Context:


Natural hazards, exacerbated by climate change, and limited adaptation capacities, are one of the main drivers of displacement in Somalia. To address this, IOM is working on the nexus of migration, environment, and climate change (MECC) in Somalia and received EU-funded project “Breaking the Climate-Conflict Cycle in Galmudug State of Somalia”, which aims to address climate change as a driver of conflict in the federal member state. IOM is the technical implementing partner on the behalf of Federal Government of Somalia (FGS) and member states. The projects are focusing to ensure sustainable development taking into the account Migration, Climate Change, WASH, and stabilizations. The incumbent will work closely the Community Stabilization unit in the implementation EU-funded project in Galmudug state.


Since Migration, climate change and environment are cross cutting issue, the incumbent will work closely with all units of the mission to provide the technical support on the issues related with climate change and its adverse environment impact


Under the overall supervision of Senior Programme Coordinator (EPC) and the direct supervision of the Project Manager (WASH), the Programme Officer (MECC) will be responsible for contributing to Migration, Environment and Climate Change (MECC) activities, in particular project management, programme development and the mainstreaming of MECC within the Country Office (CO).


Core Functions / Responsibilities:


Provide overall direction and oversee the implementation of Migration, Environment and Climate Change (MECC) activities and programmes in Somalia, through the effective and timely implementation of programme activities, conceptualization, and design, and be responsible for its financial, administrative, and technical oversight in line with IOM policies and practices as well as donor requirements.

Establish and maintain partnerships with key stakeholders and beneficiaries, including the government, UN agencies, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), local communities, donors, and represent IOM in appropriate coordination and operational inter-agency fora relevant to the programmes/projects.

Contribute to the mainstreaming of MECC in the existing programmatic areas through the implementation of project activities on the thematic area within existing programmes, such as, Emergency Response, Transition and Recovery, Durable Solutions, and the Department of Migration Management.

Provide technical guidance on migration, environment, and climate change of Somalia Country Office (CO) in technical coordination with Regional Thematic Specialists (RTSs) (MECC) and elaborate general and/or specific information on programme activities as requested by donors/external parties, COM, the Regional Office, Headquarters (HQ) and other relevant counterparts.

Contribute to the strategic direction of MECC, proposing and integrating new approaches and procedures as required.

In coordination with the Programme Support Unit, contribute to the resource mobilization through the development of new projects, including supporting the drafting of proposals, liaising with donors and supporting the production of communication and visibility tools and materials.

Supervise project staff, prepare inputs for performance evaluations, and assist in the resolution of team conflicts.

Contribute to narrative and progress reports, cost modifications, public information material, and other documents, as required by IOM and/or project donors.

Ensure compliance with IOM and donor requirements, including those related to procurement, finance, and human resources, maintaining close contact with relevant IOM support units.

Conduct close follow-up of project/programme development initiatives in other IOM member states and document best practices.

Undertake duty travel in Somalia relating to project activities, monitoring and liaison with counterparts.

Perform such other duties as may be assigned.

Required Qualifications and Experience:


Education


Master’s degree in social science, international relations, law or a related field from an accredited academic institution with two years of relevant professional experience; or

University degree in the above fields with four years of relevant professional experience.

Experience


Experience in the field of migration issues, including operational and field experience, projectdevelopment, management, and reporting;

Experience in liaising with governmental authorities, donors, academia, other national/international institutions, and NGOs;

Work experience in Somalia is an advantage.

Skills


Understanding of migration in relation to environment, climate change and natural hazards;

Demonstrated level of expertise in the thematic area relevant to project development;

Sound knowledge of international fora and policy process in the areas of migration, climate change, environment, disaster risk reduction, knowledge of frameworks such as UN conventions on climate change, ecosystems, desertification etc;

Understanding of legal frameworks human rights approaches, soft law and protection issues related to environmental migration;

In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;

IOM’s official languages are English, French, and Spanish.

1. Join the Pipe Project: Installing sustainable tap water stations near playgrounds, city centers, parks, schools and bus stations in Africa; for people to access clean tap water whenever possible.

