Access Working Group Co-Lead

 Context of the position


Since 2012, Mali has faced an extremely complex humanitarian crisis generated by the presence of multiple non-state armed groups (NSAGs), occupying most of the central and northern regions of the country. As of 2022, the vicious cycle of attacks and insecurity have rapidly spread further down to the southern part of the country, causing increased fragility and an unprecedented humanitarian crisis in the country. Moreover, the multiplicity of inter-community tensions have further execrated the context.


The Norwegian Refugee Council has been working in Mali since 2013. The evolution of the security context and the increase in access constraints experienced by Mali, demonstrate the importance, for the humanitarian community, of strengthening the capacities of the Access Working Group with a view to enhancing its contribution to support the humanitarian community.


Your role and responsibilities


The recruitment of an Access Working Group (AWG) Co-Lead is essential to enable this coordination body to contribute effectively to improving the humanitarian response, by supporting the collective efforts of the Humanitarian Country Team (HCT), the Inter- clusters and partners to establish and maintain humanitarian access for the benefit of populations tragicized by the crisis. The AWG Co-Lead will work alongside OCHA to provide both operational and technical support to the coordination structure.


Provide leadership and strategic direction to the AWG, working closely alongside OCHA as co-lead.

Provide support to the implementation of the AWG work plan, including mobilizing coalitions of member organisations to implement specific activities or to respond to emerging needs.

In the absence of the AWG-Mali lead, act as the AWG-Mali's key interlocutor for humanitarian coordination mechanisms, such as the Humanitarian Country Team (HCT), the inter-cluster and FONGIM (Forum des ONGI au Mali).

Promote membership of, and active participation in, the AWG-Mali among humanitarian organisations in the country.

Foster collaboration amongst humanitarian actors to help ensure a coherent, coordinated, and principled approach to humanitarian access.

Contribute to the reinforcement of capacities and coordination mechanisms at local level, including through the regional AWG (AWG-R) by providing advice, specific support and capacity building on humanitarian access

Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements

What we look for


Minimum 5 years’ experience in humanitarian work in conflict/post-conflict environments/volatile contexts

Master’s Degree in related field (social science, law, conflict management and negotiation) or Bachelor’s with 7 years’ equivalent work experience)

Demonstrated technical knowledge of coordination and experience in humanitarian programming and access coordination

Strong understanding of humanitarian principles and how to operationalize them within a humanitarian response

Understanding of humanitarian access dilemmas undermining delivery of effective humanitarian assistance in hard to reach areas, specifically in central Sahel region

Fluency in English & French, both written and verbal

Excellent writing and analytical skills

Strong interpersonal skills, including capability to negotiate with stakeholders

Experience in humanitarian or civil-military coordination in the Central Sahel is an asset

Experience leading or contributing to coordination forums

Experience with NGOs and the UN system would be an asset

Experience in security management would be an asset

To ameliorate the delivery of humanitarian and development assistance and advance the protection of civilians, an Access Coordination Unit (ACU) was created to develop a centralized pro-active and sustainable access solution for the movement of humanitarian and development personnel and goods. Objectifs du poste :


Soutenir et renforcer les pratiques de gestion de la sûreté et de la sécurité de La Chaîne de l’Espoir afin de s'assurer qu'elles sont conformes aux bonnes pratiques actuelles et proportionnelles au niveau de menace auquel sont confrontées les équipes de nos programmes sur le terrain.

Travailler avec les responsables géographiques, coordos programmes, chefs de mission, responsable logistique, afin de s'assurer que leurs pratiques et leur documentation en matière de sécurité restent en adéquation avec les risques de sécurité dans leurs pays d’intervention.

Travailler avec les équipes nationales sur la préparation des procédures opérationnelles permanentes (POP) -standard operating procedure (SOP)- pour assurer la sécurité du personnel de La Chaîne de l’Espoir

Principales fonctions et responsabilités :


Gestion de la sécurité et sûreté


Participer à la réalisation du plan d’action de la Direction des Opérations en matière de sécurité et de sûreté.

Appuyer les bureaux pays dans le développement, la préparation et la révision des politiques de sécurité, des plans de sécurité - Security Management Plan (SMP), des procédures opérationnelles permanentes (POP) - standard operating procedure (SOP) et éventuellement des notes d’orientation individuelle.

