OBJECTIVE OF ORGANIZATIONAL RISK ASSESSMENT


The risk assessment exercise is aimed at improving risk management processes within the organization, its governance processes and internal control system so as to effectively execute its mandate.


Specifically, the main objectives of this exercise are:


Outline the strengths and weaknesses of HiH EA’s organizational, strategic and operational structures and processes.

Evaluate the level of HiH EA’s organizational skills and capacity to support HiH EA’s expansion both in Kenya and across Eastern Africa, and ability to reach set targets.

Assist in the identification and assessment of significant risks, which may affect HiH EA’s organizational performance today and in the future. This will cover the full spectrum of risks such as strategic risks, reputational risk, regulatory compliance risks, financial risks, projects risks, business process risk, technology and systems risk, human resource management risks, and business continuity risks;

Rank or evaluate the risks;

Propose suitable risk mitigation measures;

Document the identified risks in a risk register;

Design and implement practical tools and techniques for risk management (key risk indicators, incident management, risk quantification, compliance, and action point tracking and monitoring and reporting).

Develop and document strategies aimed at reducing risk to acceptable level.

KEY DELIVERABLES


Successful performance of this assignment will be based on production and timely submission to HiH EA of the following deliverables within 4 weeks:

Inception report, completed within two weeks of commencement of assignment.

Facilitate a one day dissemination and action planning workshop with management based on the risk assessment

Draft report presented to the Finance, ICT Audit and Risk Committee within four weeks of commencement of the assignment.

Final report.

WORK PLAN


Consultants are expected to provide a clear work plan depending on their interpretation of these terms of reference.

CONSULTANT’S SKILLS AND EXPERIENCE


HiH EA is looking for a team of consultants with the following skills and experience:

Experience in conducting and facilitating similar risks assessments with international NGOs

At least five (5) years relevant auditing or consulting experience in conducting organizational reviews and/or risk assessments;

Experience of operations and/or evaluations in Eastern Africa;

Strong research and analytical skills, including on data collection and analysis tools;

Solid project management and implementation experience;

Fluency in spoken and written English and Swahili, and ability to interact with beneficiary groups.

Strong understanding of cyber security vulnerability assessment.

RefuSHE’s Mental Health Department seeks to recruit interested individuals who are available and willing to offer psychosocial services through a Community Based Program that we plan to roll out to serve more refugee women and young girls. The services are meant to reduce burden of fear, stress, insecurity, discrimination that girls and women face daily and thrive in their educational and livelihood endeavors.


Main Responsibilities


Identify and offer counseling to most vulnerable refugees in the community

Refer vulnerable refugee community members to partner organizations to access other needs and or services.

Follow-up and track very vulnerable cases at the community level

Disseminate mental health information to the community

Refer challenging cases to Psychosocial Counselors and offer translation where necessary.

Provide weekly reports to Psychosocial Counselors highlighting client needs, progress and outcome of support received.

Attend meetings, trainings, debriefing and supervision sessions as scheduled.

Requirements


Be a registered refugee with the required documentation

Have basic literacy and numeracy skills

Working knowledge of the community, their mental health needs, and gaps

Strong communication and interpersonal skills

In order to deliver its services, IRC collects data about our clients, including data that is highly sensitive such as health, vulnerability and demographic information, as well as data about which services someone uses. IRC is significantly growing our use of electronic tools to collect and manage this data. While this offers huge opportunities in terms of security, efficiency and analysis, it also offers potential risks and challenges. In order to meet our moral, legal and compliance obligations, it is critical that all staff handling data understand how to do so safely (ensure data is collected and stored securely and only accessed and processed by those who need it and have appropriate training) and ethically (ensuring data is collected only where it is needed, and can be collected in a safe and dignified manner). This role will support the development of policy, procedure and training related to data protection and ethics


Responsibilities:


Assess current data protection practice:

Review a sample of current information management practices to understand how staff are typically trained and managed on data protection and ethics, and where current policy and guidance is adhered to