A water kiosk at school: a school based and students managed business selling clean tap water to community residents. It involves financing a community school to set up an onsite water kiosk with specially designed and sustainable products for children to transport tap water at home straight from school. It is both an educational and profitable business – teaching students’ business and entrepreneurial skills, and generating much-needed income for schools.

Public drinking tap water station: In partnership with urban Communities/Towns/Cities we install our non-breakable drinking water station in Public places for people to access clean drinking tap water free of charge.

2. Jijenge Kijana Fund: a youth livelihood pathway offering microcredit, micro-saving and training which enables ITF members to engage in productive and stable livelihoods


3. Erasmus Plus Projects:


GO-PRO The main objective of the project is to create space for the development of key information and communications technology (ICT) competences in the field of programming for children and youth. The project plans on achieving this by creating GO-PRO centers where modern programming education can take place and, in the process, awaken the passion to code in the youth. This project is done in collaboration with Meritum (Poland) and International Transformation Foundation (Kenya).

4Evergreen This is a project aimed at empowering the youth which ITF will implement in collaboration with the Association for European Cooperation, Development and Communication (CODEC vzw), Belgium. 4Evergreen will bridge 2 programme objectives– to support awareness raising on the environmental and climate goals and taking up innovative practices in a digital era. The project main aim thereafter is to contribute to the just and inclusive transition to sustainable living throughout empowering youth work sector across the globe to raise awareness on environmental issues by personal example and digital tools – the language of young people.

PUBLIC RELATIONS ASSISTANT


Your role is to tell the ITF's story to the outside world, shaping the narrative about the organization’s work and helping create a positive public perception to investors, partners and volunteers.


Duties and Responsibilities:


Publishing Content: You are required to write original content that portrays ITF in the best possible light. This requires you to: Compile and keep a record of ITF communications with external stakeholders as well as work alongside other teams within ITF to create written content, as well as videos and pictures.


Creating content: Once you have created your content, you are responsible for publishing and distributing it in order to maintain a vibrant online presence for ITF. While you are encouraged to think creatively in this space, you are expected, at a minimum, to:


Post regularly on ITF’s official social media platforms.

Compensation:


Although ITF Volunteers enjoy limitless opportunities, ITF does NOT provide any kind of compensation, including stipends. ITF Staff operate on a full-time volunteer basis for a minimum of 6 months. Head of Climate Change Programme, BRAC International


The Head of Climate Change Programme (CCP) will provide strategic and technical leadership to develop transformative approaches for CCP of BRAC International (BI). Reporting to Director-Programmes, s/he will work with the team to ensure CCP strategy, standards and systems are in place and implemented across BI countries. Key Responsibilities:


Provide strategic leadership to BRAC International’s Climate Change Programme in BRAC International and its country offices

Mobilize resources for Climate change Programme of BI from Donor, Government, GCF etc. and building on the CCP work in BI and its countries

Take the lead in CCP sector’s proposal development, help country management to design new projects/proposals and review and provide technical input on proposals. Should have in depth experiences in problem tree analysis, Theory of Change, developing Log Frame, etc.

Ensure mainstreaming of climate change interventions within BI’s development programmes

Provide technical support and guidance to the CCP team to design, implement, and monitor and evaluate the programs in the ground through communication and regular field visit to the countries as necessary.

Support national and global advocacy of the Climate Change approaches/learnings to tackling Climate Change related effects. Develop effective linkages with Governments, donors, strategic networks and partners to ensure that BI’s Climate Change programming receives optimum visibility

Liaison, engagement and relationship management with key programme stakeholders, including national and local government, civil society institutions, and international development partners

Ensuring the capture and dissemination of lesson/stories/case studies related to the delivery of programme results, as part of the wider communication, publicity and visibility effort.

Closely work with the Fundraising, Grant Management and Monitoring & Evaluation team to synchronize information needs and compile programme-level M&E information for dissemination.

