Context:


Under the overall supervision of the Supply Chain Officer and direct supervision of the

Procurement & Logistics Officer, the incumbent will be responsible for organizing procurement

activities including obtaining quotations, tendering, purchase and delivery of office supplies

and materials and equipment and providing project logistics and administrative support as

well as preparing requests for payments, reporting and encoding:


Core Functions / Responsibilities:


Receive all procurement and supply requisitions from offices in Mogadishu,

Puntland and Somaliland, project managers in Somalia Coordination Office in

Nairobi and make sure all are endorsed prior to procuring using the IOM

authorization matrix as applicable for the mission.

Process purchase requisitions (PR), requests for quote (RFQ) with vendor/s,

prepare bid analysis summaries (BAS) followed by final preparation of purchase

order (PO) through PRISM system using Material Management (MM) module.

Make sure POs are delivered to suppliers and vendors and their signatures

obtained.

Perform all purchases a according to IOM procurement rules and implement

appropriate mechanisms to avoid fraud and ensure transparency to complement

the IOM rules and regulations on procurement.

Provide a monthly checklist on open commitments and follow up with relevant colleagues for the timely closure of all the PRs and POs in the PRISM system.

Manage cost effective procurement services in the area of contracts and long term agreements (LTA) in support of IOM Somalia operations.

Make sure assets (IOM and beneficiary) are created in PRISM through MM prior to procurement and acquired and transferred, deactivated once project are completed.

Inform project managers and supervisors on offers collected and suggest best goods/services to be procured.

Follow-up with suppliers on the timely delivery of requested supplies and materials and keep the concerned project staff informed on the status of the delivery.

Coordinate with the receiving unit on Goods/Services to be received and obtain the satisfactory delivery notes and invoices from the receiving unit.

Maintain efficient filing system for all documents, reports and procurement records, tenders, bids, etc. and update it regularly.

Compile with the help of the NPLO a comprehensive database on the reliable vendors, service providers, contractor that could be used in Somali as well Kenya and conduct bi-annual vendor performance reviews, identify specialized supplier opportunities and implement vendor accreditation processes as required.

Coordinate with the Finance Department to ensure that prior to the final ordering and delivery of the equipment/materials, the project code, account code and budget line item have been determined.

Maintain an office supplies registry and conduct periodic stock taking to ensure that stationery and cleaning supplies are replenished in a timely manner.

Provide logistics assistance to projects including, but not limited to identifying appropriate venues for training/workshops, assisting Programme Assistants in preparing and compiling training materials, etc.

Draft Service Agreements as and when required and coordinate with LEG Dept. in Geneva the review and endorsement of agreements/contracts prior the signature.

Liaise with suppliers and manufacturers for repair and warranty of damaged equipment's. Oversee management of the Mission’s fleet at Nairobi support Office and supervise the Drivers.

Plan, organize and coordinate the Nairobi support office’s transport needs and ensure effective and efficient allocation of IOM vehicles and hired transport.

Undertake other duties that may be assigned from time to time which are commensurate to the position.

Required Qualifications and Experience


Education

• Bachelor’s degree, in Purchasing and Supply management, Logistics or Business Administration or related field from an accredited academic institution with three years of relevant professional experience or,

• High school degree certificate from an accredited academic institution with five years of professional experience;


Experience

• Excellent communication and negotiation skills.

• Demonstrated ability to maintain integrity in performing responsibilities assigned.

• Ability to pay close attention to details, take initiative and work with minimal supervision

• Knowledge in using office equipment and excellent knowledge in Microsoft Windows. Prior experience in usage of SAP an added advantage.


Skills

• Position specific skills, for example:

• In-depth knowledge of procurement best practices. Knowledge of the UN system and its Rules and Regulations a definite asset.

Languages

On a local level, liaise with customs and revenue officials to facilitate clearance of

IOM consignment, as required by country law.

Prepare monthly stock update spreadsheet for office supplies and warehouse and

submit them to the Senior Procurement and Logistics Assistant

Education

STATEMENT OF DUTIES/POSITION DESCRIPTION

BACKGROUND


The Executive Officer Position is located in a consolidated Executive Office (EXO) that provides administrative support services to KEA's two operating units, Kenya-Bilateral and East Africa Regional, and provides support to USAID/Somalia.


