 1.0 INTRODUCTION


Solidaridad Network is an international solution-oriented civil society organization working through eight regional expertise centres to transform markets to make them more sustainable and inclusive. Our eight regional expertise centres include Asia, Eastern and Central Africa, Europe, Latin America, North America, Southern Africa, South America, West Africa and our global Secretariat in the Netherlands. Solidaridad Eastern and Central Africa, one of the regional centres, headquartered in Nairobi, Kenya with country offices and programmes in Democratic Republic of Congo, Ethiopia, Tanzania and Uganda. We bring together supply chain players and engage them with innovative solutions to improve production, ensuring the transition to a sustainable and inclusive economy that maximizes the benefit for all. We facilitate strengthening of local capacity in developing countries, support the creation of enabling environments for economies to thrive, and improve market access.


2.0 BACKGROUND


The Glasgow Climate Change Conference (COP26) in October and November 2021 reached consensus on key actions to address climate change including adaptation, mitigation and finance.


Adaptation received particular attention with parties establishing a global goal on adaptation to identify the needs and solutions to the climate crisis already affecting many countries. On mitigation, parties agreed to strengthen their emissions reductions and also align their national climate action pledges with the Paris Agreement. On finance, there was a consensus to continue increasing support to developing countries and fulfill the pledge of providing US$100 billion dollars annually from developed to developing countries. A new global goal on finance was also launched.


Nations also reached new agreements for market mechanisms, essentially supporting the transfer of emission reductions between countries while also incentivizing the private sector to invest in climate-friendly solutions in a range of sectors and technologies for example, energy efficiency, transport and reforestation. These mitigation activities allow for the development of carbon credits that can be transferred internationally and used in other countries towards meeting the aims of Nationally Determined Contributions (NDCs) or other compliance uses. Demand for Carbon credits is also increasing in the private sector to off-set the emissions in companies that otherwise cannot bring their GHG emissions balance to zero or partial reductions.


These instruments, by delivering an investment signal to the private sector, enable countries to achieve scale in mitigation action that in turn may help to contribute to adaptation action. In addition, greenhouse gas emissions will be increasingly scrutinized, regulated, and priced using robust verification system and tools.


2.1 Objective


The objective of this study is to;


(i) Identify green business opportunities and inclusive business models


(ii) Associated green jobs and


(iii) Associated green skills related to current and intended climate adaptation and mitigation actions of selected countries and commodity supply chains where Solidaridad has implemented interventions in the last 5 years.


2.2 Responsibilities of Consultants/Scope of Work


The following tasks will be carried out;


Green Business Opportunities


i. Review the mitigation and adaptation policy actions in the Nationally Determined Contributions (NDC) of the targeted country and its applicability to the selected commodity supply chain


ii. Identify and review existing and upcoming national, regional and global NDC related policies, regulations, programmes and instruments to implement the NDCs as it relates to the selected commodity supply chain


iii. Assess the business implications of (i) and (ii) for the various market actors in the commodity supply chain. This will include changes required in business practices and associated technologies, and disruptions to existing business models


iv. Identify the green business opportunities arising from (i), (ii) and (iii) and service provision in particular


v. Map existing market actors in country in the identified green business, their product offerings, original manufacturer, source country, product prices, target customers, product promotion methods, and sales distribution channels


vi. Estimate the current market size and potential for growth in the next 5 years of the green business opportunities identified


vii. Assess the business models and investment requirements for new market entrants in the green business identified.


viii. Develop brief business concepts for the most promising green business opportunities in particular a pathway for market entry and dimensions for inclusivity.


Example of inclusive green business


o Smallholder farmers, artisanal processors and other micro and small market actors have access to green technologies as clients of green businesses and are users of green technologies and products (e.g. solar irrigation systems, electric vehicles (e.g. tractors, tricycles), and Various tools for farm use).


o Smallholder market actors are suppliers or service providers to green businesses and diversify their income as a result (e.g. smallholder farmers sell carbon credits of their farms by adoption of Regen farming practices and agro-forestry, artisanal processors sell carbon credits from using improved cooked stoves).


