The diploma course in hospitality management is available for both citizens and non-citizens. 2. Diploma in Food Production 

A diploma course in Food Production covers an array of topics in meal production planning, food production technology, food preparation, and customer service. The program develops and trains students for the hospitality industry. It offers extensive theoretical and practical competencies and skills together with a hands-on approach to everyday operations of a commercial or professional kitchen. 

Course structure

Tsavo Institute of Technology – 11/2 years at KSh 25,000 per term The course is available for both residents and no-residents. Colleges and universities that offer the course include Machakos University College, Nairobi Aviation College, and Kenya College of Commerce and Hospitality.

3. Diploma in Front Office Operations

 The diploma course introduces prospects to the procedures and systems of front office operations. It emphasizes the importance of keeping high standards when providing customer services. Students learn how to maintain their personal qualities when dealing with others. Trainees will develop the skills, training, and knowledge in reception processes. Also, they will gain an understanding of the crucial legislation that relates to reception processes.

5. Diploma in Food and Beverage Sales and Services The diploma course covers all areas of food and beverage services as well as supervisory skills. It is a course that entails theoretical learning and practical skills at top hotels in Kenya. At the end of the course, a learner becomes creative in producing food and beverages, local and international cuisines. They also have the knowledge and skills to run or manage a hospitality organization. RefuSHE’s Mental Health Department seeks to recruit interested individuals who are available and willing to offer psychosocial services through a Community Based Program that we plan to roll out to serve more refugee women and young girls. The services are meant to reduce burden of fear, stress, insecurity, discrimination that girls and women face daily and thrive in their educational and livelihood endeavors.


Main Responsibilities


Identify and offer counseling to most vulnerable refugees in the community

Refer vulnerable refugee community members to partner organizations to access other needs and or services.

Follow-up and track very vulnerable cases at the community level

Disseminate mental health information to the community

Refer challenging cases to Psychosocial Counselors and offer translation where necessary.

Provide weekly reports to Psychosocial Counselors highlighting client needs, progress and outcome of support received.

Attend meetings, trainings, debriefing and supervision sessions as scheduled.

The Role


This role is responsible for the coordination, planning, implementation, development of Monitoring Evaluation and Learning (MEL) frameworks and reporting on the Transformation Impact Fund (TIF). Translating evidence to practice: ReDSS Dadaab solutions analysis

 Context background


In 2021, the Regional Durable Solutions Secretariat (ReDSS) conducted a solutions analysis in Dadaab to provide a snap shot of both challenges and opportunities for self-reliance and integration for residents in the Dadaab camps. The analysis employed a political sociology and political economy lens in an attempt to shed new light on the societal terrain upon which refugee households manage risk, access protection and resources, seek livelihoods, cope with social barriers, and make decisions about their future. It also provided some practical recommendations for addressing the challenges identified, with the aim of supporting discussions with authorities and stakeholders on developing self-reliance strategies that take into account the socio-economic and political realities that refugees face in Dadaab, Garissa County.


A key conclusion of the analysis was a need for the thinking around supporting durable solutions to be more informed by detailed understanding of both the social and human capital available to displacement-affected communities. While human capital (in particular levels of education and training in various skills) is better understood by aid actors, social capital has long been relatively absent from aid thinking despite its critical role in shaping the life choices available to vulnerable people. Particularly for highly networked communities such as the Somali populations, the extent, reach and disposition of one’s family and kin network (and its relationship with your area of residence) is perhaps the most important driver of vulnerability and resilience, and yet hardly features in standard assessment frameworks.


The rationale for the Consultancy


Based on the findings and recommendations from this analysis, ReDSS wishes to work with its partners to develop these ideas further, recognising that it is not enough just to make analytical recommendations. We want to explore how they can be put into practice within the current operating environment that aid agencies are facing and, by learning lessons from this process, that tools and approaches can be developed that can be picked up by other aid actors in the region. ReDSS will therefore lead a collaborative process of learning by doing, with the objective of developing practical guidelines and/or tools that can be used to inform future aid programming focussed on the promotion of durable solutions for displacement-affected Somali communities.