Conduct Key Informant Interviews with staff in roles with data protection responsibilities to assess current onboarding and oversight mechanisms, understanding and perceived importance and relevance of current policies and guidance

Where specific concerns about practice are identified, provide short term targeted support to in-country, regional and technical unit colleagues to address identified data protection risks

Improve relevant policies and guidance:

Liaise with relevant colleagues to identify all relevant policies and guidance

Review selected material, highlighting areas where they conflict, are out of date or where there are gaps in IRC’s approach

Redraft relevant materials in line with above recommendations

Develop an uptake strategy for new policies and guidance, including communications sharing new materials with relevant team members in HQ and country and regional offices, identifying where mandatory training should take place, and agreeing roles and responsibilities for cascading information and following up with key stakeholders.

Develop training materials. These will consist of a standard course for all staff, materials for guided conversations between staff and managers, and other reference documents.

Identify staff to target for training.

Develop learning content: synthesizing existing relevant material and filling in gaps where necessary

Participate in course pilot and rollout of additional materials.

Essential:

About Rescue Dada Centre


Rescue Dada Centre’s legal holder is the Catholic Archdiocese of Nairobi. The Centre was established in 1992, as an organization doing street work to get to understand the circumstances of the girls living on the streets while operating a walk-in Centre where street connected children could come to share about their life experiences with the social workers. Within a short time, the organization realized that the girls on the streets were exposed to so much abuse and they needed to be rescued from such an environment before a more comprehensive strategy of addressing their plight was found. Therefore, the two roomed rescue operation in Mathare slums would soon expand to a Centre rescuing, rehabilitating and reintegrating street connected girls.


Today Rescue Dada Centre has grown into an experienced, registered Charitable Children’s Institution (CCI), with 26 staff and the capacity to rescue, rehabilitate, and reintegrate 70 street connected girls every year. Its expertise in the field of rehabilitation and reintegration is recognized amongst numerous actors in the field, including the government’s Children’s Department, various CCIs, and (international) NGOs. The management, over the years, has been able to develop an effective operational structure for the Centre’s work, guided by comprehensive operational policies and a strategic planning, action and reflection cycle that informs the Centre’s work.


Overview


Rescue Dada Centre is seeking a mutual collaboration with a Master student in corporate and organizational communication programs by providing an opportunity to put his/her specialist knowledge to practical use by writing their Master thesis at a Rescue Dada Centre.


We believe that strong communication is important for the success of companies of all sizes, and across all industries. Corporate and organizational communication includes all forms of communication that occur within a company or other organizational setting. The Role


This role is responsible for the coordination, planning, implementation, development of Monitoring Evaluation and Learning (MEL) frameworks and reporting on the Transformation Impact Fund (TIF). Additionally, to support countries understand, apply, and utilize the TIF guidelines to access funds and accelerate programme impact.


What we are looking for:


Proven experience of using Human Rights Based Approach- (HRBA) in designing and implementing development programmes in the global South, with clear hands-on experience of implementing or directly supporting the whole programme/project cycle from end to end.

Experience in supporting teams to develop and review concept notes with strong attention to detail when handling information and able to review a high volume of information quickly

Experience of providing Monitoring, Evaluation and Learning (MEL) support to HRBA programmes/ projects, tracking change, evaluating shifts in power and structural changes.

Excellent quantitative and qualitative MEL skills and familiarity with current approaches.

Ability to document programme/project experiences and generate knowledge and learning to inform future of the programme/project

Main Responsibilities


Identify and offer counseling to most vulnerable refugees in the community

Refer vulnerable refugee community members to partner organizations to access other needs and or services.

Follow-up and track very vulnerable cases at the community level

Disseminate mental health information to the community

Refer challenging cases to Psychosocial Counselors and offer translation where necessary.