Green Jobs and Green Skills


ix. Assess the potential new occupations and jobs arising from green business opportunities, associated skills required, and inclusivity potential


x. Assess the modification to existing occupations and jobs arising from green business opportunities, associated reskilling required, and inclusivity potential


Example of inclusive green jobs and green skills


o Women, youth and other marginalized groups are beneficiaries of new jobs and new skills, and reskilling of existing workers


o Decent living wage is estimated for these green jobs and skills.


xi. Provide indicative approaches for building the requisite green skills for employment and entrepreneurship. This will include existing programmes.


2.3 Methodology


The study approach will primarily be qualitative including literature reviews, interviews of market actors, site visits, and photo taking. This will be completed with indicative assumptions and computations relating to market size and business investment requirements.


2.4 Deliverables


A Report (MS Word) in English with the following minimum contents:


i. Executive summary


ii. Overview of the Nationally Determined Contributions (NDC) and its implications for the commodity supply chain


iii. Green business opportunities arising from the climate change agenda


iv. Business models for market entry into green business


v. Green jobs and green skills


vi. Annexes


a. Fact sheets


b. Methodology of the study and limitations


c. Documents reviewed


d. Informants


e. Data analysis (MS Excel Workbook)


The Report should be reader friendly combining text, graphs, figures, maps and images. It will be accompanied by a Presentation (PowerPoint or Google Slide).


2.5 Expert/Consultant’s Profile:


The firm/consultant is expected to fulfill the following qualifications.


a. Hold at least a Master’s degree in climate, environment and natural resource management, energy policy, international development, business, economics, or a related field;


b. Have a minimum of ten (10) years of experience in a combination of related fields such as national and international climate policies and measures including: climate and green growth; project management; climate or green finance; and development or related fields;


c. Demonstrated experience in consultancy in the development space, preference on green business, green jobs and green skills. Experience working in green economy in East Africa but within the agricultural sector is an added advantage;


d. Understanding of climate change and green growth issues, opportunities, challenges and practices relating to East Africa;


e. Experience in the area of mainstreaming climate change adaptation and mitigation measures into development interventions in East Africa, or field operations involving climate change and green growth matters in the region;


f. Proven track record on policy dialogue and cross-institutional collaboration at the highest level, including with representatives of government and non-government partners in East Africa;


g. Experience in researching and drafting the technical content of proposals to climate funds or similar multilateral funds;


h. Experience working with a cross-section of stakeholders, including senior government officials, donor governments and organizations, as well as regional organizations;


i. Results-oriented, team player, articulate analyst with attention to details, persuasive communicator and good writer


j. Excellent technical and analytical skills and established track record in operational and policy work on climate change, green growth and climate finance matters;


k. Demonstrated experience and track record in conducting similar assignments in organizations with similar mandate and size as Solidaridad Network.


2.6 Consultancy Period:


1. Interested parties should submit a Technical and Financial proposal

2.1 Data Entry and verification

Senior Teleradiology and PACS Systems Administrator

 Under overall supervision of the Deputy Regional Health Assessment Programme Coordinator, the direct supervision of the National Radiology Coordinator, with close coordination with Global Teleradiology and QC Center in MAC and ICT Unit, the successful candidate will be responsible for the overall Teleradiology Software and PACS Systems administrations and provide technical and users support and troubleshooting to the Regional Teleradiology Center and IOM field operations in Africa region:


Core Functions / Responsibilities:

In particular he/she will:


Perform and coordinate and monitor the installation, configuration and connection of the PACS system and software related to digital radiology and Teleradiology for IOM field operations worldwide, in coordination with IT focal persons in the field.

Perform and monitor day-to-day housekeeping/maintenance of the Teleradiology PACS software, databases and other various Teleradiology software services in Manila IOM Global Teleradiology Center and local missions worldwide.

