Business Development Analyst

 The Analyst will assist business development, project management and office tasks for NIRAS Africa. They will conduct market research, provide technical and administrative inputs into positioning and bidding processes including consultant recruitment, deliver consultancy and project management services, and be directly involved in general company business.


Reporting


The Analyst will report to the NIRAS Africa Business Development/Project Manager and work closely with the NIRAS Africa Market Coordinator.


Main responsibilities and specific tasks will include:


BUSINESS DEVELOPMENT (50%)


In liaison with the NIRAS Africa Market Coordinator, undertake client focused market research, including a review of donor procurement plans to develop a pipeline of technically and commercially attractive project opportunities. Gather intelligence on projects, partners, and competitors through desk-based market research.

Support tender development teams deliver high quality proposals through bid development process with organisational, administrative, and technical support, e.g., CVs, profiles, project experience / record of accomplishments.

Coordinate consultant recruitment processes for tender teams, conduct search process through Devex, Development-Aid and Linked-in etc, collect and organise CVs, undertake background and reference checks, help arrange interview processes, compile statements of availability and offer letters, upload, and organise files on NIRAS Africa SharePoint system.

Ensure that project references from completed projects are drafted and finalised for content for CVPT2, the website and social media.

CONSULTANCY AND PROJECT MANAGEMENT (50%)


Support the delivery of consultancy and project management team-based assignments. This will include providing any technical input, collecting, and synthesising lessons learned, organising field visits etc.

Assisting project administration in liaison with the Project Manager/Office administrator which includes reviewing short term consultant timesheets etc.

Conduct data collection, analysis and draft reports as required by the Project Manager.

Follow-up of project activities with short term consultants and clients

Organising project events as required e.g. workshops and learning events.

KEY ACCOUNTABILITIES


Positioning / Bidding: Participates in bid preparation and positioning as required. Assists with coordination of bids under supervision of Bid Manager. Prepares draft positioning plans and bid schedules. Contribute to the identification of suitable personnel/consultants/experts, partners, methodology/solutions, and production of budgets.

Market Research / Analysis: Undertakes desk-based market data collection and analysis, under the direction of more senior staff. Provides data and information to practice area and target country focal points. Undertakes tracking of published opportunities.

Organisational Awareness / Promotions: Develops an understanding of NIRAS Africa markets and key clients. Supports company-related marketing activities. Maintains marketing material and helps ensure staff utilise them. Limited attendance at networking events. Updates company website, project summary sheets and capability statement.

Partnership Development: Undertakes partner and competitor research, summarises partnering options, assists in the development of pre-bid agreements. Identifies main negotiating points of a given issue for negotiation.

Systems Development: Implements BD systems, emphasis on tracking, EOI and bid development / compliance. CV formatting and customisation.

Relationship Management: Begins to develop personal business networks . Knows NIRAS Africa customers and their requirements. Collects and administers consultant, client, and partner information.

QUALIFICATIONS AND SKILLS


Undergraduate degree in any discipline from an accredited institution a must have; a master’s degree in a relevant subject area would be a plus.

2 years’ experience gained in a Business Development focused role will be an added advantage.

Working experience in a full range of administrative, logistical and office support services in a company or INGO. Project administrative skills are a must have will be an add advantage.

Advanced research, data collection and analysis skills with attention to detail and accuracy.

Good written and spoken English and French preferable.

Highly organised in both time and in resources management,

Community and Engagement Officer - 6 months role

FilmAid Kenya is a development and humanitarian communications organization that has been working in the Kenya Refugee Operation for over 20 years. FilmAid Kenya harnesses the power and influence of media and the arts to respond to emergencies, as well as promote social change through dialogue in order to protect the well-being of displaced and vulnerable populations by building stronger, healthier, and more informed communities.


The Role:


The Community Engagement Officer will provide support to the Content Development Coordinator on the implementation of the community feedback mechanism and facilitation of Community Dialogues components of the Sikika Project.


