Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Context:


There are 7.2 million people in need of humanitarian assistance in Somalia. The country also has one of the highest numbers of Internally Displaced Peoples (IDPs) in the world with more than 2.9 million who have been displaced by conflict, insecurity, forced evictions, droughts, and floods.


In Somalia, climate change acts as a threat multiplier by exacerbating competition between clans over grazing land and water resources, inducing displacement and the recruitment of youth by armed actors, marginalizing minority groups, and empowering the extremist organization, al-Shabaab, which exploits inter-clan grievances to capitalize on climate-induced crises. Somalia is currently experiencing an extreme drought due to the impact of four consecutive failed rainy seasons, a climatic event not seen in at least 40 years. As a result, nearly 1 million individuals have been newly displaced due to the drought.


The IOM Somalia mission is implementing frontline activities as well as taking the lead in the Displacement Tracking Matrix (DTM) programme, which encompasses mobility tracking, flow monitoring, and surveys components that aim at supporting evidence-based programming. As co-chair of the Information Management and Assessments Working Group (IMAWG), and key member of Internally Displaced Peoples Working Group (IDPWG), the DTM programme is enabling humanitarian actors plan and respond to needs in Somalia and across the region.


The recurrent crises experienced in Somalia emphasize the need for preventative and longer-term approaches. As part of a greater focus on resilience and achieving durable solutions, emergency preparedness and response activities, durable solutions and development programming must operate in complementarity to address humanitarian crises in Somalia to ensure sustainable and lasting solutions.


DTM Somalia is in a strong position to contribute research and contextual analysis on climate fragility, Durable Solutions, and the Humanitarian Development Peace Nexus (HDPN) nexus in Somalia.


Under the overall supervision of the Senior Programme Coordinator (Emergency and Post Crisis), and the direct supervision of the Programme Manager (DTM), and in coordination with the Regional Data Hub in Nairobi the Project Officer (DTM) will be responsible for providing support and contributing to the development and implementation of the Displacement Tracking Matrix (DTM) initiatives and data collection in the country, with a specific focus on Climate Fragility, Durable Solutions and Humanitarian Development Peace Nexus (HDPN) thematic.


Core Functions / Responsibilities:


Assist in planning, developing, and implementing DTM research methodologies (qualitative and quantitative) with a specific focus on climate fragility, Durable Solutions, Transhumance Tracking and the HDPN nexus.

Conduct literature/desk reviews and stay abreast of migration related data products covering the region, to validate and contextualize DTM’s findings.

Provide technical support for the implementation of DTM activities in line with Headquarters(HQ) DTM methodological framework, IOM’s technical Information Management requirements, and operational needs.

Support the unit on survey design, assessment preparation, and data collection planning and monitoring.

Ensure the integration of gender perspective and attention to specific needs of vulnerable populations such as pregnant women, persons with disabilities, the elderly, children as well as other highly vulnerable groups within data collection activities.

Develop, track, and follow up on the timely preparation and generation of information products, and support information sharing and dissemination through all relevant channels in line with IOM’s data protection principles and as agreed by the program manager.

Organize appropriate training for the data collection team on issues related to data quality, including definitions, numbers, trends.

Represent DTM at relevant internal and external meetings, including cluster/sector, working groups and task force meetings as required.

Contribute to the development of project proposals, project updates and final reports to donors.

Engage external and internal data users (bilaterally or through workshops) to help improve the way DTM products are utilized.

Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education


Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

University degree in the above fields with four years of relevant professional experience.

Experience


Experience in research and analysis in emergency and transitional contexts;

Experience in conceptualizing research projects, quantitative and qualitative tool design, and report writing in the field of population studies, refugees/IDPs in developing countries, on the Framework for Durable Solutions for IDPs and returnees applied to different displacement contexts;

Experience in project management and implementation;

Experience working in international organizations and the humanitarian community;

Experience in relevant issues such as migration, displacement, humanitarian assistance,climate fragility, durable solutions;

Experience in advanced data visualization, presentation, and information design skills;

Field experience in survey coordination, i.e. training and managing large data collection teams.

Skills


Excellent understanding of different data collection methodologies;

Knowledge of the region is an advantage;

Proven ability to supervise, train and direct staff and operations in humanitarian and transitional contexts;

Good computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing;

Proven skills working with mobile data collection software (KoBO, ODK, ONA);

Knowledge of data protection guidelines and principles;

Numerical skills and experience in data analysis and data visualization;

Advanced knowledge of Adobe InDesign.

Languages


IOM’s official languages are English, French, and Spanish.


External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).


For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