Translating evidence to practice: ReDSS Dadaab solutions analysis

 Context background


In 2021, the Regional Durable Solutions Secretariat (ReDSS) conducted a solutions analysis in Dadaab to provide a snap shot of both challenges and opportunities for self-reliance and integration for residents in the Dadaab camps. The analysis employed a political sociology and political economy lens in an attempt to shed new light on the societal terrain upon which refugee households manage risk, access protection and resources, seek livelihoods, cope with social barriers, and make decisions about their future. It also provided some practical recommendations for addressing the challenges identified, with the aim of supporting discussions with authorities and stakeholders on developing self-reliance strategies that take into account the socio-economic and political realities that refugees face in Dadaab, Garissa County.


A key conclusion of the analysis was a need for the thinking around supporting durable solutions to be more informed by detailed understanding of both the social and human capital available to displacement-affected communities. While human capital (in particular levels of education and training in various skills) is better understood by aid actors, social capital has long been relatively absent from aid thinking despite its critical role in shaping the life choices available to vulnerable people. Particularly for highly networked communities such as the Somali populations, the extent, reach and disposition of one’s family and kin network (and its relationship with your area of residence) is perhaps the most important driver of vulnerability and resilience, and yet hardly features in standard assessment frameworks.


The rationale for the Consultancy


Based on the findings and recommendations from this analysis, ReDSS wishes to work with its partners to develop these ideas further, recognising that it is not enough just to make analytical recommendations. We want to explore how they can be put into practice within the current operating environment that aid agencies are facing and, by learning lessons from this process, that tools and approaches can be developed that can be picked up by other aid actors in the region. ReDSS will therefore lead a collaborative process of learning by doing, with the objective of developing practical guidelines and/or tools that can be used to inform future aid programming focussed on the promotion of durable solutions for displacement-affected Somali communities.


The detail of this process is still being designed, but will involve assembling a team of experts and implementers to work collectively on putting this research into practice over the next six months. ReDSS is looking to commission a consultant(s) to be the lead facilitator for this process, with responsibilities as set out below.


Consultancy Objective


Based on the proposed methodology, the consultant will be responsible to support a collaborative learning process and to lead on the development of key outputs.


Expected deliverables


Facilitation of kick-off and reflection workshops, including:

Developing workshop agendas, in consultation with ReDSS and other partners

Preparing key inputs to guide the discussions (although it is expected that there will be a range of stakeholders providing inputs during the workshops)

Drafting the summaries of the discussions, which after the kick-off workshop will include a plan for taking forwards this process.

These responsibilities will require the consultant to be present in Kenya in person.


Supporting the initial implementation period, including:

Leading regular check-in calls with the key partners to enable updates and reflection on progress

Potentially participating in field-based activities over this period, although it is expected that the partners to the process and the ReDSS team will be in a position to lead these.

These responsibilities can be supported remotely, although with potential for participation in person.


Leading on development of the initial learning paper, including:

Drafting a paper based on the findings of the process and the outcomes of the reflection workshop, potentially to include draft guidance/tools

Consulting on this draft with ReDSS and the partners to the process to develop a final version

Participating in wider dissemination of the findings of the process.

These responsibilities can be carried out remotely.


Management and timeframe


This work is expected to take a maximum of 30 working days over the course of a 9-month period starting September 2022. A work-plan will be jointly discussed with the selected consultant(s) after the signing of the contracts. The consultant(s) will report to and work closely with the ReDSS regional manager and ReDSS Kenya team.


PROPOSAL EVALUATION


The selection and award criteria are unique to all tenders. The evaluation process consists of three stages:


1) Administrative,


2) Technical / Interview and,


3) Financial.


Each stage requires information and documents from the bidder that will determine whether the bidder will progress to next stage or not. Some examples of the documentation requirements are indicated below. However, the exact criteria for the different stages of evaluation will depend on the nature/type of tender.


The criteria for awarding contracts resulting from this Tender is based on ‘best value for money’. For the purpose of all tenders DRC defines best value for money as:


Best value for money should not be equated with the lowest initial bid option. It requires an integrated assessment of technical, organizational and pricing factors in light of their relative importance (i.e., reliability, quality, experiences, and reputation, past performance, cost/fee realism, delivery time, reasonableness, need for standardization, and other criteria depending on the item to be procured).