Under the supervision of the Content Development Coordinator, the Community Engagement Officer is responsible for coordination of the community engagement activities, compiling and analyzing feedback, supporting the implementation of data management processes, monitoring and evaluation of the Sikika project activities. The Community Engagement Officer’s expected outputs are geared towards supporting the delivery of outputs and outcomes of the project as a whole.


S/he will closely support the Content Development Coordinator in implementing project activities and the production of expected reports for the project. The Community Engagement Officer will be responsible for assisting the Content Development Coordinator in project related activities and ensuring smooth operations of the project.


He/she shall ensure that the project’s plans are in place and kept updated as per the project’s overall objective.


Co-ordination:


Participate in planning the implementation of community dialogues with the Content Development Coordinator

Participate in efforts to Create and nurture a positive working relationship with relevant stakeholders

Support the timely and successful implementation of community dialogue sessions

Create and maintain a database of all relevant contacts engaged during the dialogues

Communicate with relevant project stakeholders and mobilize them to ensure their participation in the project’s activities

Support the facilitation of the community dialogues among various stakeholders in the project;

In collaboration with community mobilizers and stakeholders collate and document progress of the community dialogues;

Coordinate and arrange all logistics for Listener Group Heads bi-weekly meetings, and CGs workshops, including invitations for the dialogue sessions, venue, participants travel and refreshments or meals;

Support the Content Development Coordinator in compiling backend data and producing monthly feedbacks reports for sharing with partners during CWC meetings

In collaboration with the Content Development Coordinator, facilitate the creation and implementation of a detailed annual work-plan, which identifies sequences of activities needed to successfully implement the project and ensure project objectives are met;

In collaboration with key stakeholders, facilitate the development and roll-out of detailed implementation plans in communities

Develop community dialogue schedule and work plans with the Content Development Coordinator; revise and regularly review the schedule as required;

Document project activities and ensure that all project data is appropriately secured;

Monitor the progress of the project implementation and make adjustments as necessary to ensure the project remains on track and is successfully implemented;

Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project.

Participate in writing activity and monthly reports

Monitoring & Evaluation:


Oversee the monitoring and evaluation aspects of the Sikika project, working closely with the M & E Officer, data clerks to ensure that M&E tools are in place and implemented to document progresses towards the project’s results.

Contribute in the development of a system that facilitate data collection, reporting and flow of data within the project team that sufficiently captures project information needs

Support the development and implementation of M&E plans and tools, as well as learning activities (e.g, reflection sessions) throughout the project implementation in coordination with Content Development Coordinator to inform learning and best practices.

Manage data management systems, spreadsheets and other data tools and ensure the quality of high-value data for accuracy, consistency and comparability and consolidate operational information as needed to support analysis.

Provide timely, quality support and guidance to the project team to meet the project’s specific M&E needs

Conduct participatory monitoring activities and data collection and field visits as required through individual interviews, phone interviews, pre/post testing, focus group discussions, and community visits.

Support reporting and analysis of data collected on outcome indicators and feed into donors’ reports in addition to learning reporting that synthesizes good practices and lessons learned.

Implementing M&E standards around project planning, research, data collection tools, monitoring missions and evaluations

Context:


Natural hazards, exacerbated by climate change, and limited adaptation capacities, are one of the main drivers of displacement in Somalia. To address this, IOM is working on the nexus of migration, environment, and climate change (MECC) in Somalia and received EU-funded project “Breaking the Climate-Conflict Cycle in Galmudug State of Somalia”, which aims to address climate change as a driver of conflict in the federal member state. IOM is the technical implementing partner on the behalf of Federal Government of Somalia (FGS) and member states. The projects are focusing to ensure sustainable development taking into the account Migration, Climate Change, WASH, and stabilizations. The incumbent will work closely the Community Stabilization unit in the implementation EU-funded project in Galmudug state.