Provide real-time technical support and troubleshooting of bio-data and system errors for PACS systems and Teleradiology applications databases and servers running in The Center and different missions worldwide.

Prepare and maintain technical documents, like users’ instructions, manuals and technical support guides to be used by the Center and users worldwide.

Perform the necessary system set-up and configuration as part of the technical preparation during /implementation of IOM Teleradiology service to new IOM field missions and non-IOM Panel sites in different parts of the world, in coordination with the focal IT colleagues in field missions as applicable.

Plan and conduct online/onsite and user technical training workshops for medical IT colleagues and Teleradiology users in Migration Health Department (MHD) field operations and other end-users worldwide.

Act as a focal point for the Regional Teleradiology Center for any Teleradiology and PACS systems technical issues and provide support as needed.

Participate in the evaluation of Digital Radiology and Teleradiology systems related software and hardware solutions; customize open source software for enhancement, adding functionality and integrating with existing Teleradiology and PACS systems.

Develop, test and maintain Teleradiology reports in SQL Reporting Services and providing regular reports as needed.

Perform the Teleradiology service process as needed including routine clerical, data reports, and administrative works and monitoring the daily workflow and capacity tracking as needed.

Keep track and record of the readings in Teleradiology systems, the submission of the Chest X-Ray images and the reports to the eMedical websites, and the notification to the missions when needed.

Provide technical support during weekends, holidays or outside working hours as well as “stand-by” focal person on a rotation basis upon request or as needed.

Guide, coordinate, and monitor work of the Teleradiology service assistants as needed and promote and monitor observance of the daily smooth primary reading coordination, workflow and timeliness.

Perform other related duties as may be assigned.

Required Qualifications and Experience


Education

Completed university degree in Information Technology, Computer Science or Computer Engineering or a related field from an accredited academic institution with a minimum of five years of relevant work experience

Completed high school degree from an accredited academic institution, with seven years of relevant professional experience.

Certificate in PACS administration or Health informatics is an advantage

Experience

Experience with PACS system administration, digital radiology and Teleradiology. Understanding of the industry an advantage.

Experience with SQL and J2EE, JBoss, Apache Web and Tomcat; configuration management of Enterprise applications.

Experience with PHP and .Net is an added advantage;

Knowledgeable with Javascript, CSS, DHTMLX, jQuery and Application frameworks;

Skills

Strong software development skills; strong skills in SQL development, database integration with web-based applications is advantageous;

Excellent analytical and problem-solving skills;

Demonstrated skills in systems analysis and design techniques, testing and documentation required

Languages

Required: Fluency in English and Kiswahili is required. Working knowledge of French or any other UN Official language is advantageous.

 Chemonics International, UK Division seeks a Senior Programme Manager, for the anticipated Somalia Stability Fund Phase 3 (SSF3) programme funded by the Foreign Commonwealth & Development Office (FCDO). SSF3 is part of the Conflict Security and Stability Fund (CSSF) Framework, a multi-donor fund that will run for 6 years, starting in late 2023. It seeks to support more inclusive political agreements at multiple levels of government, addressing grievances that have historically undermined trust between elites and communities. Further, it will: support democratic process establishment at the sub-national level, build more representative and effective local governance structures, and invest in efforts to strengthen the citizen-state social contract to ensure that new institutions are more accountable. The fund’s programmatic activity will be led by in-depth, long term research.


The Senior Programme Manager is responsible for managing the programmatic aspects of SSF3, working with staff and partners to develop, implement, and monitor and evaluate activities. Responsibilities:


As part of the management team, ensures effective implementation of contract in accordance with FCDO and Chemonics rules and regulations

Ensures that program implementation is in accordance with regulations and procedures and the specifications determined in the contract

Conducts routine internal compliance reviews of all procurement, HR, finance, and award files, working with the field accounting team as needed

Maintains Level Of Effort (LOE) trackers for all Short Term Technical Assistance (STTA) ensuring that LOE remains within approved budgets; reviews allocation of STTA LOE to appropriate billing codes; provides updates to FCDO on STTA LOE balances