The detail of this process is still being designed, but will involve assembling a team of experts and implementers to work collectively on putting this research into practice over the next six months. ReDSS is looking to commission a consultant(s) to be the lead facilitator for this process, with responsibilities as set out below.


Consultancy Objective


Based on the proposed methodology, the consultant will be responsible to support a collaborative learning process and to lead on the development of key outputs.


Expected deliverables


Facilitation of kick-off and reflection workshops, including:

Developing workshop agendas, in consultation with ReDSS and other partners

Preparing key inputs to guide the discussions (although it is expected that there will be a range of stakeholders providing inputs during the workshops)

Drafting the summaries of the discussions, which after the kick-off workshop will include a plan for taking forwards this process.

These responsibilities will require the consultant to be present in Kenya in person.


Supporting the initial implementation period, including:

Leading regular check-in calls with the key partners to enable updates and reflection on progress

Potentially participating in field-based activities over this period, although it is expected that the partners to the process and the ReDSS team will be in a position to lead these.

These responsibilities can be supported remotely, although with potential for participation in person.


Leading on development of the initial learning paper, including:

Drafting a paper based on the findings of the process and the outcomes of the reflection workshop, potentially to include draft guidance/tools

Consulting on this draft with ReDSS and the partners to the process to develop a final version

Participating in wider dissemination of the findings of the process.

These responsibilities can be carried out remotely.


Management and timeframe


This work is expected to take a maximum of 30 working days over the course of a 9-month period starting September 2022. A work-plan will be jointly discussed with the selected consultant(s) after the signing of the contracts. The consultant(s) will report to and work closely with the ReDSS regional manager and ReDSS Kenya team.


PROPOSAL EVALUATION


The selection and award criteria are unique to all tenders. The evaluation process consists of three stages:


1) Administrative,


2) Technical / Interview and,


3) Financial.


Each stage requires information and documents from the bidder that will determine whether the bidder will progress to next stage or not. Some examples of the documentation requirements are indicated below. However, the exact criteria for the different stages of evaluation will depend on the nature/type of tender.


The criteria for awarding contracts resulting from this Tender is based on ‘best value for money’. For the purpose of all tenders DRC defines best value for money as:


Best value for money should not be equated with the lowest initial bid option. It requires an integrated assessment of technical, organizational and pricing factors in light of their relative importance (i.e., reliability, quality, experiences, and reputation, past performance, cost/fee realism, delivery time, reasonableness, need for standardization, and other criteria depending on the item to be procured).

Translating evidence to practice: ReDSS Dadaab solutions analysis

 In 2021, the Regional Durable Solutions Secretariat (ReDSS) conducted a solutions analysis in Dadaab to provide a snap shot of both challenges and opportunities for self-reliance and integration for residents in the Dadaab camps. The analysis employed a political sociology and political economy lens in an attempt to shed new light on the societal terrain upon which refugee households manage risk, access protection and resources, seek livelihoods, cope with social barriers, and make decisions about their future. It also provided some practical recommendations for addressing the challenges identified, with the aim of supporting discussions with authorities and stakeholders on developing self-reliance strategies that take into account the socio-economic and political realities that refugees face in Dadaab, Garissa County.


A key conclusion of the analysis was a need for the thinking around supporting durable solutions to be more informed by detailed understanding of both the social and human capital available to displacement-affected communities. While human capital (in particular levels of education and training in various skills) is better understood by aid actors, social capital has long been relatively absent from aid thinking despite its critical role in shaping the life choices available to vulnerable people. Particularly for highly networked communities such as the Somali populations, the extent, reach and disposition of one’s family and kin network (and its relationship with your area of residence) is perhaps the most important driver of vulnerability and resilience, and yet hardly features in standard assessment frameworks.


The rationale for the Consultancy


Based on the findings and recommendations from this analysis, ReDSS wishes to work with its partners to develop these ideas further, recognising that it is not enough just to make analytical recommendations. We want to explore how they can be put into practice within the current operating environment that aid agencies are facing and, by learning lessons from this process, that tools and approaches can be developed that can be picked up by other aid actors in the region. ReDSS will therefore lead a collaborative process of learning by doing, with the objective of developing practical guidelines and/or tools that can be used to inform future aid programming focussed on the promotion of durable solutions for displacement-affected Somali communities.