Since Migration, climate change and environment are cross cutting issue, the incumbent will work closely with all units of the mission to provide the technical support on the issues related with climate change and its adverse environment impact


Under the overall supervision of Senior Programme Coordinator (EPC) and the direct supervision of the Project Manager (WASH), the Programme Officer (MECC) will be responsible for contributing to Migration, Environment and Climate Change (MECC) activities, in particular project management, programme development and the mainstreaming of MECC within the Country Office (CO).


Core Functions / Responsibilities:


Provide overall direction and oversee the implementation of Migration, Environment and Climate Change (MECC) activities and programmes in Somalia, through the effective and timely implementation of programme activities, conceptualization, and design, and be responsible for its financial, administrative, and technical oversight in line with IOM policies and practices as well as donor requirements.

Establish and maintain partnerships with key stakeholders and beneficiaries, including the government, UN agencies, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), local communities, donors, and represent IOM in appropriate coordination and operational inter-agency fora relevant to the programmes/projects.

1. Join the Pipe Project: Installing sustainable tap water stations near playgrounds, city centers, parks, schools and bus stations in Africa; for people to access clean tap water whenever possible.


The project also works to bring awareness to the environmental impact of production and waste of bottled water through two ventures:


A water kiosk at school: a school based and students managed business selling clean tap water to community residents. It involves financing a community school to set up an onsite water kiosk with specially designed and sustainable products for children to transport tap water at home straight from school. It is both an educational and profitable business – teaching students’ business and entrepreneurial skills, and generating much-needed income for schools.

Public drinking tap water station: In partnership with urban Communities/Towns/Cities we install our non-breakable drinking water station in Public places for people to access clean drinking tap water free of charge.

2. Jijenge Kijana Fund: a youth livelihood pathway offering microcredit, micro-saving and training which enables ITF members to engage in productive and stable livelihoods


3. Erasmus Plus Projects:


GO-PRO The main objective of the project is to create space for the development of key information and communications technology (ICT) competences in the field of programming for children and youth. The project plans on achieving this by creating GO-PRO centers where modern programming education can take place and, in the process, awaken the passion to code in the youth. This project is done in collaboration with Meritum (Poland) and International Transformation Foundation (Kenya).

4Evergreen This is a project aimed at empowering the youth which ITF will implement in collaboration with the Association for European Cooperation, Development and Communication (CODEC vzw), Belgium. 4Evergreen will bridge 2 programme objectives– to support awareness raising on the environmental and climate goals and taking up innovative practices in a digital era. The project main aim thereafter is to contribute to the just and inclusive transition to sustainable living throughout empowering youth work sector across the globe to raise awareness on environmental issues by personal example and digital tools – the language of young people.

PUBLIC RELATIONS ASSISTANT


Your role is to tell the ITF's story to the outside world, shaping the narrative about the organization’s work and helping create a positive public perception to investors, partners and volunteers.


Duties and Responsibilities:


Publishing Content: You are required to write original content that portrays ITF in the best possible light. This requires you to: Compile and keep a record of ITF communications with external stakeholders as well as work alongside other teams within ITF to create written content, as well as videos and pictures.


Creating content: Once you have created your content, you are responsible for publishing and distributing it in order to maintain a vibrant online presence for ITF. While you are encouraged to think creatively in this space, you are expected, at a minimum, to:


Post regularly on ITF’s official social media platforms.