S'assurer que chaque mission dispose d'un plan d'évacuation actualisé, chaque fois que cela est nécessaire.

Assurer une veille et une analyse sécuritaire régulière des différents contextes d’intervention de La Chaîne de l’espoir en coordination avec les chefs de mission.

Contribuer à l’évaluation sécuritaire des nouvelles missions et participer à leur ouverture.

Structurer la gestion de la sécurité dans les pays où La Chaîne de l’espoir n’a pas de bureau, et en lien avec ses partenaires

Soutenir chaque mission dans l'élaboration de l'analyse et de la réduction des risques (identifier les risques, définir/décider quels risques doivent être atténués et proposer des mesures d'atténuation à mettre en œuvre).

S'assurer que toutes les missions ont mis en œuvre les mesures d'atténuation nécessaires et convenues en matière de sécurité et de sûreté.

Contribuer au développement des politiques et des pratiques de sécurité en lien avec l’objectif stratégique de La Chaîne de l’Espoir de travailler en situation de conflits et d’urgences.

Élaborer des lignes directrices pour la sécurité du personnel face à certains risques naturels

Développer des directives pour les risques sécuritaires immobiliers tels que les incendies dans les bureaux, les résidences et les entrepôts.

Tenir une veille et fournir des mises à jour sur les compagnies aériennes interdites pour des raisons de sécurité en lien avec la chargée de voyage

Formation et briefing des équipes


Renforcer les capacités de gestion de la sécurité au siège et sur le terrain, être impliqué dans les recrutements, dans l’intégration et dans la formation de toutes les personnes qui ont des responsabilités relatives à la sécurité (chefs de mission, logisticiens etc).

Organiser et piloter les différentes formations des personnels, de façon directe ou via des prestataires à identifier, sur tous les thèmes indispensables

Réaliser ou s’assurer que sont réalisés les briefings sécurité de tous les expatriés et bénévoles

Informer les nouveaux membres du personnel sur les approches de La Chaîne de l’Espoir en matière de sécurité, selon les besoins et lors des intégrations officielles.

Networking


Créer et entretenir un réseau sécurité en externe.

Assurer un suivi approprié des réunions de mise en réseau, de l'évolution et des changements du contexte et de toute autre information pertinente (qui pourrait avoir un impact sur le contexte et la sécurité), en promouvant une culture de partage proactif de l'information et de collaboration (au niveau du terrain et avec le siège).

Participer à des réunions thématiques internationales (ex : Global Interagency Security Forum GISF, groupe de sécurité de l'Alliance 2015 ou d'autres réunions liées à la sécurité), selon les besoins.

Gestion des connaissances et apprentissage


Appuyer la gestion des incidents de sécurité : définir le cadre et le process de gestion des incidents de sécurité, assurer leur application, gestion de la cellule de crise, suivi d’une BDD des incidents, capitalisation.

Mettre en place et gérer la base de données des incidents de sécurité de La Chaîne de l’Espoir et partager les informations sur les incidents avec le personnel concerné et les bases de données de sécurité internationales.

Réaliser des évaluations des risques de sécurité sur demande

Produire des conseils occasionnels sur des sujets de sécurité à l’attention du personnel, selon les besoins.

Conduire des audits de terrain selon les besoins pour vérifier que les pays respectent les directives.

FORMATION ET EXPERIENCE


Diplôme universitaire ou certification équivalente en gestion des risques, relations internationales ou autre discipline pertinente pour le poste.

Formation en négociation humanitaire ou gestion de la sécurité humanitaire.

Formation HEAT.

Au moins cinq ans d'expérience dans des environnements dangereux au sein d’une organisation à des postes de coordination ou de gestion de la sécurité.

Expérience au siège souhaitable.

ACU Access and Liaison Specialist

The Access Coordination Unit is a joint project managed, administered and supervised respectively by UN partner agencies OCHA, UNOPS, and UNSCO. The ACU aims to provide operational support to UN, Diplomatic Missions, and INGO staff and goods facing access difficulties. Furthermore, the ACU aims to provide the Resident / Humanitarian Coordinator (RC/HC) with a mechanism for effective dialogue with senior personnel of Host Countries on behalf of all UN Agencies, Donor Agencies, Diplomatic Missions and INGOs.