Reviews all invoices of named Monitoring, Evaluation, Research and Learning partner and any additional invoices from international awardees or subcontractors

Undertakes other duties as assigned by the Team Lead

Qualifications :


Demonstrable relevant experience including experience with a donor, contractor or international NGO, FCDO experience required

Financial management experience, including budgeting, financial management (forecasting, tracking, reporting and accounting)on UK-funded projects, including the development and modification of proformas, is a requirement

Demonstrable supervisory experience, preferably working with culturally and socially diverse staff

Experience with invoicing

Experiencing compliance reviews of field office files

Experience working in developing countries is required, and working in complex, high-speed and challenging field operations is highly desired, but not required

What we are looking for


Natural Justice seeks a Communications Fellow who will work across the organization to support the Campaigns and Communications Officer in the implementation of an ambitious, high-quality, and impactful campaigns and communications agenda based on the Natural Justice strategic plan and priorities.


You will play a key role in supporting technical communication work – design and layout of print material as well as digital graphic design work. Working with a professional camera, shooting high quality footage and quality editing of the same. You will also support in managing social media and particularly interpreting the social media analytics and developing a template of action to boost audience engagement. You will also conceptualize and design our branding materials including brochures, banners etc.


You will directly work with the Campaigns and Communications Officer in Kenya and interact with the Snr. Communications Officer and Head of Campaigns and Communication as well as staff across all programs.

The Global Program Expert Group (GPEG) on Mental Health and Psychosocial Support (MHPSS) builds on the Global MHPSS Hub pilot project (2020-21) hosted by SOS CV Italia as a delegated function of the International Officer and it is aiming to expand its outreach within the SOS CVI federation as a way to contribute to the SOS Care Promise and the Child Safeguarding Strengthening Action Plan.


Research and experience demonstrate that children and youth who have lost, or who risk losing, parental care face greater psychosocial vulnerabilities compared to their peers and are more likely to develop mental health disorders that may persist into adulthood. These risks increase for children living in alternative care. Nevertheless, these can be counteracted through MHPSS interventions that foster protective factors, such as resilience. For this reason, the goal of the GPEG on MHPSS is to promote the resilience, as well as psychological wellbeing, of the children and youth SOS works with and for. To achieve this, the GPEG will promote a set of evidence based MHPSS interventions , constituting a MHPSS Minimum Service Package (MSP), targeting not only children and youth, but also caregivers and their communities. Concomitantly, the SOS staff needs will also be a priority.


We are searching for a dynamic, innovative, resilient and experienced candidate to join our organization as a Regional Mental Health and Psychosocial Support Coordinator.


Mission of the position:


The successful candidate will support the supervision, co-ordination and oversight of MHPSS key staff, social workers and community outreach facilitators who will engage in carrying out MHPSS MSP interventions including PM+, caregiver support, trauma informed care, PFA, focused MHPSS support for children, families, and co-workers and Fair start initiatives as well as Play therapy.


He/she will support key staff in documentation, analysis and reporting of MHPSS data collected through the implementation of the MSP initiatives.


The MHPSS Co-ordinator will be based under the Regional Office and provide support to the Regional SOS Care professional, Mental Health and Psychosocial Support programme advisor.


The MHPSS Co-ordinator is recruited and functionally under the responsibility of the Regional office and directly supervised by the RMHPSS and technically reports to the Head of the GH MHPSS and the Global MH Advisor.


Key performance areas and main responsibilities:


Support the RMHPSS advisor in the adaptation and contextualization of MHPSS MSP interventions developed for children, young people, Child and Youth Care Practitioners, families, co-workers, and community.