The Head of Climate Change Programme (CCP) will provide strategic and technical leadership to develop transformative approaches for CCP of BRAC International (BI). Reporting to Director-Programmes, s/he will work with the team to ensure CCP strategy, standards and systems are in place and implemented across BI countries. The Head -CCP will provide strategic guidance and technical support to BI-Country teams to accomplish the planned activities/interventions towards achieving the Climate Change agenda of the organization in collaboration with relevant internal and external stakeholders. S/he will also, promote linkages to the national health authorities, other institution, advocacy, partnerships, fundraising, and internal technical and functional teams, and at the same time ensure consistency of approaches with other associated members of BRAC International. Key Responsibilities:


Provide strategic leadership to BRAC International’s Climate Change Programme in BRAC International and its country offices

Mobilize resources for Climate change Programme of BI from Donor, Government, GCF etc. and building on the CCP work in BI and its countries

Take the lead in CCP sector’s proposal development, help country management to design new projects/proposals and review and provide technical input on proposals. Should have in depth experiences in problem tree analysis, Theory of Change, developing Log Frame, etc.

Ensure mainstreaming of climate change interventions within BI’s development programmes

Provide technical support and guidance to the CCP team to design, implement, and monitor and evaluate the programs in the ground through communication and regular field visit to the countries as necessary.

Support national and global advocacy of the Climate Change approaches/learnings to tackling Climate Change related effects. Develop effective linkages with Governments, donors, strategic networks and partners to ensure that BI’s Climate Change programming receives optimum visibility

About the project


COVAW, in partnership with VOICE is currently implementing a 2-year project entitled TUPO.TUSIKIZWE (We are here. Listen to us) in Kwale County. The project aims at empowering marginalized women and girls, including those with disabilities to participate in the County Budget process in Kwale County by enhancing their voices to demand for the uptake of their priority needs and equitable distribution of resources. The project will address this by enhancing understanding of the normative framework in budgeting at the county level, capacity building of women and girls including those with disabilities to analyse the Kwale County Budget estimates against their needs and recommend actions to enhance responsiveness. This will prompt critical engagement in development processes, enabling citizens to understand the importance of provision of resources that match needs of vulnerable groups and provide a means of holding public officials accountable, when they make development commitments.


The primary beneficiaries will bevulnerable and marginalized women and girls, including youth and persons with disabilities in Matuga, Msambweni and Lunga Lunga sub counties and the secondary beneficiaries will beWomen leaders in the county assembly of Kwale, County government officials, Civil society representatives, Media officials and community members**.**


Summary of the Project’s Theory of Change


If the capacity building sessions on gender responsive budgeting, leadership, lobbying and advocacy for targeted groups; community, CSOs, government line department heads are implemented then community members will be aware of their civic rights and how to identify community projects that should be prioritized in the budget making process. This in turn will indicate an increase in understanding by rightsholder groups on the normative framework on budgeting consequently contributing to the overall impact.


If community awareness creation on the budget making process, media engagements, public participation forums, multi sectoral engagement, review meetings with sub counties gender technical working groups, networking advocacy forums with county PWD network and youth led advocacy summit with female Members of the County Assembly are implemented successfully, then there will be increased citizen engagement in budget making process through public participation forums held at the ward level, increased participation of women, youth and persons with disabilities in the public participation forums at the ward level and allocation of resources towards community needs driven projects to address the needs of women and girls. This will then lead to increased involvement of the public in engaging with the members of county assembly to discuss gender responsive budgeting, increasing understanding on gender responsive budgeting and utilization of gender responsive budgeting principles and gender analysis of Kwale County budget estimates consecutively recommending actions to scale-up responsiveness to GBV and economic empowerment of adolescent girls and young women. These activities, outputs and outcomes contribute to the overall impact.


IMPACT: County development plans and budgets reflect the needs of vulnerable and marginalized groups, with proper resourcing done to support the same. Target groups will report a better quality of life in terms of access to basic services. The voices of women and girls in Kwale County will be amplified, as they learn to assume leadership roles in development.


Purpose of the Consultancy


The primary purpose of the consultancy is to conduct action research to collate community and stakeholders’ experiences in implementation of Gender Responsive Budgeting as a tool for change at county level and to identify best practices for CSOs, that can influence uptake of Gender Responsive Budgeting.