For all bids deemed technically compliant as per the specification stipulated in Annex F– Terms of Reference (TOR), DRC will give a weighted combined technical and financial score. The weighted score will determine the contract award.


Proposals failing to meet the minimum requirements stated above will not be considered further.


Confidentiality


All information presented, obtained, and produced is to be treated as DRC’s property and is considered confidential for all other purposes than what is outlined in the ToR. Upon signing the contract, the selected translator will be required to sign a confidentiality agreement. The material prepared by the translator cannot be sold, used, or reproduced in any manner (partially or in full) by the translator without prior permission from DRC.

Translating evidence to practice: ReDSS Dadaab solutions analysis

 In 2021, the Regional Durable Solutions Secretariat (ReDSS) conducted a solutions analysis in Dadaab to provide a snap shot of both challenges and opportunities for self-reliance and integration for residents in the Dadaab camps. The analysis employed a political sociology and political economy lens in an attempt to shed new light on the societal terrain upon which refugee households manage risk, access protection and resources, seek livelihoods, cope with social barriers, and make decisions about their future. It also provided some practical recommendations for addressing the challenges identified, with the aim of supporting discussions with authorities and stakeholders on developing self-reliance strategies that take into account the socio-economic and political realities that refugees face in Dadaab, Garissa County.


A key conclusion of the analysis was a need for the thinking around supporting durable solutions to be more informed by detailed understanding of both the social and human capital available to displacement-affected communities. While human capital (in particular levels of education and training in various skills) is better understood by aid actors, social capital has long been relatively absent from aid thinking despite its critical role in shaping the life choices available to vulnerable people. Particularly for highly networked communities such as the Somali populations, the extent, reach and disposition of one’s family and kin network (and its relationship with your area of residence) is perhaps the most important driver of vulnerability and resilience, and yet hardly features in standard assessment frameworks.


The rationale for the Consultancy


Based on the findings and recommendations from this analysis, ReDSS wishes to work with its partners to develop these ideas further, recognising that it is not enough just to make analytical recommendations. We want to explore how they can be put into practice within the current operating environment that aid agencies are facing and, by learning lessons from this process, that tools and approaches can be developed that can be picked up by other aid actors in the region. ReDSS will therefore lead a collaborative process of learning by doing, with the objective of developing practical guidelines and/or tools that can be used to inform future aid programming focussed on the promotion of durable solutions for displacement-affected Somali communities.


The detail of this process is still being designed, but will involve assembling a team of experts and implementers to work collectively on putting this research into practice over the next six months. ReDSS is looking to commission a consultant(s) to be the lead facilitator for this process, with responsibilities as set out below.


Consultancy Objective


Based on the proposed methodology, the consultant will be responsible to support a collaborative learning process and to lead on the development of key outputs.


Expected deliverables


Facilitation of kick-off and reflection workshops, including:

Developing workshop agendas, in consultation with ReDSS and other partners

Preparing key inputs to guide the discussions (although it is expected that there will be a range of stakeholders providing inputs during the workshops)

Drafting the summaries of the discussions, which after the kick-off workshop will include a plan for taking forwards this process.

These responsibilities will require the consultant to be present in Kenya in person.


Supporting the initial implementation period, including:

Leading regular check-in calls with the key partners to enable updates and reflection on progress

Potentially participating in field-based activities over this period, although it is expected that the partners to the process and the ReDSS team will be in a position to lead these.

These responsibilities can be supported remotely, although with potential for participation in person.


Leading on development of the initial learning paper, including:

Drafting a paper based on the findings of the process and the outcomes of the reflection workshop, potentially to include draft guidance/tools

Consulting on this draft with ReDSS and the partners to the process to develop a final version

Participating in wider dissemination of the findings of the process.

These responsibilities can be carried out remotely.


Management and timeframe


This work is expected to take a maximum of 30 working days over the course of a 9-month period starting September 2022. A work-plan will be jointly discussed with the selected consultant(s) after the signing of the contracts. The consultant(s) will report to and work closely with the ReDSS regional manager and ReDSS Kenya team.