UNOPS serves as the Administrative Agent for this project whilst UNOCHA, and UNSCO serve respectively as programmatic managers and supervisors of this project. In support of its partner organizations, UNOPS intends to recruit an international Access and Liaison Specialist (Gaza) for the Access Coordination Unit project.


Functional Responsibilities:


Under the guidance and supervision of the ACU Access Coordinator, the Access and Liaison Specialist (Gaza) will support and effectively lead the work of the Access Coordination Unit in Gaza.


S/he will be responsible for all aspects of the liaison with the relevant Israeli and Palestinian counterparts and assistance to the Access Coordinator on day-to-day operations of ACU in Gaza. S/he will serve as the ACU focal point on Gaza access of humanitarian and development personnel and goods.


Reporting directly to the Access Coordinator and within delegated authority, the Access and Liaison Specialist (Gaza), will be responsible for, but not limited to, the following functions and responsibilities:


Represents the ACU in Gaza


Head of ACU Gaza office.

Oversees the work of ACU in Gaza, representing ACU with relevant authorities and partners, including UN, NGOs, and diplomatic missions.

Manages Local Access and Liaison Officer(s) in Gaza.

Education/Experience/Language requirements:


Education


Master’s Degree in Political Science, International Relations, Law, International Humanitarian Law, Human Rights or another related field of study. Additional two years of relevant work experience, in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.

Qualification in negotiations, in particular as it relates to humanitarian access, is preferred

Other Skills


Conversant in humanitarian affairs and aid in the State of Palestine is desired.

Ability to build constructive relationships with the Governments of Israel and Palestine, other regional governments and other local authorities is highly desired.

Holding a driving license is essential.

RESPONSIBILITIES


Under the supervision of the Country Director, you are responsibile for ensuring the safety of ACF in Cabo Delgado; whilst at the same time providing an enabling security environment to allow ACF teams to be at the cutting edge of operational implementation in Country.

- Designing and implementing ACF humanitarian access strategy in the country.

REQUESTED PROFILE


You hold a previous experience in security management in hostile/insecure environnement (which is mandatory) as well as experience in security in INGO. You have experience working in a multi-cultural environment: you are known for being diplomatic and sensitive to cross cultural issues, your capacity to work under pressure and your creativity. You have excellent communication skills and foster information sharing amongst the teams

You have analytical skills on security issues (risk/threat assessment, management, awareness, training, etc.) and reporting skills (incidents, compilation of security, assessments, written reports, etc.).

- 12 months fixed term contract under French legislation

PROGRAMME MANAGER, SOUTH SUDAN

South Sudan is a relatively new country with many humanitarian and development challenges and a multitude of international and national development and humanitarian actors, including UN agencies and international and national NGOs.


South Sudan Red Cross (SSRC) has been supported through various projects and programs by nine Red Cross Red Crescent (RCRC) Movement partners in South Sudan. SSRC is one of the significant local civil society organizations in South Sudan with a presence of 21 local branches in all 28 states, a network of an estimated 12,000 volunteers and over 220 members of staff. SSRC’ operational capacities are still relatively weak in the light of the considerable humanitarian needs in the country.


Danish Red Cross (DRC) has been working bilaterally with SSRC for more than a decade. Support has been given mainly to development of a capacity for emergency preparedness and response, community based psychosocial programmes and to branch capacity development. Currently focus in the partnership is on integrated community resilience, psychosocial support and emergency response.


The overall purpose of the Programme Manager position is to ensure quality and coherent guidance and support to the SSRC on programme management of DRC supported programmes with particular focus on implementing ECHO funded Pilot Programmatic Partnership (PPP) project and building SSRC disaster management capacities. The position will require hands-on operational support, guidance and coordination and will work with relevant SSRC staff to implement multi sectoral programme including Disaster Risk Management, Cash and voucher asst, epidemic and pandemic control and CEA in different states of South Sudan. The Manager will support the SSRC in ensuring close cooperation and continual consultation between SSRC and other RCRC Movement Partner National Societies. In addition, the Manager will ensure and support the implementation, monitoring and reporting of specific programme he/she is in charge for


Responsibilities


Some of the key responsibilities of the DM/Programme Delegate:


Manage effective and efficient implementation by SSRC of DRC-funded projects in South Sudan, as required, with a particular emphasis on ECHO funded PPP projects on Distater Management, early warning, cash transfer and emergency response projects.