Objectives of the Research


The consultant is therefore required to:


To collate community and stakeholders’ experiences in implementation of Gender Responsive Budgeting as a tool for change at county level. (With a focus on women, girls and PWDs)

To determine how decision makers at the county have applied Gender Responsive Budgeting.

To identify best practices for CSOs, to influence uptake of Gender Responsive Budgeting.

To develop three case studies based on what worked and what did not work well in the lobbying and advocacy for Gender Responsive Budgeting at COVAW level.

Scope of Work


Planning

The consultant is expected to perform the following tasks:


Develop and refine the research questions

Conduct a comprehensive literature review in line with the above objectives of the action research.

Develop data collection tools both qualitative and quantitative

Action

The consultant is expected to collect qualitative and quantitative data in three sub counties of Msambweni, Lunga Lunga and Matuga. The action research will be conducted in 9 villages sampled from 9 wards in the 3 sub counties as follows:


Bombo villages in Waa-Ngombeni Ward

Lunguma villages in Tsimba-Golini Ward

Kilimangodo villages in Mwereni ward

Mwananyamala village in Dzombo ward

Shimoni village in Pongwe Kikoneni ward

Kiwegu village in Vanga ward

Mivumoni villages in Ramisi ward

Makongeni village in Kinondo ward

Kilolapwa village in Ukunda ward

The identification of the villages was informed by prevailing data on levels of poverty, access to basic amenities and prevalence on Gender Based Violence (GBV).


Data analysis

The consultant will use data analysis tools to analyse the quantitative and qualitative data and share key findings in an easy-to-understand format.

The consultant will draft and share high quality reports as follows:


1st Draft Document


The first draft document will contain information as indicated in the scope above.


Timely feedback on the 1st draft will be provided by the program team.


2nd Draft Documents


The revised documents will synthesize all information, conclusions and recommendations taking into account all comments and additions from COVAW following the submission of the 1st draft document. In case the 2nd draft document is not satisfactory to both parties, communication and the work should continue till an approved 2nd draft.


Validation meeting


COVAW will organize a feedback meeting. The consultant will make a presentation to the program team on the contents of the research. The meeting will be an opportunity to clarify outstanding aspects of the research.


Submission of documents


All documents used in the preparation of this assignment such as, interview guides, progress reports, data collection tools, draft project documents, templates, raw data collected, preliminary and intermediate designs, layouts, specification documents etc. are expected to be submitted to COVAW together with the 2nd draft document.

The duration of this consultancy is expected to run for 30 days.

The consultant will be supervised and guided directly by COVAW and the consultant will be required to meet the above expected deliverables listed during the period of the consultancy. Internal Audit Unit (IAU)

The Internal Audit Unit (IAU) is responsible for conducting internal audit activities at the AECF and investee companies. IAU provides an independent and objective assurance and consulting activity designed to add value and improve the operations of the AECF.


About the assignment

The AECF’s core business is driven by the Portfolio management process. The process includes a competition process – market assessments, preparation of term sheets, inviting applications through a call for proposals, applicant selection, due diligence, onboarding, capacity building or technical assistance, portfolio monitoring, disbursements, collections (where applicable), risk management procedures and reporting. We seek a consultant to audit the Portfolio Management process, identify improvement areas and communicate suitable recommendations.

Deliverables

Inception report: Within 5 working days of the signing of the Contract, submit an Inception Report which should include a draft work plan containing a schedule of effort, and deliverables under the Contract.

Progress updates: Hold regular discussions with the Head of Internal Audit including reasons for potential delays; follow-up actions and significant trends identified.

Draft Report: Produce a Report for review and comments before the completion of the audit. The report shall include an executive summary, the methodology followed during the assignment and the outcome of the review based on the objectives and tasks defined above. The report should detail any key positive practices, and weaknesses identified during the audit, along with recommendations for corrective action to prevent a recurrence.