Support the planning and rollout of MHPSS training and interventions in the Region

Assist in developing MHPSS implementation guidelines and tools to facilitate effective delivery of MHPSS services

Post graduate education in psychology, clinical counselling, global mental health. Social work, public health or related fields may be considered

Training and supervision experience (incl. remotely), focusing on MHPSS pyramid level 2 (community and family based MHPSS programs, such as caregiver support, group based MHPSS for children) and level 3 interventions (deep understanding and knowledge of evidence-based focused non-specialized MHPSS interventions such as counselling, PM+, TeamUp)

In-depth theoretical and practical knowledge of IASC Guidelines on MHPSS in Emergencies and international best practices on the integration of MHPSS into Education, Child Protection, Primary Health Care and community settings would be advantageous

Demonstrable technical Knowledge in the assessment, design, and delivery of responses to MHPSS needs in humanitarian settings

Almost one in seven (13.7 per cent) young people in Kenya were Neither in Employment, Education or Training (NEET, SDG Indicator 8.6.1) as of 2016, with young women finding themselves around twice as often (18.2 per cent) in this group than young men (9.2 per cent).


At the same time, the world is witnessing the highest levels of displacement on record. In recent years, forced displacement has increased in scale and complexity. While forcibly displaced persons face specific vulnerabilities, including psychological trauma, lack of opportunity and protection risks, host communities struggle to pursue their own development efforts in an environment that has been transformed by a large influx of newcomers. The responses to these challenges are becoming more focused on durable solutions to support more dignified, inclusive and comprehensive programmes for refugees and the communities that host them.


The digital economy has emerged as a key driver for the creation of decent jobs especially for Kenya’s youth. The country has adopted the Digital Economy Blue Print of 2019 providing a framework to leverage digital government, digital business, infrastructure, innovation-driven entrepreneurship and digital skills and values. This also presents opportunities for refugees and host community members to access jobs in the digital labour market. Fully harnessing these opportunities requires to improve access to quality education and skills development as well as stimulating labour demand and access to digital labour markets within and beyond refugee camps. For young refugees to benefit from the transformative power of information and communication technologies (ICTs), they must be equipped with a range of digital skills and have affordable access to connectivity. In short, there is a need to change towards the digitization of lifelong learning systems through supporting strategy definition, definition of specific needs for each context and recommendation of solutions that deliver value to stakeholders.


Operational context of the assignment

In response to the challenges facing both host communities and refugees, a new partnership initiative titled: PROSPECTS Partnership for improving Prospects for host communities and forcibly displaced persons’, has been launched by the Government of the Netherlands that brings together the International Finance Corporation (IFC), the International Labour Organization (ILO), the UN Refugee Agency (UNHCR), the UN Children’s Fund (UNICEF) and the World Bank. The overall objective of PROSPECTS in Kenya is to improve the living standards and inclusiveness of refugees, asylum-seekers and vulnerable host communities, by contributing to the expansion of socio-economic opportunities through better education and mainstreamed protection interventions.


A key partner of the ILO, the National Industrial Training Authority (NITA) is a state corporation established under the Industrial Training (Amendment) Act of 2011. Its mandate is to promote the highest standards in the quality and efficiency of Industrial Training in Kenya and ensure an adequate supply of professionally trained workforce at all levels in the industry. NITA is also responsible for developing industrial training curricula; Integrating labour market information into skills development; Harmonising curricula and certificates of competence; assessing industrial training, testing occupational skills and awarding certificates including Government Trade Test certificates.


In this regard, there is an ongoing undertaking between ILO, NITA and TVET stakeholders whose objective is to build the capacity of Industrial Training Officers (ITOs) in the digitization of curriculum; development of digital training materials, and training of ITOs in curriculum delivery using e-Platforms. In this undertaking, NITA and TVET stakeholders have already pointed out the identification of a suitable platform for use with digitised curriculum content as part of the main activities for the successful accomplishment of the undertaking.


The vision under digitising learning content for NITA and TVET stakeholders is to broaden their reach to youth groups across the country with more focus on people from marginalised communities as well as young people living in areas further apart from training centres. Another channel through which the reach of NITA and TVET training stakeholders offer will be broadened by digitisation is through employers and workplaces where employers and industry representatives can access the learning content and make it available at their workplaces.