About the project


COVAW, in partnership with VOICE is currently implementing a 2-year project entitled TUPO.TUSIKIZWE (We are here. Listen to us) in Kwale County. The project aims at empowering marginalized women and girls, including those with disabilities to participate in the County Budget process in Kwale County by enhancing their voices to demand for the uptake of their priority needs and equitable distribution of resources. The project will address this by enhancing understanding of the normative framework in budgeting at the county level, capacity building of women and girls including those with disabilities to analyse the Kwale County Budget estimates against their needs and recommend actions to enhance responsiveness. This will prompt critical engagement in development processes, enabling citizens to understand the importance of provision of resources that match needs of vulnerable groups and provide a means of holding public officials accountable, when they make development commitments.


The primary beneficiaries will bevulnerable and marginalized women and girls, including youth and persons with disabilities in Matuga, Msambweni and Lunga Lunga sub counties and the secondary beneficiaries will beWomen leaders in the county assembly of Kwale, County government officials, Civil society representatives, Media officials and community members**.**


Summary of the Project’s Theory of Change


If the capacity building sessions on gender responsive budgeting, leadership, lobbying and advocacy for targeted groups; community, CSOs, government line department heads are implemented then community members will be aware of their civic rights and how to identify community projects that should be prioritized in the budget making process. This in turn will indicate an increase in understanding by rightsholder groups on the normative framework on budgeting consequently contributing to the overall impact.


If community awareness creation on the budget making process, media engagements, public participation forums, multi sectoral engagement, review meetings with sub counties gender technical working groups, networking advocacy forums with county PWD network and youth led advocacy summit with female Members of the County Assembly are implemented successfully, then there will be increased citizen engagement in budget making process through public participation forums held at the ward level, increased participation of women, youth and persons with disabilities in the public participation forums at the ward level and allocation of resources towards community needs driven projects to address the needs of women and girls. This will then lead to increased involvement of the public in engaging with the members of county assembly to discuss gender responsive budgeting, increasing understanding on gender responsive budgeting and utilization of gender responsive budgeting principles and gender analysis of Kwale County budget estimates consecutively recommending actions to scale-up responsiveness to GBV and economic empowerment of adolescent girls and young women. These activities, outputs and outcomes contribute to the overall impact.

Purpose of the Consultancy


The primary purpose of the consultancy is to conduct action research to collate community and stakeholders’ experiences in implementation of Gender Responsive Budgeting as a tool for change at county level and to identify best practices for CSOs, that can influence uptake of Gender Responsive Budgeting.


Objectives of the Research


The consultant is therefore required to:


To collate community and stakeholders’ experiences in implementation of Gender Responsive Budgeting as a tool for change at county level. (With a focus on women, girls and PWDs)

To determine how decision makers at the county have applied Gender Responsive Budgeting.

To identify best practices for CSOs, to influence uptake of Gender Responsive Budgeting.

To develop three case studies based on what worked and what did not work well in the lobbying and advocacy for Gender Responsive Budgeting at COVAW level.

Scope of Work


Planning

The consultant is expected to perform the following tasks:


Develop and refine the research questions

Conduct a comprehensive literature review in line with the above objectives of the action research.

Develop data collection tools both qualitative and quantitative

Action

The consultant is expected to collect qualitative and quantitative data in three sub counties of Msambweni, Lunga Lunga and Matuga. The action research will be conducted in 9 villages sampled from 9 wards in the 3 sub counties as follows:

Lunguma villages in Tsimba-Golini Ward

Kilimangodo villages in Mwereni ward

Mwananyamala village in Dzombo ward

Shimoni village in Pongwe Kikoneni ward

The identification of the villages was informed by prevailing data on levels of poverty, access to basic amenities and prevalence on Gender Based Violence (GBV).


Data analysis

The consultant will use data analysis tools to analyse the quantitative and qualitative data and share key findings in an easy-to-understand format.

The consultant will draft and share high quality reports as follows:


1st Draft Document


The first draft document will contain information as indicated in the scope above.


Timely feedback on the 1st draft will be provided by the program team.


2nd Draft Documents


The revised documents will synthesize all information, conclusions and recommendations taking into account all comments and additions from COVAW following the submission of the 1st draft document. In case the 2nd draft document is not satisfactory to both parties, communication and the work should continue till an approved 2nd draft.


Validation meeting


COVAW will organize a feedback meeting. The consultant will make a presentation to the program team on the contents of the research. The meeting will be an opportunity to clarify outstanding aspects of the research.