Support DRC and SSRC staff to conduct assessments, development and concept notes based on needs and opportunities aligned with Country Strategy

Ensure quality programme implementation and effectiveness, quality assurance (QA) and the compliance with regulations of DRC and ECHO- PPP;

Support SSRC to conduct baseline, CVA and any other relevant assessment to implement the PPP project

Prepare relevant visibility material for DRC, as per the ECHO PPP programme document.

Ensuring that project PPP project data is collected in a timely and accurate manner by SSRC PMEAL staff in field level according to the reporting and monitoring requirements

Guide SSRC staff in developing appropriate monitoring tools, documentation of learning and best practices and share with DRC.

Coordinate with CM to procure items for PPP in support of SSRC and DRC Regional logistic advisor,

Monitoring of resource allocation and budget utilization of the projects in order to help SSRC achieve a clear month-by-month overview of completed and planned project activities and spending, in collaboration with the DRC Regional Office (RO) team

Experience and qualifications


Relevant degree level qualification or extensive professional experience in related field and or social sciences, Disaster management, Project management etc

Minimum of 4-5 years of relevant experience working in operations management and coordination in the field

3 years of experience of analysing, planning, and managing relief and development programmes and resources, especially ECHO funded projects

Strong grasp of the planning and managing finances and budgets

Excellent communication, coordination and facilitation skills in culturally and politically sensitive environments

A high degree of proficiency in both written and spoken English language.

Knowledge about the Red Cross/Red Crescent Movement, Disaster Management and other cross-cutting programmes within the RCRC is an added value

Proven field experience in project management in conflict-affected or post-crisis countries.

Previous experience in planning and implementing ECHO funded multi sectoral project. Significant Project Cycle Management (PCM) and programme financial management experience. We expect that you have good analytical and negotiating skills. You possess excellent communication, coordination as well as networking and facilitation skills.


In terms of personal qualities, good cultural understanding and the ability to work in a challenging multicultural environment is essential. You need to be able to cope with stress, both the stress of living under a restrictive security regimen and also related to workload and the difficulty of achieving significant results in this environment, so you need to be resilient and confident in yourself.


Employment Conditions The ideal starting date is 1 Nov 2022 or earlier, if possible. The length of the contract is 06 months. The salary including all allowances and pension payment will be between DKK 37.000 and DKK 38.000 per month, depending on qualifications and experience. An individual apartment in Juba is provided, free of charge.


Juba is a non-family duty station with a paid 7-day Rest & Recuperation break permitted after every 8 weeks in-country. The Manager will be an integral member of the DRC Country Team, although in order to focus on capacity-development they will be embedded within the SSRC DM/programme Team.

 Sayara International is hiring a Program and Research Manager to join its Sudan team and manage the implementation of Sayara’s programs and research projects in Sudan. Position Description:


Under the overall guidance and supervision of Sayara’s Director – Sudan and working closely with Sayara International’s HQ and other offices, the Program and Research Manager will be directly responsible for managing the implementation of Sayara’s programs and research projects in Sudan. From Sayara’s Khartoum office, you will provide day-to-day management and oversight of project activities, lead business development and proposal writing processes, manage the program and research teams, and conduct other tasks delegated by the Director – Sudan within the Sudan portfolio when necessary.


The Program and Research Manager will provide guidance and leadership to staff and facilitate the organized, smooth running of all activities with clients and other stakeholders from beginning to end of each project to maximize results. In addition, you will take a holistic view of the programs across Sudan to ensure effective design, delivery, and management of projects.


You will also take ownership of all aspects of project management including writing proposals, designing and implementing budgets and workplans, directing fieldwork, managing program staff in the office and in the field, documenting program progress and processes and maintaining positive relations with clients and staff. The Program and Research Manager will report directly to the Director – Sudan.

Responsibilities:


Program and Research Management – Financial, Administrative, and Human Resources


Manage programs, ensuring optimization of human and financial resources and nurturing a culture of delivering results with the highest performance standards.