2. Objective and scope of work

The objective of the assignment is to support organisations (ILO, NITA and TVET institutions) in the identification of sustainable and cost-effective technological solutions for the digitalisation of their TVET systems. The consultant will leverage data to assess processes; gather, validate, define requirements; and deliver data-driven recommendations and reports to key stakeholders and decision-makers, thus straddling the line between IT and business analysis.


The technical expert consultant will work alongside ILO, government and TVET institutions to deliver within these outlined roles:


Perform a rapid situational analysis and develop strategic recommendations to stakeholders along with implementing a learning management system (LMS) and recommendations on the infrastructure and trainers' capacity.

Define or refine existing strategy in the digital era, expressed needs, map processes, design digital transformation plan, and prioritization.

Identify business change needs and assess their impact on the current processes and services

Analyse, document and communicate requirements /specifications with relevant stakeholders, including I.T related ones.

Document/communicate technical specifications/requirements of the target solution, that could be handed over to IT teams or companies, to offer relevant solutions and support implementation.

Provide support through implementation, testing the identified solution to make sure it is aligned with the broader strategy and initial scoping of the needs.

Providing Technical advice and assistance, on areas such as but not limited to the design of processes, the financial investment in infrastructure, hardware or software, the breakdown of tasks, the definition of new roles and responsibilities through a RACI model, the indicative timeline, data management and visualisation, information flows and other expert option requirements

Conduct assessment and recommend training programmes for the ITOs and trainers and work closely with the IT firm to design a ToT training for users to ensure that there is system sustainability and operational efficiency.

Engage and keep close contact with ILO and the different stakeholders.

3. Deliverables, duration and fees

The assignment will involve a hybrid working arrangement for an indicative duration of 60 working days and will have the below-outlined deliverables. The assignment will be carried out over the time period: 01 October 2022 to 28 February 2023.


Please note that the total level of effort (working days) indicated above should be seen as guidelines for consultants as they develop technical and financial proposals. Deviations from these guidelines are possible and should be justified in the proposal. Consultants are also kindly asked to specify a timeline for the deliverables.


Aside from remote work, the consultant will be required to regularly participate in physical meetings with ILO, NITA representatives and other TVET stakeholder in Nairobi. In addition, physical field missions outside Nairobi might occur and would be discussed with the ILO Kenya PROSPECTS team in advance to specify if and which parts of the mission need to be done in person.

4. Payment terms

The ILO will only pay for services that have been performed and for deliverables that are successfully completed to the satisfaction of the ILO. The payments will be made according to the following schedule:


The first payment of 30 per cent of the contract volume will be made upon receipt of deliverables 1 and 2 to the satisfaction of the ILO and presentation of the invoice.

The second payment of 30 per cent of the contract volume will be made upon receipt of deliverables 3 and 4 to the satisfaction of the ILO and presentation of the invoice.

The third and final payment of 40 per cent of the contract volume will be made upon receipt of deliverables 5 and 6 to the satisfaction of the ILO and presentation of the invoice.

5. Staffing, roles, and reporting

The consultant will operate under the overall supervision of The ILO Chief Technical Advisor and Director General NITA and will report directly to the Digital Skills Specialist at ILO HQ in Geneva. The ILO Kenya PROSPECTS team will offer technical support and will coordinate closely with the Regional Skills and Employment Specialist of PROSPECTS program, Skills Digitalization specialist at HQ, the Youth Employment Officer at the Regional Office for Africa and the Decent Work Skills specialist at Pretoria to facilitate mainstreaming and standardization of the approach across the project.


6. Specific clauses

Throughout the course of this assignment, the consultant will report on a weekly basis to the ILO for coordination and follow–up. All communication to other relevant stakeholders should be coordinated with the ILO. If it appears necessary to modify the tasks of work or exceed the time allocated, the consultant must discuss the circumstances with the ILO and obtain prior written approval. ILO may disclose the draft or final documents and/or any related information to any person and for any purpose the ILO may deem appropriate.