Final Report: The Final Report will cover all key activities undertaken during the assignment. This will include weaknesses in a control system of the AECF Portfolio Management Process and make appropriate recommendations.

Methodology and Approach

To facilitate a faster evaluation and comparative analysis of the proposals, we recommend that the proposals be structured in the following manner:


The expertise of Firm/Organization – This section should provide details regarding the management structure of the organization, organizational capability/resources, and experience of the organization/firm, and the list of projects/contracts (both completed and ongoing, both domestic and international) which are related or similar in nature to the requirements of the RFP.

Proposed Methodology, Approach and Implementation Plan – This section should demonstrate the implementor’s response to the RFP/scope of services by identifying the specific components proposed, how the requirements shall be addressed, as specified, point by point; providing a detailed description of the essential performance characteristics proposed; and demonstrating how the proposed methodology meets or exceeds the specifications, while ensuring appropriateness of the approach to the local conditions and the rest of the project operating environment.

Management Structure and Key Personnel – This section should include the comprehensive curriculum vitae (CVs) of key personnel that will be assigned to support the implementation of the proposed methodology, clearly defining the roles and responsibilities vis-à-vis the proposed methodology. CVs should establish competence and demonstrate qualifications in areas relevant to the TOR.

In complying with this section, the implementor assures and confirms to The AECF that the personnel being nominated are available on the proposed dates. If any of the key personnel later becomes unavailable, except for unavoidable reasons such as death or medical incapacity, The AECF reserves the right to render the proposal non-responsive.


Through this request for proposals (“RFP”), the Internal Audit Unit of The AECF seeks to appoint a Provider/Consultant to audit the Portfolio Management process.

The AECF may, at its discretion, cancel the requirement in part or whole. It also reserves the right to accept or reject any proposal and to annul the selection process and reject all proposals at any time before selection, without thereby incurring any liability to proposers/firms.

Proposers may withdraw the proposal after submission provided that written notice of withdrawal is received by the AECF before the deadline prescribed for submission of proposals. No proposal may be modified after the deadline for submission of proposals. No proposal may be withdrawn in the interval between the deadline for submission of proposals and the expiration of the period of proposal validity.

All proposals shall remain valid and open for acceptance for 30 calendar days after the date specified for receipt of proposals. In exceptional circumstances, the AECF may solicit the proposer’s consent to an extension of the period of validity. The request and the responses thereto shall be made in writing.

The proposals prepared by the proposer and all correspondence and documents relating to the proposal exchanged by the proposer and the AECF shall be written in English

Financial Proposal

The Financial Proposal should include pricing information covering the requirements covered in this document.


The Financial Proposal document must be clearly marked “Financial Proposal - Portfolio Management Process Audit” as well as the email subject. NO details of a financial nature whatsoever must be included in the Technical Proposal. Failure to comply with this requirement will result in disqualification.


The financial component shall include the following:


Fee structure and pricing details in US dollars including all expenses and applicable taxes;

The financial methodology that explains the rationale of the financial component and how it offers the best value;

A financial plan that clearly links all costs to activities and outputs detailed in the work plan with associated payment mechanisms;

The AECF reserves the right to give preference to the most appropriate baseline in terms of expected economies of scale.

The financial proposal shall be fixed price and not based on Time & Material. It should contain real efforts in terms of man days (i.e. Junior, Intermediate, Senior etc.) and price per man day for each category. Based on the Technical proposal (Workplan, methodology, personnel, goods, and services to be supplied under the contract and the unit rates, the bidder must provide a total lump sum fixed price for determining the financial score and contract value.

AECF is obliged by the Kenyan tax authorities to withhold taxes on service contract fees as well as ensure VAT, at 16%, is charged where applicable. Evaluation Criteria

An evaluation committee will be formed by the AECF. All members will be bound by the same standards of confidentiality. The consultant should ensure that they fully respond to all criteria to be comprehensively evaluated.