Submission of documents


All documents used in the preparation of this assignment such as, interview guides, progress reports, data collection tools, draft project documents, templates, raw data collected, preliminary and intermediate designs, layouts, specification documents etc. are expected to be submitted to COVAW together with the 2nd draft document.

We also offer advisory services, investment support, and knowledge and insights to supplement finance.


Internal Audit Unit (IAU)

The Internal Audit Unit (IAU) is responsible for conducting internal audit activities at the AECF and investee companies. IAU provides an independent and objective assurance and consulting activity designed to add value and improve the operations of the AECF.


About the assignment

The AECF’s core business is driven by the Portfolio management process. The process includes a competition process – market assessments, preparation of term sheets, inviting applications through a call for proposals, applicant selection, due diligence, onboarding, capacity building or technical assistance, portfolio monitoring, disbursements, collections (where applicable), risk management procedures and reporting. We seek a consultant to audit the Portfolio Management process, identify improvement areas and communicate suitable recommendations.


Scope of work

The objective of the assignment

The objective of the audit is to obtain reasonable assurance that the internal control system established within the Portfolio Management process:

Deliverables

Inception report: Within 5 working days of the signing of the Contract, submit an Inception Report which should include a draft work plan containing a schedule of effort, and deliverables under the Contract.

Progress updates: Hold regular discussions with the Head of Internal Audit including reasons for potential delays; follow-up actions and significant trends identified.

Draft Report: Produce a Report for review and comments before the completion of the audit. The report shall include an executive summary, the methodology followed during the assignment and the outcome of the review based on the objectives and tasks defined above. The report should detail any key positive practices, and weaknesses identified during the audit, along with recommendations for corrective action to prevent a recurrence.

Final Report: The Final Report will cover all key activities undertaken during the assignment. This will include weaknesses in a control system of the AECF Portfolio Management Process and make appropriate recommendations.

The assignment is expected to be completed within 4 weeks from the effective date of the contract.

Methodology and Approach

To facilitate a faster evaluation and comparative analysis of the proposals, we recommend that the proposals be structured in the following manner:


The expertise of Firm/Organization – This section should provide details regarding the management structure of the organization, organizational capability/resources, and experience of the organization/firm, and the list of projects/contracts (both completed and ongoing, both domestic and international) which are related or similar in nature to the requirements of the RFP.

Proposed Methodology, Approach and Implementation Plan – This section should demonstrate the implementor’s response to the RFP/scope of services by identifying the specific components proposed, how the requirements shall be addressed, as specified, point by point; providing a detailed description of the essential performance characteristics proposed; and demonstrating how the proposed methodology meets or exceeds the specifications, while ensuring appropriateness of the approach to the local conditions and the rest of the project operating environment.

Management Structure and Key Personnel – This section should include the comprehensive curriculum vitae (CVs) of key personnel that will be assigned to support the implementation of the proposed methodology, clearly defining the roles and responsibilities vis-à-vis the proposed methodology. CVs should establish competence and demonstrate qualifications in areas relevant to the TOR.

In complying with this section, the implementor assures and confirms to The AECF that the personnel being nominated are available on the proposed dates. If any of the key personnel later becomes unavailable, except for unavoidable reasons such as death or medical incapacity, The AECF reserves the right to render the proposal non-responsive.


Through this request for proposals (“RFP”), the Internal Audit Unit of The AECF seeks to appoint a Provider/Consultant to audit the Portfolio Management process.

The AECF may, at its discretion, cancel the requirement in part or whole. It also reserves the right to accept or reject any proposal and to annul the selection process and reject all proposals at any time before selection, without thereby incurring any liability to proposers/firms.

Proposers may withdraw the proposal after submission provided that written notice of withdrawal is received by the AECF before the deadline prescribed for submission of proposals. No proposal may be modified after the deadline for submission of proposals. No proposal may be withdrawn in the interval between the deadline for submission of proposals and the expiration of the period of proposal validity.

All proposals shall remain valid and open for acceptance for 30 calendar days after the date specified for receipt of proposals. In exceptional circumstances, the AECF may solicit the proposer’s consent to an extension of the period of validity. The request and the responses thereto shall be made in writing.