In collaboration with relevant teams, develop budgets and facilitate budget approvals and revisions as per Sayara policies and procedures.

Assign duties to staff, oversee workloads, and provide ongoing support to ensure that staff have the tools and capacities necessary to succeed. Organize capacity-building training as required.

Ensure appropriate programmatic and accounting documentation as required by Sayara and preparation of required financial reports. Facilitate transparent and rigorous financial management which will be subject to regular audits and evaluation.

Approve requisitions, follow up on purchase orders and payment requests in Sayara systems and other relevant systems (such as those of our clients), and ensure monthly delivery of program outputs.

Prepare workplans and produce timely reports (both financial and program progress reports), as required by HQ and client reporting systems.

Ensure that Sayara rules and regulations concerning finance, procurement, and human resources are adhered to in close collaboration with the Operations Manager – Sudan.

Support an environment of learning for staff within the programs.

[Note that the Program and Research Manager will be responsible for administration and finance activities which relate to programs/projects. Broader operations, finance, admin, logistics, etc. will be handled by other team members to allow the Program and Research Manager to focus full on the program and research team.]

Program and Research Planning and Implementation


Attend project meetings, both in person and via remote access.

Prepare, collaborate on, and finalize progress reports for clients.

Prepare other articles, reports, and presentations.

Develop strategic documents concerning program planning and implementation, such as policy papers, concept notes, and more.

Work with the Director – Sudan to establish and update office management policies, processes, and reporting systems.

Develop Terms of Reference for program consultants/experts hired on a short-term basis; ensure proper delivery of technical services and submission of technical and other reports.

Ensure proper coordination of program implementation among implementing partners and with government ministries and administrations.

Ensure the timeliness and quality of program outputs as well as timely preparation of reports on achievements and challenges faced within the project.

Ensure delivery of resources and results according to planned targets.

Ensure compliance with client contract and donor agreements.

Promote identification and synthesis of best practices/ lessons learned for organizational sharing and learning.

Management of Research and Program Activities


Lead, plan, and coordinate assigned projects in a timely manner.

Draft inception reports; conduct desk reviews as needed.

Supervise fieldwork (key informant interviews, focus group discussions, etc.); collect and analyze data on a backup basis (archiving systems).

Train and supervise field teams.

Work in a team to write analytical reports.

Manage preparation of research instruments: Key Informant Interview Guides, Focus Group Discussion Guides, Survey Questionnaire, Monitoring and Evaluation Frameworks.

Maintain accurate records.

Relationship Management and Business Development:


Establish and maintain strong partnerships with (prospective) clients and stakeholders (government, UN agencies, non-governmental organizations, and civil society organizations).

Attend client meetings and maintain positive, effective communication with clients. Lead technical and financial proposal writing and bid processes.

Support mobilization of resources from different client and partners, including the preparation of bid strategies, concept notes, program briefs, and project documents, as well as organization of client meetings and possible field visits. Attend seminars, workshops, and other meetings, as necessary.

Extract lessons learned to support program improvement.

Desired Skills & Qualifications:


Master’s degree in social science, political science, international relations, international development, or a related field.

8+ years of relevant professional experience, working for international development donor agencies.

Familiarity with strategic communication is considered a plus.

Experience in the international development field, preferably with working experience in program and research management.

Strong knowledge of the international development client market, especially USAID, U.S. State Department, FCDO (or FCO/ DFID), and UN organizations in Eastern Europe and Central Asia.

Excellent English-language skills in writing, editing, formatting, research, and communications. Arabic language skills are desirable. Other regional languages are a plus.

Ability to work independently, as part of a regional/global team, and with minimal supervision.

Ability to plan, organize, and prioritize under pressure to meet tight deadlines consistently.

Ability to work long hours when needed and to take on tasks that may be outside these Terms of Reference.

Strong commitment to high quality work and integrity in all interactions.

Excellent interpersonal skills, ability to engage appropriately with various audiences, and support and coordinate the efforts of other professionals to effectively meet objectives in a timely manner.

Computer proficiency in Windows Operating systems, MS Office, knowledge of donor management databases.

The Program and Research Manager – Sudan will be offered a one (1) year Employment Contract, with a four (4) month probation period and the option for renewal, based on the discretion of, and mutual agreement between Sayara and the Program & Research Manager – Sudan.