The detail of this process is still being designed, but will involve assembling a team of experts and implementers to work collectively on putting this research into practice over the next six months. ReDSS is looking to commission a consultant(s) to be the lead facilitator for this process, with responsibilities as set out below.


Consultancy Objective


Based on the proposed methodology, the consultant will be responsible to support a collaborative learning process and to lead on the development of key outputs.


Expected deliverables


Facilitation of kick-off and reflection workshops, including:

Developing workshop agendas, in consultation with ReDSS and other partners

Preparing key inputs to guide the discussions (although it is expected that there will be a range of stakeholders providing inputs during the workshops)

Drafting the summaries of the discussions, which after the kick-off workshop will include a plan for taking forwards this process.

These responsibilities will require the consultant to be present in Kenya in person.


Supporting the initial implementation period, including:

Leading regular check-in calls with the key partners to enable updates and reflection on progress

Potentially participating in field-based activities over this period, although it is expected that the partners to the process and the ReDSS team will be in a position to lead these.

These responsibilities can be supported remotely, although with potential for participation in person.


Leading on development of the initial learning paper, including:

Drafting a paper based on the findings of the process and the outcomes of the reflection workshop, potentially to include draft guidance/tools

Consulting on this draft with ReDSS and the partners to the process to develop a final version

Participating in wider dissemination of the findings of the process.

These responsibilities can be carried out remotely.


Management and timeframe


This work is expected to take a maximum of 30 working days over the course of a 9-month period starting September 2022. A work-plan will be jointly discussed with the selected consultant(s) after the signing of the contracts. The consultant(s) will report to and work closely with the ReDSS regional manager and ReDSS Kenya team.


PROPOSAL EVALUATION

 General Purpose of the Position


ORGANISATION


The Jesuit Refugee Service (JRS) is an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and has a presence in over 57 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate or urgent needs. OPERATIONAL CONTEXT


The Eastern African Region has projects in 6 countries: Ethiopia, South Sudan, Uganda, Kenya, Burundi and Tanzania. These countries are among the top refugee hosting countries in the world, and some of them have hosted refugees for more than two decades. JRS projects in the region serve both urban and camp-based refugee populations as well as internally displaced people (IDPs). The Southern Africa Region includes South Africa, Malawi, Angola, and Mozambique. The South African operation is urban-based while the other operations are camp-based.


THE ROLE


The Regional MHPSS Officer will be responsible for supporting JRS Eastern Africa and Southern Africa Regions’ MHPSS teams in conception, supervision, and implementation of projects responding to the specific MHPSS needs of refugees and forcibly displaced people in the region. S/he will report to the Regional Director /DRD and the Regional Programmes Manager under the supervision of and support from the global MHPSS team based at JRS/USA.


The MHPSS officer will support JRS MHPSS staff in Ethiopia, South Sudan, Uganda, Kenya, Burundi, Tanzania, Angola, Malawi, South Africa and Mozambique. with the aim of developing and strengthening MHPSS services. S/he will be responsible for ensuring that MHPSS staff are able to provide high-quality psychosocial services across all levels of the IASC MHPSS Intervention Pyramid for children and adults who access JRS services. In this role they will coordinate with and support teams comprising of Social Workers, Case Managers, paraprofessionals, Needs Assessment Teams, Tutors, Medical Staff, and any other PSS staff to ensure that they are able to deliver psychosocial support in line with IASC Reference Group MHPSS Guidelines and JRS Policy and Standards. The MHPSS Officer will also support the integration of MHPSS into other sectors through assessment, design, and training.


The Regional MHPSS Officer will also work closely with the Senior MHPSS Specialist based in JRS/USA to implement JRS’s global MHPSS strategy and implementation plan in Eastern and Southern Africa.

Stays up to date on MHPSS, protection and humanitarian best practices and promotes communication with other relevant partners and actors by attending coordination meetings.

Networking with key external stakeholders to help build referral pathways.