The proposals prepared by the proposer and all correspondence and documents relating to the proposal exchanged by the proposer and the AECF shall be written in English

Financial Proposal

The Financial Proposal should include pricing information covering the requirements covered in this document.


The Financial Proposal document must be clearly marked “Financial Proposal - Portfolio Management Process Audit” as well as the email subject. NO details of a financial nature whatsoever must be included in the Technical Proposal. Failure to comply with this requirement will result in disqualification.


The financial component shall include the following:


Fee structure and pricing details in US dollars including all expenses and applicable taxes;

The financial methodology that explains the rationale of the financial component and how it offers the best value;

A financial plan that clearly links all costs to activities and outputs detailed in the work plan with associated payment mechanisms;

The AECF reserves the right to give preference to the most appropriate baseline in terms of expected economies of scale.

The financial proposal shall be fixed price and not based on Time & Material. It should contain real efforts in terms of man days (i.e. Junior, Intermediate, Senior etc.) and price per man day for each category. Based on the Technical proposal (Workplan, methodology, personnel, goods, and services to be supplied under the contract and the unit rates, the bidder must provide a total lump sum fixed price for determining the financial score and contract value.

AECF is obliged by the Kenyan tax authorities to withhold taxes on service contract fees as well as ensure VAT, at 16%, is charged where applicable. Applicants are advised to ensure that they have a clear understanding of their tax position with regards to provisions of Kenya tax legislation when developing their proposals.

Evaluation Criteria

An evaluation committee will be formed by the AECF. All members will be bound by the same standards of confidentiality. The consultant should ensure that they fully respond to all criteria to be comprehensively evaluated.


The AECF may request and receive clarification from any consultant when evaluating a proposal. The evaluation committee may invite some or all the consultants to appear before the committee to clarify their proposals. In such an event, the evaluation committee may consider such clarifications in evaluating proposals.


In deciding the final selection of qualified bidder, the technical quality of the proposal will be given a weighting of 70% based on the evaluation criteria. Only the financial proposal of those bidders who qualify technically will be opened. The financial proposal will be allocated a weighting of 30% and the proposals will be ranked in terms of total points scored.

1.2. The Task


The objective of this consultancy is to facilitate the development of a 5-year Strategic Plan for the Navigators (EPTF) Kenya Trust. The consultancy should utilize a participatory approach where all the relevant stakeholders for EPTF are consulted and their views taken into consideration.


As part of the process, the consultant will conduct a review of the current strategic plan for 2020 – 2022 with a focus on the following:

The National Coordinator will facilitate access to relevant information and will arrange for review and key informant meetings with EPTF staff, Board, participant representatives, and any other important contacts as may be determined from the review and context analysis.


The Strategic Plan should give EPTF a clear framework within which to work, incorporating strong sustainability and institutional resilience focus, precisely outlining the pathways of the organization in relation to the new strategic objectives. It is expected that the plan will integrate the forward and onward thinking between ongoing programmatic work, the wider vision of the Navigators Kenya, and the need to be sustainable.


1.3 Specific Terms of Reference & Key Deliverables


The review and planning processes should be structured in a way that supports active learning, team building, and ownership of the new strategy. Therefore, all the activities at all stages of the review and development process must be a participatory, multi-stakeholder process and must involve the Consultant(s) consulting with EPTF’s key stakeholders. In consultation with the Board and National Coordinator, the consultant will be responsible for carrying out the following activities:

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Context:


There are 7.2 million people in need of humanitarian assistance in Somalia. The country also has one of the highest numbers of Internally Displaced Peoples (IDPs) in the world with more than 2.9 million who have been displaced by conflict, insecurity, forced evictions, droughts, and floods.


In Somalia, climate change acts as a threat multiplier by exacerbating competition between clans over grazing land and water resources, inducing displacement and the recruitment of youth by armed actors, marginalizing minority groups, and empowering the extremist organization, al-Shabaab, which exploits inter-clan grievances to capitalize on climate-induced crises. Somalia is currently experiencing an extreme drought due to the impact of four consecutive failed rainy seasons, a climatic event not seen in at least 40 years. As a result, nearly 1 million individuals have been newly displaced due to the drought.