OBJECTIFS DU POSTE :


Sous la responsabilité hiérarchique du Responsable de l’Unité Accès Humanitaire et Sécurité, vous contribuer à la sécurité opérationnelle des équipes via l’accompagnement et l’appui aux personnes en responsabilité dans les différentes entités HI (siège et programmes).


Le poste se divise en deux volets principaux (jusqu’à 70% en déplacement):


Déployé sur le terrain : rôle de Manager/officer Accès Humanitaire et Sécurité (HASM) sous la responsabilité directe du Directeur de Programme. RESPONSABILITES :


A/ Déploiement sur le terrain :


Les objectifs de déploiements pourront varier suivant les besoins, mais vous assurerez d’une manière générale unrôle de Manager Accès Humanitaire et Sécurité (HASM) directement sous la responsabilité du Directeur de Programme avec pour mission :


1. Support :sur votre périmètre, vous êtes l’expert de l’accompagnement des programmes vers la subsidiarité et l’amélioration continue.


2. Stratégie :vous participez à l’écriture de la partie HAS des stratégies opérationnelles et pilotez leur mise en œuvre.


3. Standards, Expertise et Redevabilité :vous pilotez le déploiement et le respect des cadres HAS HI sur les programmes et contribuez à leur amélioration continue


4. Mise en œuvre opérationnelle HAS :


- Renforcement de l’acceptation du programme HI dans le pays


- Gestion de la sécurité opérationnelle


- Gestion des incidents et des crises : vous participez à la gestion des incidents en lien avec le Directeur Pays et l’équipe IMT.


- Préparation aux urgences : vous pilotez les actions de préparation aux urgences dans votre département et, en cas d’urgence, réorganisez les priorités de votre équipe en fonction de l’impératif humanitaire, afin d’assurer une réponse rapide et efficace.


5. Renforcement de capacité :vous participez à la montée en compétence des programmes.


6. Suivi / monitoring :vous veillez et auditez la qualité de la gestion HAS sur les programmes


B/ Au siège :


Vous avez un rôle d’appui à l’unité sécurité siège et seconder les Référents en appui aux programmes :


Responsabilité 1 : Appuyer les programmes dans la gestion de la sécurité et de l’accès humanitaire en fournissant briefing, appui technique et recommandations :

Responsabilité 3 : Accompagner et renforcer les capacités du personnel en charge de la sécurité chez HI :

Qualifications/ formation

The Position


The Director, Safeguarding provides guidance and leadership for the implementation of safeguarding prevention throughout the 40+ countries where Mercy Corps operates. ADVISING AND SUPPORTING REGIONAL SAFEGUARDING SUPPORT


Work with Regional Advisors to support in-country safeguarding processes and structures, including support for the roll out of Core Safeguarding Standards

COMMUNICATIONS AND ENGAGEMENT – INTERNAL AND EXTERNAL


Assist Regional SG Advisors to ensure safeguarding related communications to in-country support roles as needed

Support the development and implementation of ongoing communications for existing and/or newly developed safeguarding policies, procedures and resources to safeguarding focal points and champions

With the Senior Director, Safeguarding, coordinate across initiatives and operations to integrate safeguarding as seamlessly as possible

Collaborate on writing of internal and external reporting, including Global Safeguarding report, JESC reports or other safeguarding team publications as needed

Participate in sector established communities of practice and other networking engagements, trainings, or workshops as a representative of Mercy Corps

SYSTEMS, PROCESSES AND TOOLS

Support the roll out of the Core Safeguarding Standards throughout the region

In coordination with the Global Safeguarding Team give technical guidance and advice to Country Directors and SMTs to identify country specific safeguarding strategies and prioritized activities

In coordination with in-country Safeguarding support, give technical guidance and input to country level and program level safeguarding risk assessments and analyses

Support country level safeguarding risk mitigation to ensure activities assessed as having high safeguarding risks are actively implementing prevention measures, incl. observational checklists, supervision, training and other measures

Proactively and reactively engage with all functions to ensure minimum mitigations measures and good practices are implemented

Support the country teams to provide the guidance and tools to support partners in the development of safeguarding capacity and compliance with safeguarding standards