7. Required experience and qualifications

Post-graduate qualification in a relevant field (social science, social policy, economics, development studies, Education, Business Management, IT, etc.)

At least 8 years of progressive experience in the area of business analysis, (digital) learning solutions, training delivery. A mixed profile with business analysis, project management and IT background is strongly preferred.

Expert understanding of the Kenyan digital ecosystem and learning solutions from system analysis, technical implementation, review, scaling and capacity building.

Excellent technical understanding of digital technologies development of learning management systems and digitization of learning solutions through web platforms.

A good understanding of SDLC, Applications, APIs, Databases and software, including data management tools programming languages and technology trends in digital learning environments is required

Monitoring and evaluation experience, being able to gather, retrieve, explore and analyse data for reporting and data visualisation purposes

Strong understanding of budgeting and financial management with sound knowledge in planning, cost-benefit analysis and projection.

Experience with agile scrum methodology is an asset

Excellent communication skills (oral and written communication skills, visual communication, active listening) in English required. Fluency in Swahili is considered an advantage.

 1. Introduction


VSF Germany is an international Non-Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in the Republic of South Sudan, Sudan, Kenya, Somalia, Uganda and Ethiopia. With support in animal health, agriculture, marketing, food safety, drought responses and mitigation, but also developing the capacity of communities and governmental institutions or initiating diversified income sources towards food security and strengthened livelihoods of pastoralist communities.


VSF Germany is implementing the project ‘Integrated Live-saving and Disaster Risk Reduction Project in Marsabit and Turkana Counties, in Kenya, funded by German Federal Foreign Office for the next 24 months.


The overall objective of the program is to “Improve health, nutrition and self-reliance of conflict-affected communities, IDPs and returnees as a result of enhanced access to diversified food sources, safe water, sanitation services, improved hygiene practices and strengthened livelihoods”.


2. The Position


VSFG is seeking to recruit a qualified and well experienced Veterinarian to support the implementation of the project in the position of a Project Officer - Field Veterinarian. He/She will be based in North Horr, with frequent visits to other locations within the project areas, in Marsabit County. The incumbent will work in collaboration with other Field staff, consortium partner organizations & the Project Manager.


2.1 Key roles of the Project Officer will include.


Project Administration


Provide coordinating and administrative support as directed by the Project Manager.

Monitor the security situation in the project area and at the satellite office.

Draft internal inter-staff communications.

Project Planning & Implementation


Participate in activity planning and develop data collection systems enabling effective monitoring of defined indicators.

Maintain project Calendar, budget and ensure deadlines are met.

Help coordinate and follow up on project activities under components implemented by Project partners.

Act as liaison person between project partners, the Project Manager and any Consultants to ensure timely delivery of project activities.

Track project activities to ensure they are progressing as per schedule.

Coordinate and organize livestock stakeholder meetings, and prepare minutes/reports of said meetings.

Support in developing training or other materials for Animal health and community awareness on animal diseases.

Responsible for implementing the participatory disease surveillance and drought preparedness component.

Organize livestock traders meetings and coordinate capacity building of private sector, traders and produce reports.

Facilitate livestock treatment/vaccinations, access to the communities, undertake livestock body condition scoring & establish market links in key towns and food markets in drought affected areas in collaboration with local CDVS and line ministries.

Coordinate the procurement of veterinary supplies and equipment for Animal Health activities.

Responsible for liaison with Sub-County and County Steering Groups, Department of Livestock, NGOs and other partners in fulfilling the livestock component of the project.

Develop work plans, financial projections and verify all financial reports on the respective component.

Manage the flow of technical reports and compilation of the same in the project narratives.

Respond to cross cutting issues affecting the community in cooperation with specific expert agencies..

Provide Business training for Private Veterinary Pharmacy owners supported by VSFG Marsabit County.

Project Monitoring & Reporting

Prepare and submit timely progress reports including any obstacles affecting project implementation

Permanently monitor activities and report progress to the Project Manager

Carry out any other duties as may be assigned by the Line Manager.