The IOM Somalia mission is implementing frontline activities as well as taking the lead in the Displacement Tracking Matrix (DTM) programme, which encompasses mobility tracking, flow monitoring, and surveys components that aim at supporting evidence-based programming. As co-chair of the Information Management and Assessments Working Group (IMAWG), and key member of Internally Displaced Peoples Working Group (IDPWG), the DTM programme is enabling humanitarian actors plan and respond to needs in Somalia and across the region.


The recurrent crises experienced in Somalia emphasize the need for preventative and longer-term approaches. As part of a greater focus on resilience and achieving durable solutions, emergency preparedness and response activities, durable solutions and development programming must operate in complementarity to address humanitarian crises in Somalia to ensure sustainable and lasting solutions.


DTM Somalia is in a strong position to contribute research and contextual analysis on climate fragility, Durable Solutions, and the Humanitarian Development Peace Nexus (HDPN) nexus in Somalia.


Under the overall supervision of the Senior Programme Coordinator (Emergency and Post Crisis), and the direct supervision of the Programme Manager (DTM), and in coordination with the Regional Data Hub in Nairobi the Project Officer (DTM) will be responsible for providing support and contributing to the development and implementation of the Displacement Tracking Matrix (DTM) initiatives and data collection in the country, with a specific focus on Climate Fragility, Durable Solutions and Humanitarian Development Peace Nexus (HDPN) thematic.


Core Functions / Responsibilities:


Assist in planning, developing, and implementing DTM research methodologies (qualitative and quantitative) with a specific focus on climate fragility, Durable Solutions, Transhumance Tracking and the HDPN nexus.

Conduct literature/desk reviews and stay abreast of migration related data products covering the region, to validate and contextualize DTM’s findings.

Provide technical support for the implementation of DTM activities in line with Headquarters(HQ) DTM methodological framework, IOM’s technical Information Management requirements, and operational needs.

Support the unit on survey design, assessment preparation, and data collection planning and monitoring.

Ensure the integration of gender perspective and attention to specific needs of vulnerable populations such as pregnant women, persons with disabilities, the elderly, children as well as other highly vulnerable groups within data collection activities.

Develop, track, and follow up on the timely preparation and generation of information products, and support information sharing and dissemination through all relevant channels in line with IOM’s data protection principles and as agreed by the program manager.

Organize appropriate training for the data collection team on issues related to data quality, including definitions, numbers, trends.

Represent DTM at relevant internal and external meetings, including cluster/sector, working groups and task force meetings as required.

Contribute to the development of project proposals, project updates and final reports to donors.

Engage external and internal data users (bilaterally or through workshops) to help improve the way DTM products are utilized.

Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education


Master’s degree in Information Management, Computer Science, Media or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

University degree in the above fields with four years of relevant professional experience.

Experience


Experience in research and analysis in emergency and transitional contexts;

Experience in conceptualizing research projects, quantitative and qualitative tool design, and report writing in the field of population studies, refugees/IDPs in developing countries, on the Framework for Durable Solutions for IDPs and returnees applied to different displacement contexts;

Experience in project management and implementation;

Experience working in international organizations and the humanitarian community;

Experience in relevant issues such as migration, displacement, humanitarian assistance,climate fragility, durable solutions;

Experience in advanced data visualization, presentation, and information design skills;

Field experience in survey coordination, i.e. training and managing large data collection teams.

Skills


Excellent understanding of different data collection methodologies;

Knowledge of the region is an advantage;

Proven ability to supervise, train and direct staff and operations in humanitarian and transitional contexts;

Good computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing;

Proven skills working with mobile data collection software (KoBO, ODK, ONA);

Knowledge of data protection guidelines and principles;

Numerical skills and experience in data analysis and data visualization;

Advanced knowledge of Adobe InDesign.

Languages


IOM’s official languages are English, French, and Spanish.