KEA is currently comprised of 13 separate offices, including the Offices of Foreign Disaster Assistance, Transition Initiatives and Food for Peace. EXO is normally comprised of three USDHs (one Supervisory Executive Officer and two Executive Officers), one USPSC, and 35 CCNs to oversee Human Resources (HR), Administrative Procurement, Travel, Information Technology, and Communications and Records teams. EXO also has KEA's Geospatial Information Services (GIS) team and the Partner Liaison Security Operation (PLSO), which provides security support to KEA and its implementing partners (IPs). EXO engages the U.S. Embassy International Cooperative Administrative Support Services (ICASS) system for general support operations and oversees the operation of the USAID-owned Annex building. On the interagency management team, this position is responsible to represent USAID in a series of senior roles, including the Emergency Action Committee, Housing and Awards Committees. As a member of the senior management team, this position provides management advice and support to the interagency and to a USAID/KEA Front Office consisting of a Mission Director and three Deputy Mission Directors (DMDs).


USAID/KEA seeks to strengthen Mission adherence to USAID policy and regulations, maintain momentum with procurement actions, mission self-care initiatives, provide continued improvement to administrative management systems and provide mentoring and training to Mission and EXO staff. USAID/KEA seeks an Executive Officer to handle this broad range of Executive Office functions. The Executive Officer promotes customer service outreach, assessment and improvements of work processes, interface with the Department of State regarding shipping and customs, housing, facilities, and personnel related issues, management of sensitive personnel issues, local solutions and security, and other related actions. BASIC FUNCTION OF THE POSITION


The USPSC Executive Advisor is expected to be available for eleven months, in order to fill the role of the Executive Officer pending the assignment of a US Direct Hire employee to fill this role. S/He will manage aspects of the procurement actions of the office, but will not be required to perform contracting officer functions if not warranted. In accordance with AID policy (Automated Directives System 527) the EXO serves as an advisor to the Mission Directors and Mission staff with responsibility for providing leadership, advice and staff support in the administrative management functional areas. In this capacity s/he is tasked with developing innovative methods for providing improved administrative and logistical support services. The EXO is the focal point and is responsible for ensuring that adequate management and logistical support is provided for all mission administrative services.


The U.S PSC EXO Advisor serves/is responsible for coordinating the delivery of effective and efficient administrative and logistic support to the Mission. Duties involve intensive professional/ administrative functions of concurrent phases requiring ongoing development and problem resolution. Under the direction of the Supervisory Executive Officer, the Executive Officer:


Plans, directs, and administers the management functions of the Mission including supervising Executive Office non-USDH staff; develops, interprets, and ensures implementation of administrative management policies, regulations, and procedures; formulates, interprets, and communicates long-range principles, policies, and objectives for administrative services programs. Serves as the key communicator of new administrative policies and procedures. Ensures successful implementation of large-scale administrative, Human Resources, and organizational changes as required.

Prepares workforce planning scenarios based on various budget scenarios; provides policy advice and guidance on the management and support functions and services required for effective program implementation.

Participates in project planning and review to evaluate administrative support implications, feasibility, projected costs, and drafting or advising on appropriate administrative support budgets; advises and supports the Mission Director and Deputy Mission Director (RISS) on the full range of personnel matters, including development and implementation of appropriate personnel procedures and workforce planning.

Analyzes Mission management requirements and develops the operating expense and administrative program support budgets for the mission with the Controller. Directs the administration of the operating expense budget and administrative portion of the program support budget to ensure prompt and legal obligation of funds.

Serves on Post Boards and Committees as required including the Joint Awards Program, ICASS Budget Committee, Housing Board, etc.; serves as the USAID Unit Security Officer (USO) and administers the extensive mission security program under the guidance of the RSO and M/SEC.

Provides advice and manages functions associated with the organizational changes and the resulting impact on support operations for the mission support offices. Specifically, the position will assist in managing the changing relationship as the Executive office takes on more roles as a support services provider to USAID/Somalia.

Associate Database Developer

 Background


The University of California San Francisco (UCSF) has Cooperative Agreements with the U.S. Centers for Disease Control and Prevention-Kenya (CDC-Kenya) to provide technical assistance to the Ministry of Health and its partners for multiple HIV and STI Surveillance activities.


The primary function of this position is to support UCSF with its data needs by developing and maintaining databases, reports, queries, and other software to support its projects and programmes. The Associate Database Developer is expected to assist in the maintenance of existing databases to meet the needs for specific projects. Some projects will require the developer to import data form existing data sources into a UCSF-managed database, sometimes with data transformations. Therefore, an understanding of SQL is critical. Most projects will require the data to be disclosed via dashboards – often with some transformation or analysis of that data before it gets displayed. For example, data that originates from a single health facility may need to be aggregated into a district, provincial or national view on the dashboard. Visualizing data on dashboards will be a critical component of the developer’s deliverables. Additional software development needs may arise occasionally, such as the developing and maintaining data collection and reporting systems that are already in place. As an integral part of the UCSF Kenya Office, the Associate Database Developer will be expected to help in maintaining technical documents pertaining to the databases and train end users on how to use the data collection systems developed. The position requires a one-year commitment, with the potential for extension at the end of the period, subject to funding availability.