Supports regional and country offices in recruitment and hiring of MHPSS staff at project and country levels to ensure appropriate MHPSS service delivery, respecting do-no harm principle.

Defines the strategy and priority actions of the MHPSS programs and activities in the region under the supervision of the Regional Director, and in collaboration with the MHPSS Global Unit at JRS USA and the rest of the regional team.

Provides technical support to the annual review and planning of JRS projects considering regional and international strategies and guidelines, as well as international standards for MHPSS in emergencies.

Leads and manages all MHPSS needs assessment activities within the region for the development of new locations.

Provides technical guidance and support to country and project MHPSS staff for ongoing evaluation and needs assessment at existing MHPSS projects.

Develops technical inputs for all proposals with MHPSS and related outcomes and activities within the region.

Proposes innovative strategies and activities to address MHPSS and related needs in the region.

Defines and coordinates actions that guarantee the implementation of global and regional strategic priorities in the region.

Ensures that programs have the resources (materials, tools, knowledge) needed to effectively monitor and evaluate MHPSS services.

Ensures that MHPSS considerations are integrated into other JRS Core Priorities resulting in improved cross-sectoral outcomes.

Works on improving JRS intervention to vulnerable young people and their families by networking with key external medical, psychosocial and education stakeholders to help build referral networks.

Supports JRS teams and reinforces their capacities in terms of MHPSS by:

Drafting and preparing key documents in order to implement and harmonize key interventions and support interventions.

Leads contextualized in person MHPSS skills-based trainings based on staff capacity assessments (Ex. IASC MHPSS Guidelines, IASC M&E Framework, integrated approaches to psychosocial and protection; community based MHPSS, Case Management, scalable psychological interventions etc.).

Where necessary, identifies external experts to conduct training and to assist the organisation of such training.

Provides coaching and supervision as follow-up to training provided in alignment with best practices for MHPSS skills-based trainings.

Coordinating with other actors in the MHPSS sector in the region:

To ensure the effective exchange of information, technical support, and advocacy regarding MHPSS in emergencies in the region among JRS and other key actors.

To support the technical work of the teams in the field and coordinate their interaction with local authorities.

Visits JRS MHPSS projects and monitor their implementation, reporting to regional and global MHPSS staff on progress.

Writes and submits monthly activity reports to the Senior MHPSS Specialist in the USA Office and the regional team.

Proposes and creates tools to evaluate impact indicators and the quality of JRS MHPSS projects.

Works with relevant regional and country M&E staff to develop and train for efficient reporting on MHPSS in all the region.

Undertakes any other duties that are within the ambit of the position as assigned by the Regional Director/DRD and Regional Programmes Manager.

Personal Specification – Essential Requirements


Qualification:


Advanced degree in psychology, social work required;

Additional degrees/certification in mental health in humanitarian settings a plus;

Experience in case management and supervision is desirable.

Minimum of 5 years of relevant experience with at least 2 years of relevant field experience in humanitarian settings, within the context of mental health and psychosocial support programming;

2.0 BACKGROUND


The Glasgow Climate Change Conference (COP26) in October and November 2021 reached consensus on key actions to address climate change including adaptation, mitigation and finance.


Adaptation received particular attention with parties establishing a global goal on adaptation to identify the needs and solutions to the climate crisis already affecting many countries. On mitigation, parties agreed to strengthen their emissions reductions and also align their national climate action pledges with the Paris Agreement. On finance, there was a consensus to continue increasing support to developing countries and fulfill the pledge of providing US$100 billion dollars annually from developed to developing countries. A new global goal on finance was also launched.


Nations also reached new agreements for market mechanisms, essentially supporting the transfer of emission reductions between countries while also incentivizing the private sector to invest in climate-friendly solutions in a range of sectors and technologies for example, energy efficiency, transport and reforestation. These mitigation activities allow for the development of carbon credits that can be transferred internationally and used in other countries towards meeting the aims of Nationally Determined Contributions (NDCs) or other compliance uses. Demand for Carbon credits is also increasing in the private sector to off-set the emissions in companies that otherwise cannot bring their GHG emissions balance to zero or partial reductions.