GENDER AND POLITICAL RESEARCH CONSULTANT

 1. Introduction


The Oslo Center was founded in 2006. It is a democratic support organization focusing on supporting democratization processes. The Oslo Center's approach to democracy assistance is by providing technical assistance to promote and enhance democratic practices by strengthening governance, political and government institutions, and civic spaces.


The Oslo Center has since 2011 been working in Kenya to support democracy through the provision of technical expertise to institutions of democracy and governance mainly political parties, women and youth in political parties, and the Office of the Registrar of Political Parties (ORPP).


2. RATIONALE: Background Information


Women comprise more than 50% of Kenya’s population, yet this huge demography is not well reflected in political leadership. Currently, women account for 22% in the National Assembly, 33.3% in the Senate, and 34% in the County Assemblies. A deeper analysis of the statistics denotes those women leaders are mostly elected through party lists to close the gender gap and not directly voted in by the citizens on the ballot. Only 6.6% of the women were elected directly through the ballot as Members of County Assemblies (MCAs), 7.9% as Members of the National Assembly, and 6.4% as Senators.


There have been several identified barriers to women's political participation. In the 2022 elections, women reported financial and sociocultural challenges. Several women candidates got directly elected at the gubernatorial and national parliament level; 7 Governors, 3 senators, 30 Single Constituency MPs, and 47 women county MPs. This though is an increase compared to the 2017 elections, underrepresentation of women is still a challenge. At the county assemblies, the electability of women has been affected by the identified barriers resulting in low numbers of women MCAs who are directly elected through the ballot. Despite increased concerted efforts by civil societies to continuously enhance women's knowledge, skills, strategies, and attitudes towards competitive politics, there has been a low attempt to tackle barriers that have been a major hindrance to women's electability.


3. Objectives of the study


The main objective of the study is to analyze the systemic barriers to women's electability at the National and County levels and make recommendations for the engagement of women in political processes and further analyze women in select counties.


The Study will seek to determine the following:


a. Assess the barriers to women’s leadership and influence in local political processes in Kenya according to i) female candidates, ii) local influencers, and iii) citizens.


b. Analyse and identify the systematic, type, and categories of barriers to local female leadership in politics


c. Analyse the numerical electability trajectory of women at the county level d. Provide key recommendations for both short-term and long-term strategies toward advancing women's participation and representation in the political processes at the county level.


4. Scope of work


The consultancy will document, profile, and generate gender-disaggregated data on women’s leadership and participation in political processes. The consultant will infuse an intersectional feminist lens to capture the experiences and voices of women in their diversity. The research will have a national approach but with an additional specific focus will be on Kajiado, Nakuru, and Kirinyaga counties where TOC implemented the Women Political Leadership Program.


5. Study Methodology


The study will adopt a mixed research approach to collect and analyze data from both primary and secondary sources. The methodology will be participatory, engaging different stakeholders in meaningful and appropriate ways to ensure inclusion, reflecting on and respecting stakeholder diversity (especially gender, age, and special interests groups) as a minimum.


6. Expected Deliverables


The Research Consultant is expected to produce the following.


a. Research and methodology proposal


b. Research tools include questionnaires and interview guides.


c. Data set including the database of the participants to be included in the study


d. Draft report with research findings and recommendations.


e. Report focusing on Analysis of women's performance in party primaries and post-party primaries


f. Report on systemic barriers to women's electability.


7. Timelines


The research is expected to begin in September and take about 15 days from the date of signing the contract.


8. Qualifications and attributes required


The consultant should have demonstrated expertise in conducting feminist research in the field of democratic and good governance, women’s participation in governance processes, facilitating multistakeholder processes, communication for development, and a human rights-based approach.


Individuals interested in this assignment must meet the following minimum requirements:


▪ Master’s Degree in Political science, Law, public administration, or equivalent experience


▪ Extensive experience in conducting feminist action research.


▪ At least 10 years of experience in conducting research in the field of democracy and governance, promotion of women’s rights, democracy, and political governance policy, and human rights training.


▪ Experience in qualitative data collection and analysis, ability to organize and moderate focus group discussions.


▪ Ability to establish priorities, and to plan, coordinate and monitor own work.


▪ Good interpersonal skills, and ability to work in a consultative and collaborative manner.