4. Qualifications, Experience, Attributes & Skills required


University Degree in Veterinary Medicine, Animal Science or Animal Health from a recognized institution.

A minimum of 5 years experience in development work.

Team leadership experience preferred for effective and efficient outputs.

Knowledge and experience of working with pastoral communities

Knowledge of Participatory epidemiology, Participatory Disease surveillance, livestock body condition scoring, feed technology and livestock value chain capacity building and access issues in the region.

Working knowledge of Foreign Office rules and regulations may confer advantage is not mandatory.

Primary Purpose:


This position is primarily responsible for training, supporting, supervision, and evaluation of the Cultural Orientation Senior Trainers, Trainers, and Program Assistants in Nairobi and in field locations across Africa. The CO Supervisor actively oversees all aspects of the implementation of CO Circuit Rides (CRs), including daily oversight of CRs in the field, cultural orientation training to refugees approved for resettlement to the United States, circuit ride logistics, and security. Essential Duties:


Compliance:


Ensures all CO training functions strictly adhere to the PRM, RPC, CWS and RSC Africa policies, guidelines and procedures.

Ensures development, implementation, dissemination, monitoring and adherence of standard operating procedures (SOPs) for cultural orientation.

Conducts job function observations of CO staff to ensure compliance is met and identifies any areas of improvement or training needs.

Identifies and assists with regular process reviews.

Demonstrates ability to conduct logistical and administrative activities including Cultural Orientation training both in the field and remotely.

Travels to field locations to monitor CO training, conduct performance evaluations and meet with partners and vendors.

Data Management and Analysis:


Assists in ensuring RSC circuit rides are planned, revised and updated as needed until confirmed, and staff are prepared while ensuring all functions are completed in the most operationally responsible manner.

Assists in monitoring the movement of cases through the RSC Africa refugee pipeline so that cases receive CO according to the PRM Cooperative Agreement.

Develops work flows in response to department specific pipeline analysis to inform workload projections and staffing allocation.

Acts as the point person for Sr. Trainer, Trainer, and Program Assistant inquiries regarding CO.

In collaboration with CO management, assists in developing statistical reports and quality control checks that ensure accuracy and efficiency. Works with Data Integrity Unit to keep reports updated, accurate and accessible to frontline staff as needed.

Establishes effective communication systems regarding data and ensures reports are accurate efficient and reviewed regularly.

Assists with annual planning and strategic planning goals as communicated by the COC.

Writes trip reports and reviews those prepared by direct reports prior to distribution throughout CWS. In consultation with the CO Manager, follows up on issues related to partners and logistics.

Develops and implements training modules for CO staff in coordination with the Training unit, and ensures that staff receive cross training on different aspects of refugee processing.

Communicates performance expectations and coordinates on-boarding and training of staff. Conducts coaching, mentoring, feedback and corrective action plans for direct reports.

Runs quality assurance reports and ensures accuracy of data from Cultural Orientation training activities and overall CO pipeline reports.

Monitors staff time and attendance while on CRs in coordination with CO supervisors.

Staff Care:


Monitors and ensures a safe, healthy and professional work environment. Ensures direct reports access and use their benefits appropriately including leave.

Assists in CO quarterly Travel Projections in collaboration with CO Managers. Delegates staffing for circuit ride, remote CO delivery activities and any other projects requiring CO staff.

Actively engages in circuit ride briefings and debriefings.

In collaboration with Scheduling Unit, oversees the scheduling of eligible individuals for cultural orientation training

Participates in training and on-boarding new staff.

Maintains records of all correspondence with partners.

Qualifications:


Experience:


Six (6) years of paid work experience required.

One (1) year of direct supervisory experience is required.

Two (2) years’ experience as a Cultural Orientation Senior Trainer or Trainer preferred.

Skills:


Thorough knowledge of the US Refugee Admissions Program and START database. Strong verbal and written English language skills.