These instruments, by delivering an investment signal to the private sector, enable countries to achieve scale in mitigation action that in turn may help to contribute to adaptation action. In addition, greenhouse gas emissions will be increasingly scrutinized, regulated, and priced using robust verification system and tools.


2.1 Objective


The objective of this study is to;


(i) Identify green business opportunities and inclusive business models


(ii) Associated green jobs and


(iii) Associated green skills related to current and intended climate adaptation and mitigation actions of selected countries and commodity supply chains where Solidaridad has implemented interventions in the last 5 years.


2.2 Responsibilities of Consultants/Scope of Work


The following tasks will be carried out;


Green Business Opportunities


i. Review the mitigation and adaptation policy actions in the Nationally Determined Contributions (NDC) of the targeted country and its applicability to the selected commodity supply chain


ii. Identify and review existing and upcoming national, regional and global NDC related policies, regulations, programmes and instruments to implement the NDCs as it relates to the selected commodity supply chain


iii. Assess the business implications of (i) and (ii) for the various market actors in the commodity supply chain. This will include changes required in business practices and associated technologies, and disruptions to existing business models


iv. Identify the green business opportunities arising from (i), (ii) and (iii) and service provision in particular


v. Map existing market actors in country in the identified green business, their product offerings, original manufacturer, source country, product prices, target customers, product promotion methods, and sales distribution channels


vi. Estimate the current market size and potential for growth in the next 5 years of the green business opportunities identified


vii. Assess the business models and investment requirements for new market entrants in the green business identified.


viii. Develop brief business concepts for the most promising green business opportunities in particular a pathway for market entry and dimensions for inclusivity.


Example of inclusive green business


o Smallholder farmers, artisanal processors and other micro and small market actors have access to green technologies as clients of green businesses and are users of green technologies and products (e.g. solar irrigation systems, electric vehicles (e.g. tractors, tricycles), and Various tools for farm use).


o Smallholder market actors are suppliers or service providers to green businesses and diversify their income as a result (e.g. smallholder farmers sell carbon credits of their farms by adoption of Regen farming practices and agro-forestry, artisanal processors sell carbon credits from using improved cooked stoves).


Green Jobs and Green Skills


ix. Assess the potential new occupations and jobs arising from green business opportunities, associated skills required, and inclusivity potential


x. Assess the modification to existing occupations and jobs arising from green business opportunities, associated reskilling required, and inclusivity potential


Example of inclusive green jobs and green skills


o Women, youth and other marginalized groups are beneficiaries of new jobs and new skills, and reskilling of existing workers


o Decent living wage is estimated for these green jobs and skills.


xi. Provide indicative approaches for building the requisite green skills for employment and entrepreneurship. This will include existing programmes.


2.3 Methodology


The study approach will primarily be qualitative including literature reviews, interviews of market actors, site visits, and photo taking. This will be completed with indicative assumptions and computations relating to market size and business investment requirements.

The Report should be reader friendly combining text, graphs, figures, maps and images. It will be accompanied by a Presentation (PowerPoint or Google Slide).


2.5 Expert/Consultant’s Profile:


The firm/consultant is expected to fulfill the following qualifications.


a. Hold at least a Master’s degree in climate, environment and natural resource management, energy policy, international development, business, economics, or a related field;


b. Have a minimum of ten (10) years of experience in a combination of related fields such as national and international climate policies and measures including: climate and green growth; project management; climate or green finance; and development or related fields;


c. Demonstrated experience in consultancy in the development space, preference on green business, green jobs and green skills. Experience working in green economy in East Africa but within the agricultural sector is an added advantage;


d. Understanding of climate change and green growth issues, opportunities, challenges and practices relating to East Africa;


e. Experience in the area of mainstreaming climate change adaptation and mitigation measures into development interventions in East Africa, or field operations involving climate change and green growth matters in the region;


f. Proven track record on policy dialogue and cross-institutional collaboration at the highest level, including with representatives of government and non-government partners in East Africa;


g. Experience in researching and drafting the technical content of proposals to climate funds or similar multilateral funds;


h. Experience working with a cross-section of stakeholders, including senior government officials, donor governments and organizations, as well as regional organizations;


i. Results-oriented, team player, articulate analyst with attention to details, persuasive communicator and good writer


j. Excellent technical and analytical skills and established track record in operational and policy work on climate change, green growth and climate finance matters;


k. Demonstrated experience and track record in conducting similar assignments in organizations with similar mandate and size as Solidaridad Network.