▪ Ability to establish and maintain effective partnerships and working relationships in a political environment


▪ Proven ability to adapt the research plan to challenges and opportunities emerging during the research

Portfolio Management Officer

 Brief Description


GIZ has been in operation in Kenya since 1975 as commissioned by the German government. The current thematic areas for the German Federal Ministry for Economic Cooperation and Development (BMZ) are in the areas of Agriculture, Sustainable Economic Development, and Energy and Climate. There are also projects in the sectors of Good Governance, and Refugees/Migration.


The goal of GIZ is to support the capacity development of people, organisations, and institutional structures in the partner countries so as to enable them to improve their living conditions through their own efforts.


The GIZ project portfolio in Kenya has significantly increased over the last few years, being one of the biggest portfolios in Africa. The structure of the portfolio is complex, with many regional and global projects implemented in Kenya and an increasing number of co-funding from third parties. Main commissioning party is BMZ, however, there are also projects implemented on behalf of other German ministries (AA, BMUV, BMW, BMVg). 1. Responsibilities


The Portfolio Management Officer supports the Country Director and the Senior Portfolio Manager Kenya in steering and managing the country portfolio for Kenya.


2. Tasks


The Portfolio Management Officer will carry out the following tasks:


Deputize the Senior Portfolio Manager Kenya in his absence

 Mission for Essential Drugs and Supplies (MEDS) is a Christian not-for-profit organization based in Nairobi, Kenya. Key Responsibilities:


Synchronize supply of goods with programming needs

Ensure quality and efficiency of processes in compliance with MEDS and donor regulations, and international and local inventory accountability standards and requirements

Job Summary:


Rural Agency for Community Development and Assistance (RACIDA) is a non-profit organization whose mission is to enhance self-reliance and prosperity amongst vulnerable (Agro)-pastoralist communities living in Arid and Semi-Arid Lands through the promotion of better livelihood systems, sustainable use of natural resources, and community empowerment. RACIDA began operations in Kenya in 2001 in the arid lands of Northern Kenya (Mandera and Wajir) and has since expanded its multi-sector operations throughout the region in Ethiopia (Liben zone) and Somalia (Gedo region). RACIDA seeks to consistently implement highly integrated, contextually appropriate, community-based programming. Our programs are part of a comprehensive strategy that sets local communities across the Mandera Triangle at the center of their development trajectory.


RACIDA is collaborating with the County government of Mandera to implement the USAID/BHA-funded project "Integrated emergency response to the triple crisis of drought, COVID-19, and desert locusts in Mandera County, Kenya (IETC)". The project encompasses the nutrition, WASH, agriculture, and food assistance sectors. Within the Nutrition Sector, RACIDA is working closely with the Ministry of Health (MoH) to implement the emergency nutrition project in six sub-counties (Lafey, Mandera North, Mandera East, Banisa, Mandera South, and Mandera West). Due to the ongoing drought and severe food insecurity at the household level, the number of children under the age of five and pregnant and lactating women in need of nutritional support has increased, placing a strain on the available health personnel. RACIDA, in collaboration with the County Ministry of Health, is recruiting an additional emergency surge staff for a period of six months to support the provision of quality nutrition and health services to beneficiaries.


The nutritionists will be posted by the County MoH to high-volume health facilities with HR gaps within the six sub-counties where RACIDA is implementing the emergency nutrition project. Under the direct technical supervision of the County MOH, the emergency surge staff will provide nutrition services in the target health facilities and outreach sites as per the standard MoH guidelines.


Duties and Responsibilities


Providing nutrition services including nutritional assessments and provision of micronutrients in health care facilities and outreach sites.

Collating and analyzing nutrition data.

Counselling clients/patients with specific nutritional needs.

Implementing and monitoring outpatient supplementary and therapeutic feeding programs.

Promoting Maternal Infants and Young Child Nutrition (MIYCN) programs.

Conducting nutritional and health education and demonstrations.

Supervising and implementing baby-friendly community initiatives

Assessing and reviewing nutrition referral cases.

Requirements

Registration by the Kenya Nutritionists and Dieticians Institute (KNDI); and

At least one year of experience.
