SENED is an independent non-governmental and non-profit organization established in 2013 and registered in Turkey with the number 27-15-175. SENED was established by a group of humanitarian and social activists in responding to the Syrians suffer since 2011. SENED has become specialized in working with and supporting people with special needs since 2015 due to the realization of the tremendous tragedy that people with special needs live in Syria through periodic visits to their places.
Job Purpose:
To ensure all required items and materials are procured and provided for all projects in the organization from the right resources, within the right price, and agreed time and quality.
To ensure all supply chain, including procurement and logistics, activities comply with Sened’s policies, and donors’ policies, regulations, agreements, and conditions.
Key Activities/Tasks/Duties
Provide guidance on procurement and Logistics approaches and standards and lead the team’s capacity development.
Assist in defining supply chain strategy within Sened's policies and procedures and ensure effective integration of operations, including coordination with other units in the organization.
Responsible for the follow up of the Sened’s warehouse(s) and transport & vehicle fleet.
Provide supply-market intelligence and analysis.
Conduct meetings with department staff to distribute monthly, weekly, and daily tasks.
Develop supply chain SOP’s, policies, templates, and forms and ensure proper implementation of these policies.
Ensure maximum value for money.
Ensure the implementation of zero tolerance policy for corruption, fraud, and sexual abuse.
Ensure quickly suitable quotations are secured.
Ensure quality of purchased items and services.
Ensure quality of suppliers and service providers.
Ensure assets management is based on Sened’s policy and donors’ requirements and keep updated records.
Prepare, review, and approve procurement plans with project managers.
Meet with the donors’ procurement and logistics staff to make sure that we follow the plans and processes agreed with the donor.
Update the procurement tracker on monthly basis with programs and project managers.
Create monitoring mechanisms to anticipate critical issues and mitigation actions.
Ensure the procurement records are well kept and maintained for completeness and safety.
Elaborate comments regarding project audit reports, when necessary.
Manage the communication with the suppliers, including negotiating contracts, communicating with them, and documenting all related issues.
Prepare, develop, review, and update the suppliers’ list.
Propose innovative solutions to everyday challenges in the area of expertise, including development of new tools and services.
Contributes to knowledge sharing in the regional networks
Submit mandated reports and critical issues to the line manager, to drive future process improvement and business development planning
Undertake other related duties as required by the line manager
Required Qualifications (Education/Languages/Work Experience):
Essential
BA in Business Administration, Logistics, Supply Chain, or any other equivalent field.
A minimum of 5 years’ experience in the field of procurement and logistics, with the last two years in a similar managerial position.
Advanced skills in the Arabic, English, and Turkish languages.
Desirable
A CSCP “Certified Supply Chain Professional” certification is a strong plus.
Verified experience in humanitarian work and principles.
Verified experience in dealing with donor’s policies, procedures, requirements and compliance.