PROPOSAL EVALUATION


The selection and award criteria are unique to all tenders. The evaluation process consists of three stages:


1) Administrative,


2) Technical / Interview and,


3) Financial.


Each stage requires information and documents from the bidder that will determine whether the bidder will progress to next stage or not. Some examples of the documentation requirements are indicated below. However, the exact criteria for the different stages of evaluation will depend on the nature/type of tender.


The criteria for awarding contracts resulting from this Tender is based on ‘best value for money’. For the purpose of all tenders DRC defines best value for money as:


Best value for money should not be equated with the lowest initial bid option. It requires an integrated assessment of technical, organizational and pricing factors in light of their relative importance (i.e., reliability, quality, experiences, and reputation, past performance, cost/fee realism, delivery time, reasonableness, need for standardization, and other criteria depending on the item to be procured).


For all bids deemed technically compliant as per the specification stipulated in Annex F– Terms of Reference (TOR), DRC will give a weighted combined technical and financial score. The weighted score will determine the contract award.


Proposals failing to meet the minimum requirements stated above will not be considered further.


Confidentiality


All information presented, obtained, and produced is to be treated as DRC’s property and is considered confidential for all other purposes than what is outlined in the ToR. Upon signing the contract, the selected translator will be required to sign a confidentiality agreement. The material prepared by the translator cannot be sold, used, or reproduced in any manner (partially or in full) by the translator without prior permission from DRC.

Inter - Regional Mental Health and Psychosocial Support (MHPSS) Officer

 General Purpose of the Position


ORGANISATION


The Jesuit Refugee Service (JRS) is an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in November 1980 and has a presence in over 57 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate or urgent needs. OPERATIONAL CONTEXT


The Eastern African Region has projects in 6 countries: Ethiopia, South Sudan, Uganda, Kenya, Burundi and Tanzania. These countries are among the top refugee hosting countries in the world, and some of them have hosted refugees for more than two decades. JRS projects in the region serve both urban and camp-based refugee populations as well as internally displaced people (IDPs). The Southern Africa Region includes South Africa, Malawi, Angola, and Mozambique. The South African operation is urban-based while the other operations are camp-based.


THE ROLE


The Regional MHPSS Officer will be responsible for supporting JRS Eastern Africa and Southern Africa Regions’ MHPSS teams in conception, supervision, and implementation of projects responding to the specific MHPSS needs of refugees and forcibly displaced people in the region. S/he will report to the Regional Director /DRD and the Regional Programmes Manager under the supervision of and support from the global MHPSS team based at JRS/USA.


The MHPSS officer will support JRS MHPSS staff in Ethiopia, South Sudan, Uganda, Kenya, Burundi, Tanzania, Angola, Malawi, South Africa and Mozambique. with the aim of developing and strengthening MHPSS services. S/he will be responsible for ensuring that MHPSS staff are able to provide high-quality psychosocial services across all levels of the IASC MHPSS Intervention Pyramid for children and adults who access JRS services. In this role they will coordinate with and support teams comprising of Social Workers, Case Managers, paraprofessionals, Needs Assessment Teams, Tutors, Medical Staff, and any other PSS staff to ensure that they are able to deliver psychosocial support in line with IASC Reference Group MHPSS Guidelines and JRS Policy and Standards. The MHPSS Officer will also support the integration of MHPSS into other sectors through assessment, design, and training.


The Regional MHPSS Officer will also work closely with the Senior MHPSS Specialist based in JRS/USA to implement JRS’s global MHPSS strategy and implementation plan in Eastern and Southern Africa.

Main Responsibilities of the Position


1.


General:


Serves as a technical resource to the Regional Director/DRD, Regional and Country Programme Officers and Country Mental Health and Psychosocial staff to evaluate and assess new MHPSS projects and the direction of existing projects.

Plans and implements training, coaching and supervision to reinforce the capacities of MHPSS teams

Supports MHPSS focal points who are engaged in meetings with local government officials and specialized institutions, and other relevant authorities and stakeholders (MHPSS service providers, communities, etc.) to represent the priorities of the organization, provide necessary technical expertise, and support local teams in implementation of projects.