Assist and advise program teams to be able to assess partners’ compliance with minimum safeguarding standards

Work with Human Resources and program teams in the region to develop safeguarding protocols for onboarding team members, casual workers, day laborers, consultants and volunteers

Work with CARM teams and program teams to ensure safeguarding is integrated in CARM systems and communications, including sensitization and consultation with communities

Act as a resource to senior management around safeguarding best practice and obligations under Mercy Corps’ and donor’s Safeguarding policies and response mechanisms

Collaborate with Monitoring, Learning & Evaluation teams around safeguarding guidelines for MEL activities in the region

In coordination with the investigations team, support reflection and adaptation and implementation of corrective actions following case reports when requested

ENGAGEMENT

Participate in and represent Mercy Corps at relevant sector groups and coordination mechanisms, including Clusters and PSEA networks and support the coordination of Safeguarding activities across the region

Participate in Mercy Corps’ cross-operational Global Safeguarding Task Force with key team members from across the organization

Participate in Mercy Corps’ regional working groups or cross-operational groups where safeguarding efforts or the safeguarding team needs representation

With support from the Global Safeguarding Team, provide technical support regarding donor requirements on project proposals and design

Supervisory Responsibility


Five Regional Safeguarding Advisors (East Africa, West Africa, the Middle East, Asia/Europe and the Americas)

Experience working in humanitarian aid or development programming

Demonstrated leadership ability and ability to partner closely with direct reports and other team contributors

Previous supervisory experience preferred

Demonstrated knowledge and passion for Safeguarding, a survivor sensitive approach, and a sensitivity to cultural diversity and gender issues.

Experience communicating sensitive and complicated subjects to diverse groups

Strong writing skills and mature communications skills

Fluency with data presentation and communication tools.

PURPOSE


The Program/Administrative Assistant will prioritize and provide program-related administrative, logistical, and other support, focusing on executive-level support to the Regional Director, Africa. National Hygiene Program Creates Jobs for Kenyans in Informal Settlements

Through the National Hygiene Program, the government offered a lifeline to more than 250,000 youth hurt by COVID-19 response measures


The social protection program has transformed to provide sustainable work activities expected to last beyond life of the program


More than $92 million (Ksh10 billion) has been invested in the game-changer program that has brought positive social impact to the countries informal settlements


NAIROBI, October 12, 2020 Following the first confirmed COVID-19 (coronavirus) case in Kenya in March 2020, the government swung into action and implemented containment policies that were aimed at reducing the spread of the virus across the country.


Like many countries across the globe, efforts to minimize the spread of the virus sent Kenya’s economy into turmoil as widespread shutdowns were imposed to minimize the spread of the virus through human contact. As a result, many people, particularly communities in informal settlements, were massively affected by the partial lockdown. Already a vulnerable group owing to the high poverty and ever rising unemployment levels they face, the contraction of the economy brought more pain to them as it further affected their ability to meet their basic needs. Households were hit by massive joblessness, as many people who mostly work as casual laborers lost their jobs, adding to their desperation.


To support low-income workers during this time of limited movement, the government created the National Hygiene Program to provide employment opportunities with daily wages. The program, commonly known as Kazi Mtaani (loosely translated as jobs in our hood), includes labor-intensive works such as street and drainage cleaning, garbage collection, bush clearance, fumigation and disinfection, while ensuring clean environs and improved urban infrastructure and service delivery.  


“Kazi Mtaani has been a game changer for so many families across the country particularly at a time when the economy has contracted due to the ongoing COVID-19 pandemic,” said Charles Hinga, Principal Secretary State Department for Housing and Urban Development. “We expect that many more lives will be impacted positively in next six months and beyond. We are already training the workers in road construction, and house making using Interlocking Stabilized Soil Blocks technology to take up new opportunities under community contracting to ensure sustainability of the program beyond the six months.”


In Phase 1 of the program, which ran from April 29, 2020 to June 2, 2020, more than 26,000 jobs were created under the Kenya Informal Settlements Improvement Project, at a cost of about $3 million. Jobs were created in 27 settlements across the eight counties—Nairobi, Mombasa, Kiambu, Nakuru, Kisumu, Kilifi, Kwale, and Mandera—most severely constrained by the restricted movements at that time. Two additional settlements—Old Town in Mombasa and Eastleigh in Nairobi—were added to the areas that benefited from the program. Under Phase 1, youth enlisted in the program earned a daily wage of Kshs. 600 (~$5.5) paid through mobile money transfer.