2.6 Consultancy Period:

Senior Teleradiology and PACS Systems Administrator

 Under overall supervision of the Deputy Regional Health Assessment Programme Coordinator, the direct supervision of the National Radiology Coordinator, with close coordination with Global Teleradiology and QC Center in MAC and ICT Unit, the successful candidate will be responsible for the overall Teleradiology Software and PACS Systems administrations and provide technical and users support and troubleshooting to the Regional Teleradiology Center and IOM field operations in Africa region:

In particular he/she will:


Perform and coordinate and monitor the installation, configuration and connection of the PACS system and software related to digital radiology and Teleradiology for IOM field operations worldwide, in coordination with IT focal persons in the field.

Perform and monitor day-to-day housekeeping/maintenance of the Teleradiology PACS software, databases and other various Teleradiology software services in Manila IOM Global Teleradiology Center and local missions worldwide.

Provide real-time technical support and troubleshooting of bio-data and system errors for PACS systems and Teleradiology applications databases and servers running in The Center and different missions worldwide.

Prepare and maintain technical documents, like users’ instructions, manuals and technical support guides to be used by the Center and users worldwide.

Participate in the evaluation of Digital Radiology and Teleradiology systems related software and hardware solutions; customize open source software for enhancement, adding functionality and integrating with existing Teleradiology and PACS systems.

Develop, test and maintain Teleradiology reports in SQL Reporting Services and providing regular reports as needed.

Perform the Teleradiology service process as needed including routine clerical, data reports, and administrative works and monitoring the daily workflow and capacity tracking as needed.

Keep track and record of the readings in Teleradiology systems, the submission of the Chest X-Ray images and the reports to the eMedical websites, and the notification to the missions when needed.

Provide technical support during weekends, holidays or outside working hours as well as “stand-by” focal person on a rotation basis upon request or as needed.

Guide, coordinate, and monitor work of the Teleradiology service assistants as needed and promote and monitor observance of the daily smooth primary reading coordination, workflow and timeliness.

Education

The fund’s programmatic activity will be led by in-depth, long term research.


The Senior Programme Manager is responsible for managing the programmatic aspects of SSF3, working with staff and partners to develop, implement, and monitor and evaluate activities. They maintain strategic awareness of the challenges and opportunities for SSF3 activities, and continuously refines processes to ensure effective program implementation.***Please be advised that this role is contingent on award***


Responsibilities:


As part of the management team, ensures effective implementation of contract in accordance with FCDO and Chemonics rules and regulations

Ensures that program implementation is in accordance with regulations and procedures and the specifications determined in the contract

Conducts routine internal compliance reviews of all procurement, HR, finance, and award files, working with the field accounting team as needed

Maintains Level Of Effort (LOE) trackers for all Short Term Technical Assistance (STTA) ensuring that LOE remains within approved budgets; reviews allocation of STTA LOE to appropriate billing codes; provides updates to FCDO on STTA LOE balances

Reviews all invoices of named Monitoring, Evaluation, Research and Learning partner and any additional invoices from international awardees or subcontractors

Undertakes other duties as assigned by the Team Lead

Location of Position: Nairobi, Kenya with some potential occasional travel to Mogadishu


Qualifications :


Demonstrable relevant experience including experience with a donor, contractor or international NGO, FCDO experience required

Financial management experience, including budgeting, financial management (forecasting, tracking, reporting and accounting)on UK-funded projects, including the development and modification of proformas, is a requirement

Demonstrable supervisory experience, preferably working with culturally and socially diverse staff

Experience with invoicing

Experiencing compliance reviews of field office files

Experience working in developing countries is required, and working in complex, high-speed and challenging field operations is highly desired, but not required

Demonstrated working proficiency in written and oral English is required

Ability to legally work in Kenya without sponsorship required