Stays up to date on MHPSS, protection and humanitarian best practices and promotes communication with other relevant partners and actors by attending coordination meetings.

Networking with key external stakeholders to help build referral pathways.

Supports regional and country offices in recruitment and hiring of MHPSS staff at project and country levels to ensure appropriate MHPSS service delivery, respecting do-no harm principle.

Planning:


Defines the strategy and priority actions of the MHPSS programs and activities in the region under the supervision of the Regional Director, and in collaboration with the MHPSS Global Unit at JRS USA and the rest of the regional team.

Provides technical support to the annual review and planning of JRS projects considering regional and international strategies and guidelines, as well as international standards for MHPSS in emergencies.

Leads and manages all MHPSS needs assessment activities within the region for the development of new locations.

Provides technical guidance and support to country and project MHPSS staff for ongoing evaluation and needs assessment at existing MHPSS projects.

Develops technical inputs for all proposals with MHPSS and related outcomes and activities within the region.

Proposes innovative strategies and activities to address MHPSS and related needs in the region.

Supporting Project Implementation


Defines and coordinates actions that guarantee the implementation of global and regional strategic priorities in the region.

Ensures that programs have the resources (materials, tools, knowledge) needed to effectively monitor and evaluate MHPSS services.

Ensures that MHPSS considerations are integrated into other JRS Core Priorities resulting in improved cross-sectoral outcomes.

Works on improving JRS intervention to vulnerable young people and their families by networking with key external medical, psychosocial and education stakeholders to help build referral networks.

Supports JRS teams and reinforces their capacities in terms of MHPSS by:

Drafting and preparing key documents in order to implement and harmonize key interventions and support interventions.

Leads contextualized in person MHPSS skills-based trainings based on staff capacity assessments (Ex. IASC MHPSS Guidelines, IASC M&E Framework, integrated approaches to psychosocial and protection; community based MHPSS, Case Management, scalable psychological interventions etc.).

Where necessary, identifies external experts to conduct training and to assist the organisation of such training.

Provides coaching and supervision as follow-up to training provided in alignment with best practices for MHPSS skills-based trainings.

Coordinating with other actors in the MHPSS sector in the region:

To ensure the effective exchange of information, technical support, and advocacy regarding MHPSS in emergencies in the region among JRS and other key actors.

To support the technical work of the teams in the field and coordinate their interaction with local authorities.

Reporting


Visits JRS MHPSS projects and monitor their implementation, reporting to regional and global MHPSS staff on progress.

Writes and submits monthly activity reports to the Senior MHPSS Specialist in the USA Office and the regional team.

Proposes and creates tools to evaluate impact indicators and the quality of JRS MHPSS projects.

Works with relevant regional and country M&E staff to develop and train for efficient reporting on MHPSS in all the region.

Undertakes any other duties that are within the ambit of the position as assigned by the Regional Director/DRD and Regional Programmes Manager.

Personal Specification – Essential Requirements


Qualification:


Advanced degree in psychology, social work required;

Additional degrees/certification in mental health in humanitarian settings a plus;

Experience in case management and supervision is desirable.

Experience


Minimum of 5 years of relevant experience with at least 2 years of relevant field experience in humanitarian settings, within the context of mental health and psychosocial support programming;

Experience in MHPSS program development, relationship management, capacity building, conducting needs assessments, case management, conflict mediation, basic counselling, and monitoring and evaluation;

Experience working with people with complex needs and children and in making referrals;

Strong knowledge of social work discipline, different types of intervention; protection topics, particularly GBV and Child Protection and Safeguarding;

Awareness and knowledge of other sectors including Emergency Assistance, education, reconciliation, livelihoods, and protection is a plus;

Knowledge of and experience in applying the IASC MHPSS guidelines and best practices as part of work;

Demonstrated ability and experience of working in a multi-cultural environment;

Experience in advocacy especially for the people served with international, regional and country/national stakeholders.

Skills