The AECF may request and receive clarification from any consultant when evaluating a proposal. The evaluation committee may invite some or all the consultants to appear before the committee to clarify their proposals. In such an event, the evaluation committee may consider such clarifications in evaluating proposals.


In deciding the final selection of qualified bidder, the technical quality of the proposal will be given a weighting of 70% based on the evaluation criteria. Only the financial proposal of those bidders who qualify technically will be opened. The financial proposal will be allocated a weighting of 30% and the proposals will be ranked in terms of total points scored.

1.2. The Task


The objective of this consultancy is to facilitate the development of a 5-year Strategic Plan for the Navigators (EPTF) Kenya Trust. The consultancy should utilize a participatory approach where all the relevant stakeholders for EPTF are consulted and their views taken into consideration.


As part of the process, the consultant will conduct a review of the current strategic plan for 2020 – 2022 with a focus on the following:


The impact and sustainability of the outcomes to the beneficiaries/participants;

The vision and calling of the founding organization – The Navigators Kenya;

The reason why EPTF was founded 30 years ago;

The current realities of the social problems in communities in Kenya;

The sustainability of EPTF as an institution and its responsibilities to its stakeholders;

The focus EPTF should embark on in the next 5 years.

1.2 The Process, Coordination & Outcomes


The Consultant (s) will work under the overall leadership of the EPTF Board and in close consultation and coordination with the National Coordinator to plan for and facilitate the strategic planning meetings and the development of the 5-year Strategic Plan. The National Coordinator will facilitate access to relevant information and will arrange for review and key informant meetings with EPTF staff, Board, participant representatives, and any other important contacts as may be determined from the review and context analysis.


The Strategic Plan should give EPTF a clear framework within which to work, incorporating strong sustainability and institutional resilience focus, precisely outlining the pathways of the organization in relation to the new strategic objectives. It is expected that the plan will integrate the forward and onward thinking between ongoing programmatic work, the wider vision of the Navigators Kenya, and the need to be sustainable.


1.3 Specific Terms of Reference & Key Deliverables


The review and planning processes should be structured in a way that supports active learning, team building, and ownership of the new strategy. Therefore, all the activities at all stages of the review and development process must be a participatory, multi-stakeholder process and must involve the Consultant(s) consulting with EPTF’s key stakeholders. In consultation with the Board and National Coordinator, the consultant will be responsible for carrying out the following activities:


Submit within 5 working days from the start of the assignment an inception report that incorporates the final work plan, final description of approaches and methodologies, field data collection plan and tools, and detailed description of each of the deliverables as per item 3.0

Conduct desk review of relevant documents on EPTF including the website and the current 3-year strategic plan.

Conduct field data collection based on agreed contacts and stakeholders list developed in close consultations with EPTF Board and National Coordinator.

Facilitate and generate outputs from relevant consultation workshops/meetings with staff, board, beneficiaries, and stakeholders of EPTF as required, capturing relevant information including the following:

Analysis of EPTF’s institutional strengths and weaknesses.

Environmental scan and analysis of significant opportunities and threats facing EPTF

Identification of key success factors for EPTF to deliver on its mandate.

Identification of thematic areas that will guide priority setting for EPTF.

Formulation of strategic options and selecting appropriate strategies to meet them.

Identification of the principal partners and focus participants/communities for successful implementation of the EPTF strategy.

Establishment of accurate controls for monitoring and evaluating the performance of the strategic plan as well as impact assessment.

Hold periodic monitoring and progress review meetings with the National Coordinator every week or as necessary during this consultancy

Lead stakeholder consultations, to discuss and crystalize thoughts around the impact of EPTF’s past projects, and key thematic areas to focus on for the impact and sustainability of EPTF including setting targets (balanced scorecard) and the ideal organogram to support the SP.