“As youth from Kibra, we are very grateful to the government for launching this program because it is not only enabling us to fend for our families and settle our bills, but it is also ensuring that young people are less idle as they are engaged at work during the day which has significantly minimized crime rates in our area,” said Byron Mashu, who lives in Kibera in Nairobi.  


The program's multiplier effect has equally been significant. Cumulatively, the funds have helped spur the local economies leading to improved livelihoods for the residents of the participating informal settlements. Additionally, the program has notably reduced crime and drug abuse cases, improved cleanliness and, government officers interact with the workers, and in some cases get involved in the clean-up exercises.


“We have seen the reduction of petty crimes and dependency on other people and our environs are clean,” said Don Dante, a youth leader from Mukuru Kwa Njenga slums who noted that he and many others can now afford to feed their families. “We hope to see more of these opportunities for a better Kenya.”


With the success of the first phase, the government has rolled out both Phase 1B and Phase 2, using its own financing, with another 283,210 workers recruited across all 47 counties in the country. 


“The Second Kenya Informal Settlements Improvement Project will continue to support the government in the subsequent phases of their labor-intensive community work initiatives, such as Kazi Mtaani” said Sheila Kamunyori, World Bank Senior Urban Specialist and Task Team Leader.


In Phase 2, planned to run for six months, Kazi Mtaani will focus more on sustainable work activities such as construction of public spaces and infrastructure such as schools, libraries, toilets, footpaths, painting and cobblestone roads paving. A hybrid of skilled and unskilled labor has therefore been engaged in a bid to ensure that the program delivers value post COVID-19. The benefits accruing from this program are essential to building the resilience of informal settlement dwellers both during the pandemic and after.

The Source to Pay (S2P) project will form a major part of Save the Children International's (SCI) High Performing Organisation (HPO) programme. The project's goal is to design, develop and implement a global Source to Pay solution ("ProSave") across 56 country and regional offices in SCI and to other SC Member organisations by end 2021 - and to transform the current manual tendering, contract management, supplier management and purchasing processes into an automated solution.

Log Manager for Donetsk, Dnipropetrovsk and Vinnytsia Regions

 The humanitarian aid organization Ärzte der Welt e. V. is the German division of the international network Médecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.


MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.


MdM has been operating in Eastern Ukraine since 2015, targeting the most vulnerable communities and people affected by the ongoing conflict by improving access and quality of health care services for the population in Luhansk Oblast and Donetsk Oblast. Since the Russian invasion in February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM maintains a coordination office in Chernivtsi (before the war it was in Kiev) and a field office in Dnipro. The former field offices in Severodonetsk (Luhansk Oblast) and Bakhmut (Donetsk Oblast) are currently closed. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.


In support of our work in Donetsk Oblast and Dnipropetrovsk Oblast, MdM Germany is looking for an experienced Logistics Manager (national or international) based in Dnipro with field visit to Vinnytsia and possible trips to other locations within Ukrainian government-controlled areas. The Logistics Manager is responsible for the management and strengthening of the national logistics department of MdM Germany in Ukraine.

The objective of this billable short-term assignment is to serve as the COVID-19 Vaccines Logistics Consultants for the USAID Global Health Supply Chain (GHSC) - Procurement and Supply Management (PSM) project. The COVID-19 Vaccine Logistics Consultants will provide routine support to the States’ Primary Health Care Development Agency (PHCDA) in the development of their LMD orders, pick-up, delivery, and reverse logistics of the COVID vaccines and consumables from the State central cold stores to the LGA cold stores, and other service delivery points as may be required in the States. The COVID-19 vaccines logistics consultant is also required to monitor the LMD of the vaccines to ensure 3PL compliance to set standards, track shipment for appropriate temperature monitoring in compliance with best practices and conduct a review and reconciliation of the vaccine’s Proofs of Delivery (PODs) for quality assurance.


Background: The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that addresses all elements of a comprehensive supply chain.


All four task orders are implemented in Nigeria.


Principal Duties and Responsibilities (Essential Functions)
