design and implementation of civil society capacity building;
    Supervise delivery of technical assistance by consultants and sub-contractors of capacity building to civil society and community based organizations;
    Strengthen the capacity of the capacity providers;
    Organize and provide training and technical assistance to civil society grantees and partners as required.

Qualifications:

The project will assist in implementing a recently adopted decentralization process.

Position Summary:

The County Government Capacity Building Advisor is a multi-year, executive-level position that will be based in Nairobi, Kenya with required in-country travel to target locations.

The selected individual will be responsible for providing technical expertise in planning and implementing programming to support devolution and fostering accountability and good governance at the county level. 

Support to central level institutions promoting devolution or with a role in devolution may be required.

Responsibilities:

    Provide technical input on the design and implementation of local government capacity building;

Qualifications:

    5+ years of experience as Local Governance Advisor, or equivalent leadership role, on donor-funded activities in Kenya is desired;

Position Summary:

This full-time, multi-year position will be based in Nairobi, Kenya with required in-country travel to target locations.

The selected Citizen Participation Advisor will report to the Chief of Party and be responsible for supervising the delivery of technical assistance and training in citizen participation to community members in the newly created county level governments.

Finance and Administration Manager, Local Governance and Decentralization Project

MSI is looking for a Finance and Administration Manager for an upcoming United States Agency for International Development (USAID) funded decentralization program in Kenya.

The project will assist in implementing a recently adopted decentralization process.

Position Summary:

MSI is seeking an experienced Finance and Administration Manager to work with the Chief of Party to ensure proper financial administration of the Local Governance and Decentralization Project.

This will be a five-year position based in Nairobi.

Responsibilities:

    Manage all financial and administrative aspects of the project, including procurement, grants, sub-contracts, accounting, IT, logistics, human resources, transportation and administration;
    Supervise a team of grants, procurement and administrative professionals;
    Support the Chief of Party in budget planning and monitoring;
    Maintain timely and accurate financial information;
    Work closely with MSI partner and sub-contracting organizations;
    Maintain responsibility for all financial reporting to MSI HQ and USAID, in coordination with the Chief of Party.

Qualifications:

    Prior experience as Manager of Finance and Administration or equivalent role for a USAID-funded international development project;
    Experience overseeing finance/admin on a multi-office/region project strongly preferred;
    Experience overseeing HR, IT and other operations-related functions;
    Degree in finance, accounting or a similar professional certification required;
    Excellent managerial skills and the ability to hire, train and manage a large, national team;

Gender Advisor, Local Government and Decentralization Project

MSI is looking for a Gender Advisor for an upcoming United States Agency for International Development (USAID) funded decentralization program in Kenya.

The project will assist the Government of Kenya and civil society in implementing a recently adopted decentralization process, which devolves significant functions to Kenya’s 47 counties.

Position Summary: The Gender Advisor will provide technical assistance and strategic support in ensuring the inclusions of gender concerns in devolution planning and implementation and in county level governance.

S/he will work to encourage the participation of women in county decision making and service provision.

S/he will be responsible for identifying gender gaps and guiding project staff in the proper integration of gender activities and concerns into project activities.

Responsibilities:

    Identify areas where gender issues are likely to arise and plan strategically to ensure gender inclusion in activity design, implementation, and monitoring/evaluation of programmatic activities;
    Provide expertise, develop gender planning strategies, and design/guide gender-specific, gender equitable training curriculum that provide technical, functional, managerial and leadership training for women in relevant areas of local governance and for CSOs and county governments;
    Develop and implement a project gender strategy that supports the inclusion of women in all aspects of local governance;
    Identify and disseminate innovative practices related to gender awareness.

Qualifications:

    5 years of relevant, professional experience working on gender issues in Kenya;
    Expertise in strategic gender planning, gender analysis, gender budgeting, preparing/conducting gender assessments, and gender mainstreaming;
    Ability to develop and interpret gender-sensitive indicators;
    Knowledge of best practices and lessons learned in designing and implementing gender approaches in specific sector work;
    Bachelors’ degree on a related field is required;
    Experience with civil society and governance structures at the county or local authority level preferred;
    Experience with USAID preferred;

Senior Monitoring, Evaluation and Learning Specialist, Local Government and Decentralization Project

MSI is looking for a Senior Monitoring, Evaluation and Learning Specialist for an upcoming United States Agency for International Development (USAID) funded decentralization program in Kenya.

The project will assist in implementing a recently adopted decentralization process.

Position Summary: The Senior Monitoring, Evaluation and Learning Specialist will oversee the day-to-day implementation of the project’s M&E work.

The position will be based in Nairobi with required travel to project locations throughout Kenya.

Responsibilities:

    Lead and manage the M&E team.
    Provide technical leadership for the project M&E, including the development of baseline, mid- and final-term data collection, and development of a performance management plan.
    Refine performance indicators and outputs, determine data collection methods and mechanisms to protect the quality of data, develop and oversee the maintenance of a database for project M&E.
    Supervise data collection and any subcontractors (e.g., survey research firms) involved in data collection.
    Assist with quarterly and annual performance reports and special assessments.
    Help collect and maintain “success stories”.
    Lead capacity development in monitoring and evaluation for CSO counterparts.
    Contribute to the generation of knowledge and best practice sharing regarding the devolution process in Kenya and take part in periodic sessions to share best practices and learning.

Qualifications:

    Bachelors’ degree in a related field is required; Master’s degree in a social science preferred.
    Demonstrated experiencing managing the M&E components of large donor-funded projects in Kenya.
    Experience with quantitative research a plus.
    Experience with USAID M&E strongly preferred.

Position Summary:

The Strategic Communications and Outreach Specialist will be responsible for designing and implementing a strategic communications plan for the project including (but not limited to) handling reports, press releases, newsletters, and other marketing materials.

    Work with the Chief of Party to develop, implement and evaluate communication strategies and outreach efforts to increase awareness of Kenya’s devolution process and roles and responsibilities.

    Design and implement innovative communications materials, including use of ICT and mobile phone technology.
    Responsible for project communications; work with the M&E officer to maintain and disseminate information about the work of the project, including activities, success stories, results, etc.

    Experience designing communications and outreach strategies required.