Develop a Performance Management Tool

Draft an ideal organogram to support the SP

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Context:


There are 7.2 million people in need of humanitarian assistance in Somalia. The country also has one of the highest numbers of Internally Displaced Peoples (IDPs) in the world with more than 2.9 million who have been displaced by conflict, insecurity, forced evictions, droughts, and floods.


In Somalia, climate change acts as a threat multiplier by exacerbating competition between clans over grazing land and water resources, inducing displacement and the recruitment of youth by armed actors, marginalizing minority groups, and empowering the extremist organization, al-Shabaab, which exploits inter-clan grievances to capitalize on climate-induced crises. Somalia is currently experiencing an extreme drought due to the impact of four consecutive failed rainy seasons, a climatic event not seen in at least 40 years. As a result, nearly 1 million individuals have been newly displaced due to the drought.


The IOM Somalia mission is implementing frontline activities as well as taking the lead in the Displacement Tracking Matrix (DTM) programme, which encompasses mobility tracking, flow monitoring, and surveys components that aim at supporting evidence-based programming. As co-chair of the Information Management and Assessments Working Group (IMAWG), and key member of Internally Displaced Peoples Working Group (IDPWG), the DTM programme is enabling humanitarian actors plan and respond to needs in Somalia and across the region.


The recurrent crises experienced in Somalia emphasize the need for preventative and longer-term approaches. As part of a greater focus on resilience and achieving durable solutions, emergency preparedness and response activities, durable solutions and development programming must operate in complementarity to address humanitarian crises in Somalia to ensure sustainable and lasting solutions.


DTM Somalia is in a strong position to contribute research and contextual analysis on climate fragility, Durable Solutions, and the Humanitarian Development Peace Nexus (HDPN) nexus in Somalia.


Under the overall supervision of the Senior Programme Coordinator (Emergency and Post Crisis), and the direct supervision of the Programme Manager (DTM), and in coordination with the Regional Data Hub in Nairobi the Project Officer (DTM) will be responsible for providing support and contributing to the development and implementation of the Displacement Tracking Matrix (DTM) initiatives and data collection in the country, with a specific focus on Climate Fragility, Durable Solutions and Humanitarian Development Peace Nexus (HDPN) thematic.


Core Functions / Responsibilities:


Assist in planning, developing, and implementing DTM research methodologies (qualitative and quantitative) with a specific focus on climate fragility, Durable Solutions, Transhumance Tracking and the HDPN nexus.

Conduct literature/desk reviews and stay abreast of migration related data products covering the region, to validate and contextualize DTM’s findings.

Provide technical support for the implementation of DTM activities in line with Headquarters(HQ) DTM methodological framework, IOM’s technical Information Management requirements, and operational needs.

Support the unit on survey design, assessment preparation, and data collection planning and monitoring.

Ensure the integration of gender perspective and attention to specific needs of vulnerable populations such as pregnant women, persons with disabilities, the elderly, children as well as other highly vulnerable groups within data collection activities.

Develop, track, and follow up on the timely preparation and generation of information products, and support information sharing and dissemination through all relevant channels in line with IOM’s data protection principles and as agreed by the program manager.

Organize appropriate training for the data collection team on issues related to data quality, including definitions, numbers, trends.

Represent DTM at relevant internal and external meetings, including cluster/sector, working groups and task force meetings as required.

Contribute to the development of project proposals, project updates and final reports to donors.

Engage external and internal data users (bilaterally or through workshops) to help improve the way DTM products are utilized.

Required Qualifications and Experience:

Education


Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

University degree in the above fields with four years of relevant professional experience.

Experience in research and analysis in emergency and transitional contexts;

Experience in conceptualizing research projects, quantitative and qualitative tool design, and report writing in the field of population studies, refugees/IDPs in developing countries, on the Framework for Durable Solutions for IDPs and returnees applied to different displacement contexts;

Experience in project management and implementation;

Experience working in international organizations and the humanitarian community;

Experience in relevant issues such as migration, displacement, humanitarian assistance,climate fragility, durable solutions;