Develop and implement ETL programs to load various databases on a continuous and ongoing basis into a master database for analysis

Regional Cash and Voucher Assistance Coordinator – IFRC Nairobi

The Regional CVA Coordinator position is based in the Regional Office for Africa and is part of the Health, Disasters, Climate and Crisis (HDCC) Department.


Job purpose The role has a strong focus on providing leadership, guidance and technical support for cash and voucher assistance and cash preparedness initiatives in Africa. Special attention will be dedicated to strengthening the IFRC’s strategy towards CVA in the Africa region, including how to support and influence African National Societies on CVA.


The position will contribute to IFRC meeting its commitments to the Grand Bargain, arising from the World Humanitarian Summit (WHS), as well as the IFRC goal to ensure a future where people affected by crisis make their own decisions about how to recover, and by 2025, committing to deliver 50% of humanitarian assistance through the use of cash and vouchers.


Whilst based in Nairobi within the IFRC Regional Office structure, this position at times require travel to priority areas across the Africa Region. Community Liaison for Interpersonal Psychotherapy

 BACKGROUND


Global Programs for Research and Training is registered as an international NGO in Kenya, wholly owned and affiliated to the University of California San Francisco (UCSF).


The SMART DAPPER trial is composed of a Sequential, Multiple Assignment Randomized Trial (SMART) for non-specialist treatment of common mental disorders in Kenya and will leverage the Depression and Primary care Partnership for Effectiveness Implementation Research (DAPPER). The project is in partnership with University of Nairobi, University of California San Francisco and the Kenya Medical Research Institute (KEMRI).


Global Programs for Research & Training is seeking a qualified Community Liaison for Interpersonal Psychotherapy (IPT). This position will require one-year commitment, with potential for extension at the end of the period, subject to funding availability.


The Community Liaison for Interpersonal Psychotherapy (IPT) will work under the direct supervision of the Lead Study Coordinator.


Roles & Responsibilities:


Kisumu County Regional Hospital (KCRH):

Work with the Outpatient Mental Health committee at KCRH to consult on and support the continued use of IPT at KCRH.

Provide assistance connecting KCRH to appropriate study trained IPT therapists and providing supervision to that group.

Provide Continuing Medical Education to facility staff on screening for depression and post-traumatic stress disorder (PTSD), and IPT.

In addition, or alternatively, the IPT Liaison may work with an NGO to help facilitate an arrangement with KCRH in which the NGO supports part of the IPT therapist cost.

Outside KCRH:

Meet with facility leadership at JOORTH and Lumumba Sub-County Hospital to discuss hiring and training IPT therapists for their site. Support their efforts to do so.

Other sites - Work with Kisumu County leaders to identify other appropriate venues for use of IPT and work with those venues to match them with our trained IPT therapists and support the program launch.

Work with the SMART DAPPER team and investigators as you develop IPT community liaison plans and provide updates during weekly SMART DAPPER meetings.

Minimum Requirements:


Diploma in psychology, counseling or social sciences

Experience working with Kisumu County and health facility leadership

Experience with both didactic instruction (course, workshop) and supervision of IPT

Excellent English

High-level interpersonal skills including high emotional intelligence with strong empathy

Ability to establish rapport with diverse people and productively lead teams is key.

Proposal Development

Act as focal point for proposal development for consortia (where RACIDA is the lead), providing necessary support and inputs as required and representation as meetings/workshops

Supports in identify and establish Memorandum of Understanding (MOUs) with potential partners (consortiums), facilitate information sharing,

Follow and closely monitor funding trends and policies for proposals and funding updates from new and existing donors.

Work closely with program teams to synthesize program activities, data, and financials for proposals and reports.

Undertakes research on gender equality good practices and the gender equality programming environment in preparation for related bids and proposals.

Requirements:


Bachelor’s degree in International Development or a related field or equivalent combination of education and work experience

Strong knowledge of financial program management

Genuine interest in and commitment to RACIDA mission and values

Minimum of 5-9 years of experience in non-profit fundraising grant writing especially to institutional donors.

Experience writing successful proposals for highly competitive grants; technical writing experience preferred

Sense of initiative and the ability to undertake and successfully conclude grant proposals with minimal supervision.

Ability to work both independently and as a flexible and supportive member of a team

Summary of position

The ICT officer is responsible for Administering in-house and commercial Information system platforms, Ensuring the Action Against Hunger ICT standard is respected, Improving the efficiency of ICT resource use, Promoting user awareness and train users in the use of IT resources, managing telecommunications resources (radio, satellite) and managing base equipment list.


Purpose:
